English as a Second Language (ESL) teachers must have special preparation to teach English to non-native speakers; being a fluent speaker or an effective teacher of English to native speakers is not enough. Just as teaching mathematics or French requires special knowledge and skills, teaching English as a Second Language does also. This Digest outlines some of the relevant issues concerning ESL teacher certification: profiles of students needing ESL instruction, reasons for considering certification, academic preparation needed to teach ESL, and a description of state requirements for certification. WHO NEEDS AN ESL TEACHER? Estimates based on the 1980 Census indicate that in 1980-81 at least three-and-a-half million school-age children in the United States lacked the English language skills needed to succeed in school. These children, whose native language is not English, generally fall into two groups. The first, limited-English-proficient (LEP) students, speak, understand, and may read and write English, but not well enough to keep up academically with their native English-speaking peers. The second group, non-English-speaking (NES) students, do not speak or understand English and may have no literacy skills in their native language. This factor complicates attempts to teach them English.

Case Study of Xavier University of Louisiana
Overview Xavier University of Louisiana is a historically African-American institution. It was founded in 1915 as a Catholic college and became a university in 1925. It is located in the city of New Orleans, just west of the downtown area. The campus is surrounded on the north by Interstate 10 and by a mix of commercial facilities and public housing. The current enrollment is approximately 4,000 students. Xavier holds a prestigious place among historically African-American and minority-serving institutions, ranking first nationally in the number of African-American students receiving undergraduate degrees in physical science and life sciences, and first in the nation in placing African-American students in medical schools. It has 209 full-time faculty, 36 percent of whom are African American. The university is accredited by the Southern Association of Colleges and Schools. The Division of Education, which offers education degrees at the undergraduate and graduate levels, received accreditation by the National Council for Accreditation of Teacher Education (NCATE) in the spring of 1998 and will be revisited for accreditation in the spring of 2003. The programs in the Division of Education have been approved by the Louisiana Department of Education. Currently, Xavier is the only private teacher preparation institution in the state with both state and NCATE approval. The Division of Education has 15 full-time and six part-time faculty.

Here is what he says: Kaye Bullard and Brook Sexton in academic regalia Our Institute on Blindness at Louisiana Tech University is committed to achieving academic excellence dedicated to blind empowerment. Our first graduate degree program established at Louisiana Tech through a partnership with the Louisiana Center for the Blind was a master's degree in educational psychology with a concentration in orientation and mobility (O and M). We strongly believe in nonvisual instruction and structured discovery learning, and it has been a resounding success. Our O and M graduates are being sought across the nation. Ninety-five percent of our graduates are currently working as blindness professionals, using their master's degrees in O and M. Brook Sexton of California received her master's of education degree and is currently employed at the Institute on Blindness, working on research in the area of education of blind children and conducting in-service training for teachers, parents, and para-professionals in the education of blind children. She is also helping to teach here at the university. She will continue working at the Institute on Blindness and plans to pursue a doctorate in education.

Introduction/Overview
Launched in January 2002, The Teach Louisiana Web site (www.teachlouisiana.net) was a joint endeavor of the Louisiana Department of Education (LDOE), the Board of Elementary and Secondary Education, the Board of Regents and the Governor's Office. Teach Louisiana is currently housed in the LDOE Division of Teacher Certification and Higher Education.

Teach Louisiana is a data-driven Web site that utilizes active server page (ASP) technology to access teacher certification data. Both the Web pages and the SQL databases are housed on a Dell Poweredge 6450 Web server running Windows 2000. In the next 6 months, the Teach Louisiana Web pages and databases will move to a Blade server running Windows 2003. Site content is updated remotely via an online content management system.

David Vitter (R-La.) on Friday (Feb. 16) announced a $1.8 million federal allocation to Southeastern Louisiana University to help expand its Alternate Teacher Certification Program. The grant from the U.S. Department of Education is designed to broaden and expand the university's current offerings in its alternative post-baccalaureate degree programs into all certification areas. Southeastern has been providing professional secondary education course work through distance learning via the Internet through an initiative first funded by grants from the state Board of Regents and Entergy. The new federal support will allow the university to build on its existing efforts. "Today, more than 14 percent of Louisiana's teaching force has not completed teacher certification requirements and are teaching in fields for which they are not appropriately certified," said Martha Head, interim dean of the College of Education and Human Development. "This shortage of certified teachers affects approximately 100,000 students in Louisiana public schools." The program will provide opportunities for individuals with non-education degrees to become certified teachers, explained Head. "In addition, the funding will allow us to develop flexible scheduling and individualized instruction to help these teachers complete course work requirements for certification any time and any place, because much of the course work can be taken on-line," she added. "Congressman Vitter's support of this new initiative helps meet the concerns of Louisiana and the nation about the emerging shortage of certified teachers," said Southeastern President Sally Clausen. "In any educational reform effort, the emphasis has to start with making sure that we have competent, certified, and caring teachers in every classroom. That should be the birthright of every child in America." She said Vitter has visited area schools, superintendents and Southeastern and recognized the problem of too few certified teachers in classrooms, a situation that will only worsen in the next decade as two-thirds of teachers will be eligible for retirement. About 15,000 teachers in Louisiana are currently eligible for retirement, and the number grows annually. Shortages are especially critical in the areas of math, science and special education. "Creative approaches like Southeastern's are essential to reversing the shortage of qualified, certified teachers," Vitter said. "And without a strong teaching profession, all other professions will be in jeopardy." "We need to focus our efforts on programs that help us recruit and retain new individuals to the profession," Clausen said. "Certainly certification is not the only way we evaluate the quality of our teaching workforce, but it is an important minimum standard that we should seek in every teacher." "This effort is consistent with overall initiatives of the state and the Louisiana Board of Regents and with Blue Ribbon Commission objectives to improve teacher quality," said E. Joseph Savoie, state commissioner of higher education. University of Louisiana System President Bobby Jindal expressed his appreciation for Vitter's leadership on the funding for Southeastern. "These monies will allow the university to address the critical state need of certifying more teachers while using the latest technologies to reach K-12 teachers wherever they are," Jindal said. "This is a good example of our System initiative to create a 'seamless education experience' between the K-12 system and higher education. It is a win-win for everyone." Donna Contois of St. Tammany Parish, a member of the Louisiana Board of Elementary and Secondary Education, said the allocation is an example of how partnerships between state and federal government can work to maximum benefit. "Education appears to be the number one issue from the top levels of government to our own backyard," she said. "It's encouraging to see this kind of cooperation and partnership that can only improve the quality of our educational system." Clausen praised Vitter's efforts in helping to obtain the federal funds for Southeastern, noting that the Congressman had been instrumental in gaining nearly $2 million for the university's wetlands research projects in the Manchac Swamp over the past two years. "He has certainly been a responsive Congressman, and our district and the state is very fortunate to have had him as our representative," she said. With more than 1,300 students in its College of Education and Human Development, Southeastern has the largest teacher preparation program in Louisiana, graduating more than 300 new teachers each year. The university was the first in the state to guarantee the quality of its education graduates, instituting a program last year with 10 area school districts. Under the teacher guarantee program, Southeastern promises that its graduates know their subject matter, can teach to diverse student populations, and will infuse technology throughout the curriculum.
