WHEREAS, Louisiana's economy during the 21st century requires a workforce with a strong academic foundation and technological competence, and therefore all schools must better prepare students for further education and work; WHEREAS, it is essential that every Louisiana student obtain a high school education that allows that student to become a productive citizen in this new economy; WHEREAS, Louisiana's new content standards, testing program, and accountability system require that all students and schools perform at higher levels than previously required; WHEREAS, Louisiana's current system of secondary education does not consistently provide clear pathways which include and integrate academic, technical, and vocational learning, nor has it established strong linkages with the state's community and technical colleges; WHEREAS, it is essential to ensure that all students have multiple pathway options available to them throughout their high school career, that emphasize both academic and career preparation; and WHEREAS, given the many K-12 reforms underway, now is an appropriate time to carefully review all policies governing the state's current system of secondary education;

The network is the result of a joint effort by the Office of Telecommunications Management, state agencies, and the higher education community in Louisiana. It provides members with medium-to-high speed Internet access statewide via a 56K, T1 or local area network (LAN) connection. The MTEAF was established to assist qualified state libraries, schools, and the Raymond H. Folger Library at the University of Maine in paying the costs of implementing advanced telecom-munications services and technologies. Services for which the monies can be used include telecommunications services, Internet access, internal connections, computers, training, etc. Each telecommunications carrier operating intrastate must contribute to the fund an amount not to exceed .5% of retail charges for telecommunications services, not including intrastate tolls and private lines services. Maine School and Library Network (MSLN) Established in 1996, the high-speed telecommunications network links computers in all schools and public libraries to each other and to the Internet. Distance learning and free Internet training to teachers and libraries throughout the state are only some of the services offered through the system. The MSLN also provides facilities throughout the state which are used to provide advanced services for business customers.

Sheryl Abshire is the District Administrative Coordinator of Technology in the Calcasieu Parish School System in Lake Charles, Louisiana. As a leader in technology integration, she has served as the catalyst to initiate the integration of technology into all curriculum areas throughout her school district, the state, and internationally. Ms. Abshire has a B.S. in Early Childhood Education, a M.Ed. in Elementary Education, and an Educational Specialist in School Administration and Supervision and is a PhD candidate at the University of New Orleans. She is an accomplished grant writer and regularly conducts institutes to fund innovative technology programs throughout the nation. A thirty year veteran educator, she has worked as a school principal, K-5 teacher, a library/media specialist, a classroom teacher, and as an adjunct professor at McNeese State University and Louisiana Tech University.
