State Senator Robert Martin, for whom UL Lafayette's administrative building is named, authored this legislation. Several towns competed to be the site of the new school; Lafayette was chosen by virtue of a donation of 25 acres of land by the Girard family. The town also put up $8,000 and offered a ten-year property tax to supplement state appropriations. Although classes did not begin until September 1901, 1900 is considered the school's first year, for that was the year the campus was constructed and Dr. Edwin Stephens was named president.
Southwestern Louisiana Institute (SLI) By 1921, the school had outgrown its industrial role. The Constitutional Convention that year dropped the "Industrial" from the name and allowed Southwestern Louisiana Institute to grant bachelor's degrees. By this time, SLI had doubled to 50 acres and included many new classroom and dormitory buildings.

Combating Creationism
in a Louisiana School System
When creationists tried to push their religious doctrines into the public schools of Livingston Parish, they promoted a bogus "curriculum guide" and concocted pseudoscientific "lesson plans" tied to textbooks that students were using in science courses. When the creationists' deceptions were exposed, the parish's science curriculum committee got the message, but that was not the end of the matter.
Barbara Forrest
Livingston Parish lies in southeastern Louisiana, near Lake Ponchartrain. The parish seat is the town of Livingston, about 75 miles northwest of New Orleans. In 1994 a religious organization called the Origins Resource Association, based in New Orleans, began a campaign to force creationist doctrines into science classes taught in the parish's public schools. I led the opposition to that campaign, and my strategy was to expose the falsity of the creationists' "scientific" claims. Here is my account of what happened.
In May 1994, three members of the Origins Resource Association including the organization's president, Edward Boudreaux attended a meeting of the Livingston Parish chapter of the Christian Coalition. According to an item on the agenda for that meeting, the Coalition chapter was contemplating an effort to force a change in the Livingston Parish School Board's "policy on the teaching of evolution." That policy said that science teachers would provide instruction about organic evolution, in accordance with the State of Louisiana's recommended curriculum.

Civil rights Charters and Federal Desegregation Orders Virtually all state charter school laws apply non-discrimination provisions of state and federal civil rights and disability rights laws to the operation of charter schools. The legislation authorizing the federal charter school grant program also defines charters as public schools that comply with the Age Discrimination Act of 1975, Title VI of the Civil Rights Act of 1964, Title IX of the Education Amendments of 1972, Section 504 of the Rehabilitation Act of 1973 and Part B of the Individuals with Disabilities Education Act (IDEA). In addition, some state charter laws include language that's intended to ensure that charters aren't used by white parents to create racially segregated public schools. For the U.S. Department of Education's explanation of how federal civil rights laws apply to charter schools, click here One of the more challenging civil right issues facing charters is how they should be treated in school districts or urban areas where public schools are operating under federal desegregation court orders. This is an issue addressed in part in the U.S. Department of Education's Institute for Justice in Washington, D.C

State Legislative Sessions in the South and Southwest Deliver Changes for Schools
In a year graced by a booming economy, the public has demonstrated a concern for education in this country, and policymakers have taken notice. Americans all interact with the educational system in some way. Students, parents, educators, taxpayers, and citizens rely on schools to help create productive members of society. The 1997 legislative sessions in Arkansas, Louisiana, New Mexico, Oklahoma, and Texas reflected that reality, and lawmakers put a great deal of time and money into education. Throughout the region, new money went to teacher and school personnel raises, technology initiatives, a combination of reading, alternative education, and accountability initiatives, and other important education issues. SEDLetter summarizes the region's key education legislation based on reports published by state agencies, news articles, state government websites, conversations with state-level education policy analysts, and the legislation itself.

children to these schoolsit is a way of life in Louisianaand thus, There was a general economic upturn in the country during the mid1990s.
http://www.sedl.org/pubs/pic01/priority.html
Educational leaders in Louisiana are taking an approach to reform that focuses on the entire educational system to ensure that change takes place in an integrated way, rather than progressing in a piecemeal fashion. They are looking to the national reform movement for guidance and support in improving the quality of education for all students in the state. Teaching in Louisiana is expected to improve as teachers are given more resources, responsibilities, and opportunities to learn new skills. Students should have improved educational experiences as problems throughout the system are addressed. Let's look at how the story of education in Louisiana unfolds. Economic Realities Lead to Support for Educational Reform Economic realities have helped mobilize the general public to support educational reform in Louisiana. The oil and gas industry plays a pivotal role in the state. Louisiana is the third largest U.S. producer of oil and natural gas and is a center of petroleum refining and petrochemical manufacturing. During the oil boom of the 1970s and early 1980s, oil and gas accounted for 30 to 41 percent of the state's revenue, adding $1.6 billion to state coffers in 1981-82. Times were good; there was little incentive for the state to diversify its industrial base. However, what was good for the state economy was not necessarily good for public education.

General Information HISTORY OF McNEESE STATE UNIVERSITY
McNeese State University was founded in 1939 as a division of Louisiana State University offering only the first two years of higher education. Originally called Lake Charles Junior College, the name became John McNeese Junior College in 1940 by resolution of the University Board of Supervisors in honor of a pioneer Southwest Louisiana educator. The institution advanced to four-year status and separated from L.S.U. in 1950 and was renamed McNeese State College; and its administration was transferred to the Louisiana State Board of Education. Act 138 of the 1970 Louisiana Legislature gave the institution its present name, McNeese State University. McNeese gained significant recognition in 1954 through admission to the Southern Association of Colleges and Schools, the highest accrediting agency in the United States for such schools in the South. McNeese State University is accredited by the Commission on Colleges of the Southern Association of Colleges and Schools (1866 Southern Lane, Decatur, Georgia; Telephone number 404-679-4501) to award associate, bachelor, master, and specialist degrees.
