RAISING THE AWARENESS OF ALTERNATIVE-FUEL VEHICLES
Driving a bi-fuel vehicle saves money and enhances a cleaner environment. This was the message promoted at the Ride and Drive event, held Sept. 10, 2002, at the Lamar-Dixon Expo Center in Gonzales, LA. The activity was sponsored by Ascension Parish Government and the Greater Baton Rouge Clean Cities Coalition. Promoting the theme, "Advancing the Choice," it was the first time the Coalition has sponsored "Ride and Drive" in a neighboring community. Randall Anderson, chief administrative officer for Ascension Parish Government, coordinated the event. Local and national presenters were invited to participate. The speakers pointed out that more organizations are interested in alternative-fuel vehicles especially school systems. Dan Deaton, senior energy technology specialist with the U.S. Department of Energy, said his agency is "seeing a lot of interest among school districts in using buses that run on compressed natural gas, for cost savings as well as the reduced emissions."

A growing cadre of science teachers and researchers are developing curriculum blueprints for teaching the science and ethics of genetics to help students put advances in biotechnology into proper perspective. Professionals who are confronting the ethics of genetic engineering in the real world say schools should teach both the science and the ethics of genetics. This growing field, they say, is likely to have a direct impact on students' lives that only science fiction writers could have imagined years ago. A curriculum called Chances' Choices, developed by the Foundation for Blood Research in Scarborough, Maine, begins with the story of Paul and Stacy Chance and their new baby. The Chance family confronts a series of ethical dilemmas involving genetic testing. Betty Ann Wonderly uses Chances' Choices in her regular and honors-level biology classes in Richardson, Texas. "Our scientific expertise has outpaced our ethical concerns with it," says Wonderly. "That's why a lot of [teachers] are pushing ethics. There are lots of questions these kids are going to have to face." Kansas teacher Keith Barnes used Chances' Choices a few years ago in his biology classes, but he has now designed his own human genetics class. Instead of using a textbook, Barnes keeps his eye on newspapers and magazines and downloads information off the Internet.

14 Year Old Teen Opens Fire In Louisiana School - No One Hurt
The large-calibre handgun misfired after four shots and no one was injured, authorities said. The boy was disarmed and arrested after two police officers rushed him, said Kelly McGee, spokeswoman for the Monroe School District. Each student at the Sherrouse Alternative School, set up for children who have been removed from regular classroom because of behaviour problems, is checked in each morning by faculty members and Principal Charles Rohner and subjected to metal detector, McGee said. At Columbine, 18-year-old Eric Harris and Dylan Klebold, 17, stormed their school, killing 13 people and injuring 20 others before committing suicide. Stewart said federal officials will try to trace the background on the .380 magnum gun the boy was carrying to deter mine where he got it. The youth was being interviewed by authorities to determine his motive and intended targets, he said. Psychologists have been called to the school to help students and faculty, McGee said.

Royal Street Courthouse Renovation Begins
On March 2nd, surrounded by the justices of the Louisiana Supreme Court and the judges of the Fourth Circuit Court of Appeal, Chief Justice Pascal F. Calogero, Jr. handed the key to the Royal Street Courthouse to the First Lady of Louisiana, Alice Foster, marking the start of a $7.2 million renovation and restoration phase of the historic courthouse building. Over 400 guests and French Quarter spectators were in attendance to witness the momentous occasion that featured Supreme Court Justice Jeannette Knoll singing the National Anthem, the U.S. Marine Corps Band, John Ehret High School ROTC, Boy and Girl Scouts, confetti cannons and 500 red, white and blue balloons.
"Returning this awe-inspiring building to a home for the state's highest court demonstrates to citizens and visitors alike that we, the people of Louisiana, value our system of justice and our rich architectural history. This renovation will restore dignity and beauty to the courthouse as it was in the first half of the century," announced Chief Justice Calogero.
The Beaux Arts building was built in 1909 for the Supreme Court and the New Orleans Civil District Court. The building is now being readied for multi-purpose use to eventually house the Supreme Court of Louisiana, the Fourth Circuit Court of Appeal, the State Judicial Administrator, the Law Library of Louisiana, an Attorney General's Office and a satellite branch of the Louisiana State Museum.

Federal Update
Paul Kimmelman, Ed.D. Dr. Kimmelman provided an update on the political climate in Washington, D.C., and on events that have impacted or will impact educational issues. Dr. Kimmelman suggests that the degree of federal support for the educational work of the states is higher than states realize. He encourages states to keep this in mind as they think of ways to recreate themselves to address new and different educational trends while tackling the most critical issues, such as high school graduation rates.
