21 Oct 2002 In 2001, the Bush administration directed that a blue ribbon panel be established to assess the organizational effectiveness of federal support for astronomical sciences and, in particular, to consider the pros and cons of transferring NSF's astronomy responsibilities to NASA. The panel, called the Committee on the Organization and Management of Research in Astronomy and Astrophysics (COMRAA), recommended that NSF maintain its own astronomy program, but that a standing committeethe National Astronomy and Astrophysics Advisory Committee (NAAAC) be created to advise NSF and NASA on how to best coordinate their efforts in this area. Specifically, NAAAC activities will include assessment of and recommendations concerning:

    I'm preparing for a black and white feature where we would like to test using UW-lights for some shots. In one shot silhouettes of Nazi-soldiers are running where we want the Nazi-symbol really to pop out. The thought is to make the symbols white and use UW-lights. Has anyone used this trick? Does the consumer UW-lights have enough output to be shown on 200ASA film?
    In another shot we have prisoners in a dark train cell where UW-lightning could be cool for the ambient light to create an uneasy and unreal feeling. We will do makeup tests but thoughts about this are welcomed.

    Abstract:
    The explosive growth in the number of citations to electronic preprints (eprints) in the literature of astronomy and astrophysics is documented in this paper. Eprints are the electronic versions of papers that have been submitted for comment and review among peers, for publication in journals, or prior to presentation at conferences. Internet-accessible eprint servers located worldwide provide unlimited free access to these publications long before they appear in print in journals or as conference proceedings. Because of the timeliness of these papers, as well as the increasing demand for current research, astronomers and physicists alike have found it necessary to cite these eprints in their research articles rather than wait until they appear in print. This paper documents the increasing reliance on eprints in the journal literature and in conference proceedings by tracking the citations to eprints in articles and papers over the past five years. Along with identifying and documenting the trend, issues for concern over the growing number of citations to eprints, as well as areas for further study are discussed.

    H.E.S.S. Multiwavelength Group
    General
    The task of the H.E.S.S. multiwavelength group is to actively organize and coordinate observation campaigns with H.E.S.S. and observatories in other frequency bands. The currently most prominent aspect is simultaneous observations of TeV blazars, where some overlap with the HESS AGN working group is unavoidable. We will see how things will evolve in the future. Other tasks involve the support of activities of other working groups whenever multifrequency data is needed. Convener of the H.E.S.S. multiwavelength group is Stefan Wagner (LSW Heidelberg).

I would think that if you wanted to create an identifier space for dewey decimal numbers, you'd create a URI scheme for it. With the "info" proposal, you've effectively replaced the IANA as registrar for URI-compatible identifier schemes with NISO. That is, instead of registering a "dd" (dewey decimal) URI scheme, you register a "dd" info namespace. Same basic process, except that you have a different registrar. Is *this* the motivation?
