COMPREHENSIVE CONCEPT: STORIES OF THE DELTA
GOAL
The goal of this concept is to illustrate the interrelationships between the "Stories of the Delta" and the historic sites, museums, festivals, and natural areas that could be organized to preserve, protect, and present to visitors the rich and diverse natural and cultural heritage of the Delta.
IMPORTANCE/SIGNIFICANCE
The "Stories of the Delta" — the people, places, and events that bring this region of the country to national attention — form a complex yet cohesive picture of the Delta’s natural, cultural, historic, and ancient resources. These are the stories or themes related to the Delta that Visitors and residents alike should understand in order to appreciate the impact this region has had on the formation of our national character. These stories combined with the appropriate historic sites, museums, festivals, and natural areas form the base from which historic preservation, heritage tourism, and economic revitalization efforts could be initiated.
RESOURCES
Map and PDF Document (PDF file) Resources would be drawn from across the region and would illustrate the interrelationships between people, places, and events in the Delta. Emphasis would be placed on utilizing existing resources and criteria for choosing appropriate sites and resources would need to be developed. Criteria for selecting sites and resources might be related to specific site characteristics. These characteristics might include the significance of the site/resource the site/resource’s relationship to a specific "Story of the Delta," the existence of a visitor- ready facility, present and potential interpretive opportunities, access to the region’s major transportation arteries and proximity to other sites/resources related to the "Stories of the Delta."

The Creole State: An Introduction to Louisiana Traditional Culture
By Nicholas R. Spitzer Louisiana is a state steeped in a variety of traditions, but is also pulled toward the cultural economic mainstream. Louisiana people are increasingly aware of the complex mixture of tradition and change found in a state that is part Sunbelt-suburban just as surely as it is still part pioneer, frontier, plantation, farmstead, fisherman's camp, and New Orleans neighborhood. Predominately Catholic French southern Louisiana has been described as "South of the South" due to the Mediterranean-African roots and plantation past of the region, that make it and New Orleans more akin to societies in the Spanish and French West Indies than the American South. The rural part of south Louisiana is dominated by the Acadians, or Cajuns, who came from what is now Nova Scotia as petit habitants in the late eighteenth century. However, over time the Cajuns have absorbed and been affected by a wide array of cultures in the area: Spanish, German, Italian, Anglo, Native American, and Slavonian.

The distinctive foodways (gumbo, jambalaya, crawfish etouffee), music (Cajun music and zydeco), material culture (Creole cottages, shotgun houses, pirogues and bateaux), ritual/festive practices (folk Catholicism, home altars, traiteurs, Mardi Gras), and languages (Cajun and Creole French, Spanish, Dalmatian, and Indian languages), reflect a diversity of cultures unified in one region.

Louisiana Comprehensive planning statutes in the Louisiana remain virtually identical to the 1920s legislation upon which they are modeled. In 1977, to address the problems of growth and development in urban and regions of the state that cross local government boundaries, the legislature amended the state law to authorize state planning and development districts to facilitate inter-governmental cooperation. At that time, however, no major changes were made to laws governing local comprehensive planning. Unlike other southern states such as Florida, Georgia, and Tennessee, where major planning law reforms have been made, neither Louisiana's governor nor legislature has yet to take any major steps towards updating planning statutes. Last May the state senate did pass a bill requiring at least three hours of formal training for members of planning and zoning commissions. However, the state House of Representatives ran out of time before the 2001 legislative session adjourned to vote on the measure.

The Commercial Application of Desiccant and Heat Pipe project secured and installed a natural gas regenerative desiccant dehumidification system at a selected commercial location; installed a heat pipe dehumidification system at a selected commercial location; established a benchmark for performance; installed temperature and humidity sensors upstream and downstream of the two systems; measured and documented energy and humidity reduction; and educated building managers, developers, etc., on the applicability of the technology to meet air quality standards. The Flex Fund Program provided a source of low-interest loans for people who wish to upgrade the energy efficiency of their homes. Rebates not to exceed $2,000 were offered to people who had their homes audited by a certified energy rater, performed recommended repairs, and had a second audit performed to determine that the homes improved by at least 30%. For public buildings, it helped with the financing through the Energy Fund and used performance contracting of the most cost-effective retrofit recommendation for a government (or quasigovernment) facility.

Although an archaeologist can gain some information from artifacts that have been removed from a site, much more information can be gleaned through careful survey and excavation. During a survey, the archaeologist examines artifacts remaining on the ground and records large concentrations as sites. The archaeologist evaluates each site's size and age, and determines how it contributes to an overall understanding of Louisiana's past.
No two sites exactly duplicate each other, but some are more unusual than others. Some provide new or important information linking a group of people with a certain location or activity for the first time. This means that sometimes a small site, without elaborate or especially beautiful artifacts, may be more important to the understanding of the past than another site that is larger. An archaeologist who records an important site will recommend protection or excavation for it.
The archaeologist will evaluate threats to the site to determine the possibility of preserving the site intact. Some sites must be protected to insure that future generations can see unexcavated sites, and so that future archaeologists with improved techniques will have sites left to study. Even if an archaeologist excavates a site, he or she will usually leave parts of it untouched.
Archaeological excavation of a site is meticulous in order to preserve every piece of information. The archaeologist photographs and draws soil changes and artifacts as they are uncovered. This provides a permanent record of the relationships of materials to each other and to other parts of the site. Samples of charcoal, soil, bones, and decayed plants are collected for laboratory analysis.

FACT: Riverboat casinos have become a major economic force that benefits all residents of the state, and it generates millions of dollars of new money for Louisiana in several ways:
  • Approximately 53% of all gaming revenue comes from out-of-state, most from Texas. As a result, on average, over $18.2 million per month is received by the state and local governments in gaming taxes. Local merchants such as service stations, restaurants and retail stores benefit from the increased traffic of out-of-state visitors. Each year, riverboat casinos pay over $368 million in salaries to some 15,000 employees. The industry has invested more than $1.7 billion in facility construction, and is employs hundreds of Louisiana construction workers to build new luxury hotels and entertainment centers. Riverboat casinos purchase over 70% of all goods and services from Louisiana vendors including computers, printing and floral arrangements.
