The Rise of Alternative Schools
With smaller class sizes and more personal attention, public alternative schools are attracting at-risk students – and igniting their natural desire to learn
By Ceci Jones Mandy Eltz has bleak memories of her days spent at Martinsville High School. She is dyslexic and writes slowly, needing more time than the average student to complete assignments. Eltz would stay up until 3 a.m. doing homework – and half of it still wouldn’t get done. “Because I write kinda slow,” she says, “I would miss half of the notes on the projector too.”
Aurora Principal Chuck Holloway says, "My goal is to create a place where kids will want to come to school." Discouraged, Eltz dropped out of high school at 16. At age 18, though, Eltz has found a new academic home at Hammons Off-Campus School in Martinsville, Ind. A public alternative school that is part of the Martinsville School District, Hammons has helped to turn Eltz’s life around. “My future plans are to get my diploma and study to become a veterinarian,” says Eltz. “At Martinsville High School, I basically made all Fs. Here, I have a B average. I don’t feel rushed here and can go at my own pace. The teachers have more time to help me too. Without Hammons, I wouldn’t have gone back to high school.”

The strength of the law in each state has a direct bearing on the number of charter schools operating in the state, the quality of those schools and their success rates. Charter schools emerged in the 1990s as an answer — albeit a controversial one — to education reform. Minnesota, the first state to pass charter school legislation, opened its first charter school, the City Academy in St. Paul, in 1992. By 1995, 18 more states had passed charter school legislation. When President Bush signed the No Child Left Behind Act of 2001, with its initiative on choice, charter schools came into their own. Today, 41 states and the District of Columbia have charter laws. Thirty-eight of those states already have schools in operation, serving nearly 685,000 students. Of the nearly 3,000 schools in operation, more than 60 are non- classroom-based cyber charters. Others are “home-study” based.

A Louisiana parents' group has filed a civil rights complaint with the U.S. Department of Education, asking for an investigation into the "misuse and abuse of standardized tests" in the state's new high-stakes testing system. This fall, Louisiana began holding back 4th and 8th grade students who fail the state's new standardized tests. As many as 18,000 students in the two grades were retained. "Not one of the other 50 states has implemented such a scheme for grade school children," notes the complaint by the parents' group, Parents for Educational Justice. "There is good reason [for this]- it has proven to be an educational disaster for children in minority and poor schools." Susan Bowers, acting assistant deputy secretary, said the Office of Civil Rights has received four complaints - involving North Carolina, Texas, Ohio and Nevada - prior to the one from the Louisiana parents. These were resolved by adding summer school and accelerated programs geared toward the tests. "What we have never done is require the state to stop using the tests," Ms. Bowers said. Parents for Educational Justice tried unsuccessfully in federal court last spring to prevent the state from using the test to determine a students' academic fate.

Accrediting Agencies Not Recognized Under GAAP
There are quite a few accrediting agencies that are not recognized under GAAP, the Generally Accepted Accrediting Practices, as described above. These agencies are not recognized by either the Council on Higher Education Accreditation in Washington or the U.S. Department of Education, nor by UNESCO or by the education departments or ministries of major countries. They range from a few sincere efforts that are working for recognition to many associations started by less-than-wonderful schools in order to accredit themselves. Following is a listing of many such accreditors that we have noticed over the years. New ones seem to be started every few weeks, so not every name you see will be listed here. If accreditation is important in a given situation, see the GAAP standards, above. Accreditation Association of Ametrican [sic] College [sic] and Universities Unrecognized agency from which the American University of Hawaii has claimed accreditation. Accrediting Commission for Specialized Colleges Gas City, Indiana. Established by "Bishop" Gordon Da Costa and associates (one of whom was Dr. George Reuter, who left to help establish the International Accrediting Commission, described in this section), from the address of Da Costa's Indiana Northern Graduate School (a dairy farm in Gas City). According to their literature, the accrediting procedures of ACSC seem superficial at best. The only requirement for becoming a candidate for accreditation was to mail in a check for $110.

WHEREAS, Louisiana's economy during the 21st century requires a workforce with a strong academic foundation and technological competence, and therefore all schools must better prepare students for further education and work; WHEREAS, it is essential that every Louisiana student obtain a high school education that allows that student to become a productive citizen in this new economy; WHEREAS, Louisiana's new content standards, testing program, and accountability system require that all students and schools perform at higher levels than previously required; WHEREAS, Louisiana's current system of secondary education does not consistently provide clear pathways which include and integrate academic, technical, and vocational learning, nor has it established strong linkages with the state's community and technical colleges; WHEREAS, it is essential to ensure that all students have multiple pathway options available to them throughout their high school career, that emphasize both academic and career preparation; and WHEREAS, given the many K-12 reforms underway, now is an appropriate time to carefully review all policies governing the state's current system of secondary education;
