According to a 1979 law, the government may not collect or maintain statistics on religious affiliation. But this is not the only reason why it is difficult for the leaders of the Jewish communities to carry out an accurate census: a great many of the Jews only pass through Luxembourg. Within the Jewish population (1200, 650 of whom are members of the Jewish community) there are nearly no orthodox families and a great many non-practising Jews. Luxembourg is the smallest Jewish community in Europe, in accordance with the overall population (440,000) of the country. The Jewish population is extremely well integrated into the social, community and cultural life of the country. In terms of attitudes towards minority groups Luxembourg meets the European average on the EUMC Eurobarometer, whereby a high rate of agreement for improving the rights of minorities exists side by side with a strong rejection of working migrants. Since 1997 the negative attitudes have increased. But the excellent economic situation, in which the Grand Duchy finds itself, with an unemployment rate below 3%, certainly fosters benevolence among the population.

SERBIA AND MONTENEGRO-LUXEMBURG MONTENEGRIN MINISTER CONFERS WITH LUXEMBOURG OFFICIAL PODGORICA, Jul 18 (Tanjug) - Montenegrin Minister for International Economic Cooperation and European Integration Slavica Milacic and Director of the Luxembourg Directorate for International Cooperation and Humanitarian Aid Jean Feydor welcomed Friday in Podgorica the European Commission's readiness to propose to the forthcoming session of the European Union Council the initiation of drafting a feasibility study and of negotiations on an agreement on stabilization and association. Milacic thanked the Luxembourg government for its support to reform processes in Montenegro in its endeavors for integration in the EU. Since 1999, the Luxembourg government has realized in Montenegro programs worth 10 million euros, representing over 58 percent of the overall support so far to Serbia-Montenegro, a statement issued after the meeting says. The Luxembourg official said his government is ready to pursue cooperation and partnership programs and that his country's businessmen are interested in investing in Montenegro.

    4. Luxembourg Parliament Passes Resolution Against End to Arms Embargo
    ICT, April 25th, 2005
On Tuesday 19th April the Luxembourg Parliament, with only a few
abstentions, almost unanimously passed a resolution calling for the
government of Luxembourg not to lift the EU arms embargo on China. The
Luxembourg government currently holds the Presidency of the EU, which
rotates between EU member states every six months.
The text of the resolution called on the Luxembourg government to work
towards "the development of a trusting relationship between China and the
EU" while at the same time voicing "concern for the political consequences
of ending the arms embargo" and also calling for the release of all
political prisoners held by China. At the EU-China Summit in The Hague in December 2004, the EU stated "its political will to continue to work towards lifting the embargo". Shortly after, the EU Council requested Luxembourg, in its role as EU President, to "finalize" preparations for lifting the 15-year-old ban on arms sales to China.
