Title II / TQ Efforts
(as reported in Meeting the Challenges , February 2002) Louisiana had three priorities for its original Title II proposal:
  • To create a comprehensive statewide system linking teacher and student standards; To strengthen the quality of teacher preparation; and To create a new rigorous teacher licensure system linking K-12 and higher education reform.
A thirty-one member Blue Ribbon Commission provided comprehensive recommendations in the following four areas: Creation of Coordinated Partnerships, Recruitment of Teacher Candidates and Certified Teachers, Preparation of Quality Teachers, and Creation of Essential Conditions and Environment. The Commission made the following recommendations, which are the focus for the Title II reform:

    Education The HBCU Consortium of Louisiana has combined forces to accept the call to Leave No Child Behind . Louisiana 's schools are in a state of crisis. According to a recent estimate, among Louisiana 's public schools, 85% are performing below the national average. Communities throughout Louisiana are plagued with educational disparity. This problem is particularly acute in New Orleans and in the rural Louisiana Delta Region in North Central and Northeast Louisiana . A convergence of factors is required to help Louisiana students raise academic achievement levels in order to realize their potential as engaged and contributing citizens to society. The Consortium strategy is to recruit college students across the state to provide educational services in area low-performing schools in an effort to help K-12 students avoid failure and experience success. Community Health Civic Engagement The HBCU Consortium uses school based civic education as a strategy to increase young people's informed engagement. Studies report that students are frustrated with traditional politics and feel left out of the process. However students report “we are deeply involved in civic issues through non-traditional forms of engagement. We are neither apathetic nor disengaged. In fact what many perceive as disengagement may actually be conscious choice…” (Long, 2002) Individuals must be educated for citizenship. Service-Learning and Community Service activities are developed for K-12 and higher education students to foster civic responsibility.

    THE GOAL: Secondhand smoke is a danger to children and staff. Secondhand smoke is especially harmful to youth, causing asthma, chronic bronchitis and ear infections. Most smokers become addicted before they are 18. Community members work hard to educate children about the dangerous health effects of smoking. Students should not be allowed to smoke in public schools—this works against the extraordinary efforts of those who teach children about the dangers of smoking. Administrators, teachers, and guests need to set a positive example for students by not smoking on school grounds. STEPS FOR SUCCESS:
    • Determine who locally makes the decisions to change the school policy at the district level.

    The State of Louisiana administers its own system of higher education, known as public colleges or universities, just like local governments and cities operate their own public K-12 school systems for local residents. Financial support for Louisiana public colleges and universities comes directly from the state government, from tax dollars and other revenue the state collects in lieu of private endowments. Louisiana public colleges and universities may also receive funds from the federal government and private sources, but in many cases the state is the primary source of support. Louisiana is home to a broad range of online college degree programs and distance learning degrees that you enroll in. This state offers many wonderful continuing education opportunities as well. There is a $40.00 registration fee, which must be paid in cash at the time of registration. Testing will begin at 8:30 a.m.

They are looking to the national reform movement for guidance and support in improving the quality of education for all students in the state. Teaching in Louisiana is expected to improve as teachers are given more resources, responsibilities, and opportunities to learn new skills. Students should have improved educational experiences as problems throughout the system are addressed. Let's look at how the story of education in Louisiana unfolds. Economic Realities Lead to Support for Educational Reform Economic realities have helped mobilize the general public to support educational reform in Louisiana. The oil and gas industry plays a pivotal role in the state. Louisiana is the third largest U.S. producer of oil and natural gas and is a center of petroleum refining and petrochemical manufacturing. During the oil boom of the 1970s and early 1980s, oil and gas accounted for 30 to 41 percent of the state's revenue, adding $1.6 billion to state coffers in 1981-82. Times were good; there was little incentive for the state to diversify its industrial base. However, what was good for the state economy was not necessarily good for public education.
