    Date: October 11, 2001 Old State Capitol and Reilly Center Set Stage for Lively Discussions Baton RougeSecretary of State W. Fox McKeithen has announced the Reilly Center for Public Affairs, a division of the Manship School of Mass Communication and Louisiana's Old State Capitol's Center for Political and Govermental History, are again partnering for the Media and Politics Lecture Series to be held October through November. "The partnership between the Reilly Center and the Old State Capitol Center for Political and Governmental History provides local citizens with an excellent opportunity to voice their concerns about the economy, the government, the state and the nation as a whole," said Jack Hamilton, Dean of the Manship School of Mass Communication. Charles Cook, publisher and editor of the Cook Political Report, will return as the featured speaker on Monday, October 29, to reflect on the 2000 election and look ahead at the 2002 political landscape. Cook is widely regarded as one of the nation's leading authorities on U. S. elections and has been called "the best nonpartisan tracker of the Congressional races." He previously lectured at the Old State Capitol during the Fall 2000 lecture series.

    Louisiana INTECH
    is an intensive, structured, approximately 60-hour LDE Staff Development Program. INTECH provides many examples of effective technology-based strategies that support and enhance curriculum and can provide a catalyst for fundamental change in overall teaching and learning processes.
    The INTECH Framework was originally developed in Georgia after a thorough inspection of research and literature on effective technology professional development practices. In the Louisiana adaptation of this professional development model, Louisiana's Content Standards are the basis for all technology-connected lessons and lesson planning activities. The foundation skills embedded in these content standards - communication, problem solving, resource access and utilization, linking and generating knowledge, and citizenship - provide a rationale for technology connections across all disciplines. Additionally, the Information Literacy Model for Lifelong Learning, another component of all Content Standards, reinforces the ways in which technology can support students and teachers in the quest to become independent, life long learners.
    The technology skills embedded in the INTECH Framework are built on standards developed for ISTE (International Society for Technology in Education) and adopted by NCATE (National Council for Accreditation of Teachers of Education).

    Two of the students each will receive $50,000 college scholarships. All others will get $1,000 scholarships. The two top winners will be announced at a Free Spirit ceremony at the National Press Club on March 24.
    The scholarship winners will be brought here to receive their awards and participate in a journalism conference which culminates with attendance at the Al Neuharth Free Spirit of the Year Award ceremony. At the event, students will have the opportunity to meet the 2003 Al Neuharth Free Spirit of the Year, Greg Mortenson, a Montana humanitarian who has dedicated his life to establishing schools in Central Asia.
    The program, funded by the Freedom Forum, began in 1999 to honor Neuharth, founder of the Freedom Forum and USA TODAY. The scholarships and conference program are designed to assist students who are pursuing journalism careers and to inspire them through conference sessions with prominent media professionals. The Close Up Foundation assists the Freedom Forum in administering the program.
    "We want to encourage these young people to become free-spirited journalists who dream, dare and do," Neuharth said.

      Summary of the program
      The Improving Literacy Through School Libraries program is designed to improve student literacy skills and academic achievement by providing schools with up-to-date library materials and to ensure that school library media centers are staffed by well-trained and professionally certified school media specialists. The program is administered by the Department of Education and is the first program specifically aimed at upgrading school libraries since the original school library resources program was established in 1965. Numerous studies* show there is a clear link between the quality of library media programs in schools staffed by an experienced school library media specialist and student academic achievement. School library media centers can contribute to improved student achievement by providing up-to-date instructional materials aligned to the curriculum and instructional practices, collaborating with and supporting teachers, administrators, and parents, and extending their hours of operation beyond the school day.
