Macau residents continue to enjoy basic human rights and a unique way of life distinct from the People’s Republic of China (PRC), although Macau's civil society and democratic institutions remain weak. The PRC has respected its commitments regarding Macau's high degree of autonomy. Macau officials continue to run Macau and make their decisions pursuant to Macau’s own identity and interests.

Colonial Administration: Before December 20, 1999, Macau was an enclave under Portuguese colonial administration recognized both by Portugal and China as Chinese territory. A governor, appointed by the president of Portugal, headed the cabinet, which included the governor and seven undersecretaries (economic coordination; transport and public works; public security; justice; communications, tourism, and culture; administration, education, and youth; and social affairs and budget). From April 1991 to December 1999, Governor General Vasco Joachim Rocha Vieira was head of Macau's government. A ten-member Consultative Committee represented the interests of the Chinese community and had five members appointed by governor and five elected indirectly. The colonial-era Legislative Assembly continues in the special administrative region. It was collocated with the executive branch at the Macau Government House (see Special Administrative Region, q.v.

Population: Estimated 438,100 (official Macau government provisional data as of December 31, 1999); other estimates range from 414,000 to more than 520,000. Population density 18,564 persons per square kilometer (based on the 1999 figure). Macau experienced significant population growth in the twentieth century. In 1910 the population was tabulated at 74,866, had risen to 187,772 by 1950, and approached the 500,000 level at the turn of the twenty-first century. Age Structure and Aging: 24.9 percent of population are fourteen years of age or less, 67.5 percent aged fifteen to sixty-four years, and 7.6 percent are sixty-five years and older (1998 estimates). Birth Rate: 12.76 per 1,000 (1998 estimate). Death Rate: 3.48 per 1,000 (1998 estimate). Infant Mortality Rate: 4.4 per 1,000 live births (1998 estimate). Life Expectancy at Birth: 81.6 years in 1998: males 78.66 years, females 84.68 years (1998 estimate). Total Fertility Rate: 1.27 children born per woman. Male-Female Ratio: 48.1 percent male and 51.9 percent female.

    GOVERNMENT The legislative organ of the territory is the legislative Assembly, a 27-member body comprising of ten directly elected members, ten appointed members representing functional constituencies, and seven members appointed by the chief executive. The Legislative Assembly is responsible for general lawmaking, including taxation, the passing of the budget and socioeconomic legislation. In the last election, held in September 2001, pro-Entertainment industry groups won 3 of the ten directly elected seats, pro-democracy groups won two seats, while pro-China parties won four; pro-business groups took the remaining seat. The next election will be held in 2005. The city of Macau and the islands of Taipa and Coloane each have a municipal council. The legal system is based largely on Portuguese law. The territory has its own independent judicial system, with a high court. Judges are selected by a committee and appointed by the chief executive. Foreign judges may serve on the courts. In July 1999 the chief executive appointed a seven-person committee to select judges for the SAR. Twenty-four judges were recommended by the committee and were then appointed by Mr. Ho. Macau has three courts: the Court of the First Instance, the Court of the Second Instance, and the Court of Final Appeal, Macau's highest court. Sam Hou Fai is the President (Chief Justice) of the Court of Final Appeal.

    The legislative organ of the territory is the legislative Assembly, a 27-member body comprising of ten directly elected members, ten appointed members representing functional constituencies, and seven members appointed by the chief executive. The Legislative Assembly is responsible for general lawmaking, including taxation, the passing of the budget and socioeconomic legislation. In the last election, held in September 2001, pro-Entertainment industry groups won 3 of the ten directly elected seats, pro-democracy groups won two seats, while pro-China parties won four; pro-business groups took the remaining seat. The next election will be held in 2005. The city of Macau and the islands of Taipa and Coloane each have a municipal council.
