Email: trice@lacollege.edu January 22, 2002 Board of Regents Approves LC's Teacher Certification Program The Louisiana Board of Regents for higher education released the results of a comprehensive external review of alternative teacher certification programs proposed by Louisiana's 19 public and private colleges and universities. The 19 institutions across the state submitted 33 programs for approval. Of those 33 programs, only ten were approved for both program approval and certification purposes. Louisiana College's TEACH program was one of the ten which received both program approval and met the state's certification structure approval. Louisiana College's Practitioner Teacher Program is an 18-30 hour program designed for those who participate in an intensive summer program, seminars during the fall and spring, and an internship while working full time as a teacher in a school. If candidates successfully complete the program at the end of an 18-month period, they would receive their certification. "The first year of the pilot practitioner teacher program, TEACH, has been very successful. The sixty participants have been observed by four different school-based and external evaluators and have proven to be highly productive teachers. The program is centered around an individual's ability to teach on a day to day basis using the latest teaching techniques and methods in an exemplary fashion," said Dr. Joe Aguillard, Chair of the Division of Education and Coordinator of the Department of Teacher Education.

Alternative Certification Many states have developed or are initiating programs that provide alternative routes to teacher certification, particularly for mid-career professionals. The goal of such programs is to draw a diversity of individuals with in-depth subject matter backgrounds into teaching careers. Requirements for an alternative teaching license vary by state. For an overseas position, it does not matter what state your license is from. Generally, applicants must hold a bachelors degree in the subject to be taught, achieve a passing score on state-required examinations, complete an intensive teacher preparation program, and possibly fulfill a supervised teaching internship. Specific information on which school systems are offering internships can be requested from the schools. After satisfactory completion of these requirements, the applicant will be issued a teaching credential.

and Endorsement Categories in the States
July 2004 Teacher certification in special education has become a hot topic after the passage of the No Child Left Behind Act of 2001 along with the “highly qualified teacher” definition that accompanied it. With the ever-present teacher shortage in special education, states are becoming hard pressed to properly staff and train special education teachers for their school districts. In the past several years, many states have been re-organizing of their special education teacher certification system to meet the changing demands on certifying special education teachers. This StateNote focuses on the different types of certification systems and the endorsement areas for special education teachers in the states. The certification systems have been divided into three categories: generalist, mild/moderate-severe/profound and categorical. These categories were used because it nearly splits the states into thirds. The mild/moderate-severe/profound classification, even though it relies on a general classification, was used because of the increase in this type of certification system. States such as Kansas and North Carolina recently have revised their systems to adopt the mild/moderate-severe/profound classification. State Department of Education Requirements Although all states must comply with the federal provision of No Child Left Behind, many states have programs for mid-career changers individuals who already have a bachelor's degree—that are alternatives to the traditional route to teacher certification. Just as teacher certification requirements differ from state to state, so do alternative certification program offerings. As a result, we've experienced substantive and measurable improvements in teacher quality and production over the last five years. All of this is to the benefit of our universities and our public school partners, but most importantly, the benefits accrue to the school children of Texas." State Status and Progress in Addressing the Challenge As has been previously noted in Chapter 2, information in this report has been compiled from analyses of data collected through the HEA Title II system. As data systems, both at the state level and within institutions of higher education, are enhanced to better accommodate the provisions of NCLB and the HEA, the Department expects to be able to further refine indicators of state teacher quality status and progress as well as to allow states to more accurately report their positive efforts in improving teacher preparation.

Tuition Exemption for Teachers

TEACHER CERTIFICATION
A certified teacher, for our purposes, is anyone holding a LOUISIANA Type A, B, or C certificate.
As a rule, first-time applications for certification are processed through the Dean of Education at the University level as soon as a teacher has completed coursework for initial certification.
IN ALL OTHER SITUATIONS, the certificate applications are processed through the Superintendent's office and require Sr. Carol's signature.
For teachers already on a three-year "C" certificate who wish to extend or upgrade the certificate, please use the Application for Higher Certificate. This form must be signed by the Superintendent of Schools as the Employing Authority - not the principal. The Superintendent's Office will forward the application to Baton Rouge so that we may adequately track any delays in processing. Cost for renewal is $25.00, payable to the Louisiana Department of Education.
For teachers wishing to obtain a permanent "A" or "B" certificate, the Department of Education has allowed that three years' consecutive teaching experience in a non-public school will suffice to grant the teacher permanent certification, noted with an asterisk (A* or B*). The certification would be permanent for teaching in non-public schools. However, upon entering the public school system, the teacher would be required to complete the state teacher assessment program for permanent certification.

Methods of Gathering and Verifying Data
A central goal of this project was to develop a snapshot of precollegiate history education in the 50 states and Washington, D.C. Hired by the Organization of American Historians as the lead researcher for this OAH/AHA project, Sarah Drake Brown requested information in the following categories:
  • certification requirements for history teachers at the elementary, middle, and high school levels
  • standards in history for teachers
  • standards in history for the K-12 curriculum
  • high school graduation requirements and exit examination requirements in history
  • state criterion-referenced examinations in history
  • statewide resources for history teachers and contact information for state history/social studies specialists
  • statewide associations for teacher membership This proved to be a massive amount of data, so the information was collected in separate steps: independent searches for data, preliminary public presentations of initial findings, and early contact with numerous representatives in history education from each of the states and the District of Columbia. Preliminary data was then collected from the web sites created and maintained by the various departments of education and certifying bodies in each of the states. This information was then compiled into reports for each state, organized into sections based on the categories listed above.

    A "Best Fit" Approach to Improving Teacher Resources
    Dr. Jennifer King Rice, University of Maryland Dr. Rice's opening presentation provided an overview of teacher resources and student performance and the connection to state policy. She pointed out that teachers are the most critical resource we provide children and, at the same time, they are resource intensive and require inputs to make them successful. She touched upon teacher resource issues important to the region, such as salaries, certification, incentives, recruitment, retention, and class size. Dr. Rice described her "Best Fit Practice" model to improve teacher resources. This model combines evidence from research, an understanding of state and local contexts, and the reality that there are no magic bullets. The purpose of the model is to support decision makers by providing them information and allowing them to make the best choices based on their understanding of their own needs and resources. Dr. Rice's three-part presentation focused on the following questions:

    That said, there is plenty in this bill to make advocates of teacher quality happy. First and foremost, the bill recognizes that teaching matters. It reflects a commitment to improving teacher quality and backs up that commitment with significant new dollars. "The conversation around teacher quality is becoming more sophisticated," observes Peter Winograd, director of the Center for Teacher Education and Educational Policy at the University of New Mexico, "And that can only be good for our kids." And what needs to be in place for the bill's vision to be realized? Time. Money. Respect. This is what teachers, advocates, administrators, and researchers say teachers need to stay committed to their chosen profession. Further, reform must be both deliberative and collaborative, and requires input and dedication from stakeholders at every level of the system.
