  • the current phase of decentralization, where central government functions are being handed over to the local administrations (municipalities); the need to rationalize activities aimed at enhancing and using the cultural heritage and the natural environment to promote tourism in a sustainable manner; the need to promote the cultural heritage and the natural environment with respect for the local populations.
Priorities
  • Improve linkage between the Ministry and the local administrations so as implement decentralization in the best possible way.

From 1953 through the time of the latest official census in 2002 (initial official results were released December 2003), the percentage of Albanians living in Macedonia rose 313%. The western part of the country, where most ethnic Albanians live, is the most heavily populated, with approximately 40% of the total population. Due to population growth and as part of former communist industrial policy, more people have moved into the cities in search of employment. Macedonia also experienced sustained high rates of emigration.

Overview Throughout its history, the present-day territory of Macedonia has been a crossroads for both traders and conquerors moving between the European continent and Asia Minor. Each of these transiting powers left its mark upon the region, giving rise to a rich and varied cultural and historical tradition.
The ancient territory of Macedon included, in addition to the areas of the present-day Macedonia, large parts of present-day northern Greece and southwestern Bulgaria. This ancient kingdom reached its height during the reign of Alexander III ("the Great"), who extended Macedon's influence over most of Asia Minor, the Levant, Egypt, Mesopotamia, Persia, and even parts of India. After Alexander's death in 323 BC, the Macedon Empire gradually declined, until Rome conquered it in 168 BC and made it a province in 148 BC.
After the fall of the Western Roman Empire, the territory of Macedonia fell under the control of the Byzantine Empire in the 6th and 7th centuries. It was during this period that large groups of Slavic people migrated to the Balkan region. The Serbs, Bulgarians, and Byzantines fought for control of Macedonia until the late 14th century, when the Ottoman Turks conquered the territory; it remained under Turkish rule until 1912.

International poetry festival in Macedonia
The 43 rd edition of the Struga International poetry festival was held from 25 -29 August. Thirty-five poets from twenty-seven countries assembled in Macedonia to present their work. Contrary to what the festival name suggests, none of the presentations took place in Struga. It has been turbulent in Struga for some months. Due to a municipal redistricting, from now on the population will consist primarily of people of Albanian descent, a situation that is violently opposed by some nationalistic Macedonian groups. Because this meant that it was impossible to guarantee a secure, undisrupted festival, at the last moment the organization decided to relocate the festival to Skopje and Ohrid, a city near Struga. Quite unintentionally, this gave the festival an extra political dimension, which was underscored by the demonstration in Skopje during the opening ceremony. The Struga international poetry festival plays an important role as an expression of Macedonia's cultural importance and identity. During each edition special publications are presented that emphasize the fact that Macedonia is part of the international cultural landscape. During this year's festival the anthology

MOSCOW, July 11 (RIA Novosti, Olga Lipich) - A Russian spiritual music festival is being held to promote Slavic spiritual unity and help overcome the church split in the Balkans. A series of church and classical music concerts called "Voices of Orthodox Russia in Macedonia," will take place in several Macedonian cities this week, the Moscow patriarchy announced. The Moscow Theological Academy Chorus, the Klassika chamber chorus of the Unity of Orthodox Nations International Foundation, the Moscow Conservatory Chorus, the Chamber Chorus of the Gnessins music school, and Moscow opera soloists will perform pieces by famous Russian composers. "'Voices of Orthodox Russia in Macedonia' is another event in the long history of cultural exchanges between the two nations," Archpriest Nikolai Balashov, the secretary of the patriarchy's inter-Orthodox relations department.

Historic Macedonian Church Preservation Project Completed With Support from U.S. Ambassador's Fund for Cultural Preservation
The governments of the Republic of Macedonia and the United States jointly marked the completion of project to restore and protect the historic Church of the Holy Savior (Sveti Spas) in Skopje on November 12, 2004. With the support of a grant from the U.S. Ambassador's Fund for Cultural Preservation, a project of the U.S. Department of State's Bureau of Educational and Cultural Affairs, architects, specialists and craftsperson's from Skopje's Institute for Cultural Preservation carefully reconstructed and restored the church's roof and walls to give a more authentic historic appearance, and to protect the valuable carvings and icons within. U.S. Ambassador to Macedonia Lawrence E. Butler and Macedonian Minister of Culture Blagoj Stefanovski observed the end of the two-month preservation project by unveiling a plaque acknowledging the U.S. support.

At a brief ceremony, Ambassador Butler noted that “Sveti Spas is not only an important historical, cultural and spiritual landmark, but also a beautiful and visible testament to the history of Macedonia and the region.
