Berwick Academy's Fogg Building, with its many Whitman windows ( Berwick Academy One day in 1994, while involved with the parents' association at my daughter's school in our town of South Berwick, Maine, I heard someone mention an unusual stained-glass window. It was supposed to be in Berwick Academy's Fogg Memorial Building, a Romanesque landmark completed 100 years earlier to house both the school and the town's library. Dating to 1791 and the oldest school in Maine, Berwick Academy claims among its graduates the author Sarah Orne Jewett (1849-1909). Jewett's name was somehow linked with this window. At Fogg Memorial, its gold cupola presiding from a forested hilltop over a rural valley fast succumbing to suburban development, I asked where to see the window, but nobody knew. I looked around and discovered on the second floor, in a corner of a math classroom, a drab specimen some seven feet tall and the width of the old roll-up shade it was hiding behind. Its dedication, "To the memory of many soldiers and sailors, pupils of this school who fought for their country," was lettered on the glass, along with a verse:

Richard M. Battistoni is Professor of Political Science and former Director of the Feinstein Institute for Public Service at Providence College. He has been a pioneer throughout his professional life in creating the curricular architecture that integrates service learning into the academy, whether at Baylor University, Rutgers University at the Walt Whitman Center, or Providence College. A scholar in the field of political theory with a principal interest in the role of education in a democratic society, he has been serving for the past three years as Campus Compact Engaged Scholar on Civic Engagement, and has worked with AACU on prior initiatives involving diversity and democracy. His most recent publication is Civic Engagement Across the Curriculum: A Resource Book for Faculty in all Disciplines.

DUE PROCESS HEARING PROCEDURES
Due process hearings are scheduled when parents, legal guardians, surrogate parents, schools or regional CDS Boards of Directors submit a written request for a hearing with Maine's Department of Education. During due process hearings, parents and school or CDS personnel present evidence to an impartial hearing officer, who then makes a decision. Disagreements concerning a child's eligibility for special education, identification, disability, evaluation, program, or placement can all be addressed through hearings. Maine's special education hearing procedures are explained in great detail in Chapter 101 and Chapter 180, Maine's Special Education Regulations. Hearings must be held within 30 days of the Department's receipt of the request for hearing. The Department will encourage the parties to resolve their disagreement through mediation, but engaging in mediation does not extend the 30-day time limit in which a hearing must be held. Parents can be represented at a hearing by an attorney and have the right to present evidence and to confront, cross-examine, and compel the attendance of witnesses.

Commissioner Gendron Announces GPA/EPS Funding Estimates For

On January 4, the Commissioner of Education, Susan Gendron, released preliminary funding estimates for General Purpose Aid for Local Schools to the Joint Select Committee on Property Tax Reform. The unit-by-unit estimates are for the fiscal years 2005-06 and 2006-07 and can be used to analyze your school's subsidy amounts. Equity and the Politics of the Spreadsheet
by Elinor Multer In Maine, the funding of K-12 education accounts for 38 per cent of the state budget. It is the largest single segment of that budget and as property owners know, it usually is the largest current expense at the local level and thus has a critical impact on property taxes. These facts make public education inherently political. The debates about how to teach, assess, group or discipline students or conflicts over evolution or the sexual revolution, testing students or investing in students pale in comparison. No government program involving so many tax dollars and touching so many lives can escape the realities of politics, a field once described by labor leader Sidney Hillman as "the science of who gets what, when and how." The above not withstanding, the public policy voice of schools in Maine does not carry the impact we might expect, and one reason for this is the inability of public education forces to speak with a single voice. Organizations representing Maine's principals, teachers, superintendents and school boards, among others, seek to speak for the whole and, while successful in some instances, they are frequently drowned out by the noise of spreadsheet politics. The political impact of these organizations can be significant when addressing a statewide issue such as total dollars for general purpose aid, but once the spreadsheet is generated, it's "every man for himself:" The only questions are, "Who gets an increase?" and "Who gets a cut?"
