About Licensure
"Ensuring that all practicing physicians have an appropriate level of education and training." Since 1895, it has been Maine law that a physician must be licensed to practice medicine in our state. Through licensure, the state insures that all practicing physicians have an appropriate level of education and training and that they abide by recognized standards of professional conduct while serving their patients.
If the physician studied allopathic medicine and holds the M.D. degree, the license is issued by the Maine Board of Licensure in Medicine. If the physician received his medical education from a school of osteopathic medicine and holds the D.O. degree, that license is issued by the Maine Board of Osteopathic Licensure. Both Boards also determine the qualifications and regulate the practice of Physician Assistants extending the practice of licensed physicians. Both licensing Boards function similarly and both uphold the highest standards of professional practice.

13. Continuing Medical Education
Pursuant to the provisions of Title 32 Section 3280 of the Maine Revised Statutes, as amended in 1979, the Board of Registration in Medicine herewith establishes the following rules and regulations for a course or system of continuing medical education required for reregistration in the year 1982 and all subsequent biennial reregistrations with this Board. A. Requirements 1. Beginning January l, 1980, each physician licensed by this Board who is actively practicing medicine and surgery shall complete each calendar year, a minimum of fifty (50) credit hours of continuing medical education. a. At least twenty (20) hours must be in Category 1 (as defined in Subsection (B)(1) b. The total fifty (50) hours may be in Category 1 c. No more than thirty (30) credit hours may be in Category 2 (as defined in Sub-section (B)(2) B. Definitions of Categories 1. Category 1 activities are those planned CME programs sponsored or co-sponsored by an organization or institution accredited by the AMA Council on Medical Education, the National Liaison Committee on Continuing Medical Education, or the Committee on Continuing Medical Education of the Maine Medical Association. a. All Category 1 CME programs will be properly identified as such by the approved sponsoring or co-sponsoring organization.

The legal implications of values education
As Rushworth Kidder noted in the preceding article, the mere mention of values education creates a stir among its advocates and detractors. Brian Shaw, a Portland attorney whose practice focuses in part on public school law, was asked by Maine Policy Review to address the legal issues involved in values education in public schools. The following article includes an overview of those issues and, by way of illustration, a case study from a Maine school district. Introduction The topic of "values" has developed a high profile in recent public discourse. The Los Angeles riots, the Dan Quayle- Murphy Brown incident, a history of low voting turnouts, condoms in schools, sexual harassment, gay rights legislation - all have overtones of personal or societal values. Americans traditionally have looked to the public schools to play a significant role in transmitting society's values from generation to generation. That role has been questioned by some for various reasons, including concern about usurping the family's role, ambivalence as to which values should be emphasized, legal questions about the separation of church and state, and questions about the wisdom of imposing yet another social responsibility on public schools.

      The SAMPLE ACTIVITIES/OBJECTIVES were developed in a work session during the Representative Board meetings on 4/18/97 (Revised Goal 1) and 9/19/97 (Revised Goals 2-7). The draft of the results of those work sessions was distributed to the Rep. Bd. prior to the 10/17/97 meeting. Minor revisions were made by the Exec. Dir. in format, "collapsing" of recommendations, insertion of cross references, consistent style, etc. No content substance was removed. Following discussion which included amending some language, the following Sample Activities/Objectives were adopted by the Representative Board on 2/12/98. GOAL 1 MADSEC will take a leadership role in advocating for the provision of appropriate services for all children.

    Education
    Education in colonial Maine was slow in developing. For many years the only formal education available to rural children was the so-called moving school, which traveled from town to town, spending only a few weeks in each locality. In 1828 the state established a public fund to support education. Money was raised by selling timber from public lands. The interest from this fund continues to help support public schools in Maine, but most of the funds for public schools come from local and state taxes. In 1957 the state enacted a law offering financial assistance to local schools wishing to consolidate with other nearby schools in what are called “school administrative districts.” Since that time most rural schools, especially small high schools, have been replaced by centrally located schools that serve several communities.

    Home Donna M. Loring
    Maine State Representative Donna was the sponsor of the Maine State Education Act, which requires teaching the History of Maine's First Nations, including the genocide committed against them by European colonials and their descendents. A copy follows her bio: Donna is a tribal member of the Penobscot Indian Nation. She has been the Nation’s Representative to the Maine State Legislature since October of 1997 and, serves as the Nation’s Coordinator of Tribal, State, and International Relations. She is a graduate of the University of Maine at Orono - Bachelor of Arts in Political Science - and is a graduate of the Maine Criminal Justice Academy. Donna has considerable experience in law enforcement. She served as Police Chief for the Penobscot Nation from 1984-1990, which gave her the disttinction of being the first female police academy graduate in the State of Maine to become police chief . From 1992 to March of 1997, she was director of security at Bowdoin College, the first female to hold the position, and was a member of the Maine Chiefs of Police for eleven years. Loring is a Vietnam War Veteran. During her stint, November 1967 to November 1968, she served in the communications center at Long Binh Army Base, located approximately thirty miles northeast of Siagon. Her job was to process all casualty reports for Southeast Asia.

    Healthcare Governance Council What is the Healthcare Trustees of Maine?
    MHA's Healthcare Trustees of Maine (HTM) is an organization made up of nearly 900 Trustees who serve on the boards of directors of Maine's community and specialty hospitals. Established in 1988 as an affiliate of the MHA, HTM is dedicated to helping individual Trustees become more informed and effective board members. Through HTM and its close relationship with MHA, Trustees also have a voice in the development of healthcare public policy at the state and federal levels. HTM's mission can be summarized in three words:
    • Education Communications Advocacy
    Education
    Each year HTM plans and conducts educational seminars for both new and seasoned Trustees in locations throughout the state. These day-long programs are specifically designed to help Trustees develop a fuller understanding of how to discharge their responsibilities as board members. The sessions also help Maine hospitals meet Trustee education requirements set by the Joint Commission on Accreditation of Healthcare Organizations. HTM's education calendar features regular seminars, an annual orientation for new Trustees and a special board leadership conference. All sessions are planned by the HTM education committee made up of Trustees from small and large hospitals across the state.

    In 2000, Maine Governor Angus King proposed a radical plan: He wanted to give every seventh and eighth grader in the state access to a laptop computer. Thus the The Maine Learning Technology Initiative was born. Approved by the State Legislature to begin in September 2002, this first-in-the-nation program provided Apple iBook computers to more than 30,000 middle school students and teachers. Proponents of the laptop plan argue that the costs of not continuing or expanding it are too great for the students of Maine. Initially, the program was derided by teachers and school boards as a classroom distraction and a waste of money, but many critics have been converted. Independent studies by researchers at the University of Southern Maine showed that the improvements were greatest for children more at risk of failing, such as those in special education and from low-income families. A study by the Maine Education Policy Research Institute says the positive impact is being felt statewide. Both students and teachers also testified to its benefits before the state legislature. In addition the state Board of Education gave the expansion strong support and The Maine Coalition for Excellence in Education called the program "not an option, it is an imperative." Taking a cue from Maine’s success, Michigan, New Hampshire, New Mexico and Pennsylvania are launching similar programs. However, the Maine legislature has not made the program permanent. The state news service reported recently that the self-supporting endowment of state money set aside to pay for the computers and related teacher training was tapped to fill state budget shortfalls even as the program was being launched and is now empty. Governor Baldacci and the state Department of Education are currently exploring options, such as leasing computers cost-free for one year from Apple.
