General: VA spent more than $1 billion in Louisiana in 2003 to serve nearly 374,000 veterans who live in the state. Last year, 85,513 people received health care and 60,223 veterans and survivors received disability compensation or pension payments from VA in Louisiana More than veterans, reservists or survivors used GI Bill payments for their education, Health Care: One of the most visible of all VA benefits is health care. VA has 158 hospitals, 858 ambulatory care and community-based outpatient clinics, 206 Vet Centers, 133 nursing homes, 42 residential rehabilitation treatment programs and 92 comprehensive home care programs. Due to technology and national and VA health care trends, VA has changed from a hospital-based system to a primarily outpatient-focused system over the past eight years. In Louisiana, VA operates three major medical centers in Alexandria, New Orleans and Shreveport.

Relationships between policy and power, community decision-making and environmental change are the focus of this research program. As a leader in the theoretical development of political ecology, BARA focuses on how power relationships between stakeholder groups determine access to environmental and natural resources and how those resources are to be used. From this theoretical perspective, BARA has carried out numerous environmental impact assessments, both in the U.S. and internationally. With funding from diverse federal and state sources, these projects study the environmental and social consequences of public and private interventions on local, often ethnically-diverse communities. BARA researchers within this program also are active in the environmental justice component legislated in environmental impact statements. The BARA approach to environmental justice builds on a participatory philosophy and on principles of disputes mediation to facilitate the equitable distribution of environmental impacts among different stakeholders.     Located high on a bluff overlooking the Mississippi River, the Old State Capitol stands today as a monument ot our past. Completed in 1849, the building housed the Louisiana Legislature until Union forces captured the city in 1862. That winter a fire gutted the interior of the structure. In 1879, the capitol was returned to Baton Rouge and reconstruction of the building was begun. The Legislature returned in 1882 and remained until 1932 when the new capitol was completed. Now being restored to its original grandeur, the Old State Capitol is the state's archives for film and video. It houses both traditional and state-of-the-art interactive exhibts and a multi-media film presentation. The Old State Capitol recently marked the 111th birthday of Huey Long. Benson has threatened to move the Saints to another city if renovations are not made to the Superdome, and if other inducements are not forthcoming from the state. Governor Blanco, already facing a large budget deficit, is also trying to re-negotiate the terms a deal made by former Governor Mike Foster, which guaranteed cash payments to the Saints. Over the years, the Saints have received, or been promised, $376 million in state subsidies, extending out to the year 2011. These inducements were made to keep the team in Louisiana.

    The Louisiana State Archives is proud to host the East Baton Rouge Parish School System's Talented Arts Program Annual Art Show again this year. The 2005 show will be presented in three parts beginning with middle school students in exhibition from February 7th through the 28th. High School students in the EBR's Talented Arts Program will be featured for the entire month of April and Elementary school students will exhibit during the first two weeks of May. The Talented Arts program employs local artists to serve as teachers for the approximately 300 students in grades K through 12 identified as having creativity and high potential in visual arts. Students are introduced to and given instruction in a wide variety of media.
