Overview
CERT is a partnership of North Louisiana's nine major institutions of higher education and the Biomedical Research Foundation of Northwest Louisiana, formed in late 1996 - via a Memorandum of Understanding - to be the institutional sponsor of the InterTech Center, Shreveport-Bossier's long-term strategy for creating economic development based on new knowledge industries. Even though Northwest Louisiana has a number of fine higher education institutions with varied missions, there is no single large university of national or international stature to advance the InterTech strategy. Therefore, CERT was formed to combine and blend the resources of North Louisiana's individual institutions to sponsor and support InterTech development. Universities and colleges have immense capability to help companies with advanced education, work force training, technical problem solving, business services support and other needs, but institutions rarely make it easy for businesses to access these resources. North Louisiana's higher education institutions are among the first in the United States to realize the need to make their services for business and industry more focused, more visible and more accessible. Together, CERT Institutions represent a considerable wealth of resources – in people, facilities, programs and funding.

To find out more about other qualified state saving programs The State of Louisiana proudly introduces its 529 Plan, the Student Tuition Assistance Revenue Trust Program, commonly referred to as "START Saving Program" . It is an innovative college savings plan designed to help families contend with the future high cost of their children's postsecondary education. The program is administered by the Office of Student Financial Assistance under the direction of the Louisiana Tuition Trust Authority, or LATTA. The LATTA is a public body composed of representatives from the state's higher education governing boards. The State Treasurer and a member of the House of Representatives and State Senate also sit on the LATTA Board. Deposits made to individual accounts will be pooled in the state treasury and managed by the Treasurer. A Savings account, called an Education Savings Account, may be opened on behalf of a child by a parent, grandparent, legal guardian, a person claiming the child as a dependent on their tax return, family member, or any other person who would like to save for a child's college expenses. Participants in the program are able to save at their own pace, in amounts they can afford, and still have their money professionally managed. In addition, as an incentive to save, the State of Louisiana will match a portion of the deposits made to your account, depending upon the amount you deposit, your adjusted gross income and the category of account.     Judith S. Weis Creationists have been busy this year on several fronts. They have pursued their goal of introducing creationism into science courses through state legislatures, through boards of education, and lately—ominously—through Congress. On every front, however, they have been met by AIBS and other scientific organizations striving to counteract their efforts. Bills that would undermine the teaching of evolution have been introduced in several state legislatures. An Arkansas bill prohibiting the teaching of "fraud"—including, they claim, Archaeopteryx and various fossil hominids—was only narrowly defeated. The Education Committee of the Michigan House is considering a bill calling evolution an "unproven theory" and specifying that students be taught "intelligent design" theory, a catchphrase for creationism. A Louisiana resolution took an unexpected approach, asserting that Darwin was a racist whose evolutionary theory was responsible for Hitler’s genocidal pursuit of an Aryan master race. That resolution passed the Louisiana House, but only after references to Darwin were removed. We are holding the line, thanks to Ellen Paul, the AIBS Public Policy Committee, the evolution listserv managers, and others in AIBS, as well as our colleagues at the American Geophysical Union and the American Geological Institute and other societies. We hope to take a more proactive approach in the coming year. I have no doubt that the creationists will continue their efforts, and we will have to step up ours to counteract them. Eternal vigilance will have to be our watchword.

In a span of only 24 hours, the Gulf Coast Region suffered devastating economic losses. Story Tools BATON ROUGE, Louisiana (AP) Louisiana might seem the most likely of all the states to embrace school vouchers: it has several troubled public schools, a centuries-old Roman Catholic school tradition and the nation's highest percentage of students in private or home schools. But halfway through this state's 2003 legislative session, voucher bills appear to be dead. Not even last summer's Supreme Court decision upholding the constitutionality of taxpayer-subsidized private school tuition could provide the momentum voucher supporters needed. State Rep. Carl Crane, a Baton Rouge Republican, says the issue is dead for this session, noting that "this is an election year." In Louisiana, all 39 state Senate and 105 state House seats are up for grabs this fall and every candidate seeking one of those positions will face scrutiny from two teacher unions and associations representing school boards, school superintendents and school principals. All are opposed to vouchers on the grounds that they will drain money from struggling public schools, further harming the educational prospects for the students who remain in those schools.
