Ceasefire in Macedonia 'violated'
Macedonian peace talks resume after a break for the country's national day OHRID, Macedonia Macedonia's government and ethnic Albanian rebels have accused each other of further violating an already shaky ceasefire as political parties resumed peace talks. Rebels were accused by the Defence Ministry of "serious assaults" around the northwestern city of Tetovo, while rebels said Macedonian forces had shelled a nearby village. "The terrorists directly attacked the positions of the security forces with sniper fire, automatic guns, heavy machine guns and shoulder-held rocket launchers," said the ministry, quoted by Reuters. But a rebel commander, codenamed Leka, in turn accused the security forces of shelling around the village of Neprosteno near Tetovo. "The ceasefire doesn't apply to the Macedonian police forces," he told Reuters. Macedonia to decentralise power
Matejce has been shelled for several days SKOPJE, Macedonia Macedonia's unity government is considering decentralising power in an effort to defuse an ethnic Albanian insurgency. But Sunday's talks between the four main partners in the ethnically-mixed coalition ended with no firm agreements as Macedonian security forces continued to bombard villages in the northeast with artillery and helicopter gunships. President Boris Trajkovski said a process aimed at giving more power to local government and drawing more ethnic Albanians in state institutions had been agreed, Reuters reported. COUNTRY PROFILES At a glance: Macedonia Provided by CountryWatch.com "Proposals for models of (local) self-government will be considered at the next meeting," he said after four hours of talks. Macedonia truce deadline passes
The cease fire is due to begin at 2200 GMT on Thursday SKOPJE, Macedonia (CNN) A NATO-mediated cease-fire between the Macedonian government and ethnic Albanian rebels is now in effect. The deadline passed at midnight local time on Thursday (2200 GMT) but it was preceded by fresh clashes and last-minute manoeuvring by both sides. Fierce shelling was reported in and around the northwestern town of Tetovo in what could have been a last show of force by both sides before the cease-fire was scheduled to take hold. It was reported that the rebels had set up a checkpoint close to one being manned by Macedonian police, near the stadium on the northwest side of the city. The truce is the latest attempt to end four months of fighting. More than a dozen cease-fire agreements have come and gone in recent months with some lasting only a few hours. Washington welcomed the planned cease-fire. "We believe it's a very important and necessary step toward resolving the crisis in Macedonia," State Department spokesman Richard Boucher said, the Associated Press reported.

Macedonia resumes reforms debate
Protesters outside Macedonia's parliament SKOPJE, Macedonia Macedonia's parliament has resumed debate on reforms outlined in a peace plan designed to end the conflict with ethnic Albanian rebels. The reforms would offer greater political and language rights to the country's ethnic Albanian minority, which makes up about a third of Macedonia's two million people. On Saturday, parliament speaker Stojan Andov suspended the debate, insisting the president guarantee the safe return home of an estimated 120,000 people who fled six months of fighting. President Boris Trajkovski met with Andov on Sunday and gave "assurances that the existing problems would be overcome," according to a presidential statement. "For me, that was enough to restart the process," The Associated Press quoted Andov as saying.

Talks over Macedonia conflict
Ethnic Albanians have mounted raids from Kosovo SKOPJE, Macedonia Macedonian President Boris Trajkovski has launched talks with ethnic Albanian minority parties over the conflict on his country's border. The talks are the latest attempt to quell the ethnic Albanian insurgency along the border with the United Nations-controlled Yugoslav province of Kosovo. The Macedonian government has refused to negotiate with the rebels themselves, who say they are fighting for greater rights for ethnic Albanians. Macedonia says the insurgents want to set up an independent state and break off part of Macedonia to do so. The talks are also being urged by the European Union. EU security chief Javier Solana was in Skopje on Monday for talks with Trajkovski and other leaders. IN-DEPTH Macedonia: Hurdles to peace Balkan hotspots Interactive map Macedonia's military ... Macedonia aid summit cancelled
NATO collected rebel weapons while parliament delayed adopting reforms SKOPJE, Macedonia A donor conference for Macedonia has been cancelled amid a row over delays in implementing the country's peace agreement. European Union external relations commissioner Chris Patten said he could not allow the aid summit to go ahead while Macedonia's parliament was failing to honour its side of the peace deal. The peace agreement, thrashed out between ethnic Albanian rebels and the government, demands the rebels surrender their weapons in return for constitutional changes granting the Albanian population greater rights. Rebels have handed in their weapons an operation called a resounding success by NATO but so far parliament has delayed adopting the reforms. Patten told Reuters news agency: "It's absolutely inconceivable the donors conference can take place on October 15 IN-DEPTH Macedonia: Hurdles to peace Balkan hotspots Interactive map Macedonia's military ... Fresh clashes in Macedonia
SKOPJE, Macedonia Ethnic Albanian rebels have clashed with Macedonian security forces in the tense northwestern region. Macedonian police claimed that rebels opened machine-gun and grenade-launcher fire on a checkpoint near the village of Preljubiste, just outside the tense area where three policemen were slain earlier this week. A high-ranking interior ministry official, speaking on condition of anonymity, told The Associated Press that police forces returned fire. EXTRA INFORMATION Macedonia: Hurdles to peace COUNTRY PROFILE At a glance: Macedonia Provided by CountryWatch.com There were no casualties in the firefight, which lasted less than an hour. The attack on Saturday came a day after a rebel group threatened a new insurgency and following a shooting incident in Tetovo. Macedonia shootout poll threat
Final pre-election rally of PM Ljubco Georgievski's VMRO-DPMNE party SKOPJE, Macedonia An ethnic Albanian gunman has been killed in a shootout with Macedonian police one day ahead of crucial elections. Two gunmen were injured in the gunfight shortly after midnight on Saturday in a village near the western town of Tetovo while two others were arrested, a police spokesman told Reuters. He said the gunmen had attacked police, who were also ethnic Albanians. Tensions were already high in the run-up to Sunday's parliamentary elections and on Friday Western pressure forced the cancellation of a political rally of a Macedonian political party led by former ethnic Albanian guerrilla chief Ali Ahmeti. Violence was feared ahead of polling which the West hopes will help strengthen peace following last year's conflict between ethnic Albanian guerrillas and Macedonian security forces.
