however, industrial co-products used as feed represents another 20% of corn usage. The co-products of industrial processing are largely fed to ruminants domestically and internationally. The ability to sell these co-products profitably can indicate the potential financial success of certain industrial processes, such as ethanol production. With the majority of U.S. corn being fed to domestic livestock, it is of utmost importance to work with this industry to address issues of mutual concern. The climate of agriculture and livestock production has changed gravely in the past decade. As more regulations are imposed and stricter guidelines are suggested for production practices, livestock production is being forced out of the United States to other countries. NCGA is gathering information and conducting a survey on moratoriums and regulations that inhibit livestock production to create a baseline of information regarding the legal atmosphere of livestock production. This baseline will serve as a starting point for developing the pro-livestock media campaign and working with sister organizations that represent livestock production to address the anti-livestock sentiment expressed by this restrictive legislation.

    Douglas P. Gillespie has served as Commissioner of the Massachusetts Department of Agricultural Resources since April 3, 2002. The Department, organized in 1852, is one of the oldest state agencies in the United States, and has as its dual missions 1.) the protection and preservation of a safe local food supply coupled with the promotion of Massachusetts farms and agricultural products and 2.) the protection and preservation of Massachusetts farmlands and natural resources. Gillespie joined the DAR team at a time when the Department faces major challenges, due to budget reductions and increased need for department services and programs. He has outlined his vision as being the strengthening and positioning of DAR for the future, and the continuation of the "toolbox" approach to providing programs for Massachusetts farmers. The Farm Viability Enhancement Program is the cornerstone of several initiatives to assist farm families in strengthening their farm businesses. Agricultural Business Training, and Agro-Environmental Enhancement programs have proven to be valuable signature programs of the Department in strengthening the long-term viability of Massachusetts Agriculture, and under Commissioner Gillespie funding for each program has been increased.

VALUE-ADDED TAX : IMPORTATION OF LIVESTOCK As from 4 January 1999 Value-Added Tax at the rate of 14 per cent will be levied on the importation of goods from Botswana, Lesotho, Namibia and Swaziland (the BLNS countries). At present the supply of livestock between registered vendors in South Africa is permitted at the zero rate. This will continue after 4 January 1999 as the South African Revenue Service is still in consultation with producers and various other stakeholders. To ensure that there is no discrimination against producers in the BLNS countries, the importation of livestock from such countries will be allowed free of VAT, provided the BLNS importer can prove to the Customs officer at the time of importation that the livestock is being supplied to a VAT registered vendor Should the permission granted to South African vendors to apply the zero rate be withdrawn, all imports of livestock will also become subject to VAT at the standard rate.

Jobs Farm Journal Media Expands Livestock Portfolio Farm Journal Media has announced two new publications targeting the largest beef and pork producers, and increased its circulation of Beef Today . Beginning with the May issue, Beef Today circulation will increase from 103,000 to more than 250,000 beef producers. "This is a great fit," said Beef Today editor Steve Cornett. "For years, we've seen study after study that shows Farm Journal is the cattlemen's first choice of all agricultural magazines, so we know beef producers read the book. Now, our in-depth coverage of the beef industry will get to more than twice as many producers as before." Beef Business Journal Starting with the August issue, the new Beef Business Journal will be published nine times each year as a demographically selected section within Top Producer magazine. The new publication targets more than 23,000 of the nation's top beef producers - those with more than 500 cows, 500 stockers or 500 fed cattle. The company has plans to offer exclusive services to subscribers down the road, such as conferences, networking opportunities and business management tools customized to the beef industry.

That's what the new U.S. Secretary of Agriculture, Mike Johanns , is convening this Thursday, June 9, in St. Paul, Minnesota. Secretary Johanns will lead a roundtable discussion dominated by the most powerful agricultural lobby organizations in the United States to spread the good news that mad cow disease is no longer a problem in North America. The invited participants include the American Farm Bureau, the American Meat Institute, the National Cattlemen's Beef Association, the National Meat Association, the National Milk Producers and the National Renderers Association. Not a single consumer, human health or public interest group was invited to speak, nor were any scientists who research mad cow and related diseases, such as Nobel laureate Dr. Stanley Prusiner. The USDA hopes to convince the assembled news media that it's time to open the U.S. border to Canadian cattle and time for Japan and Korea to accept U.S. beef and cattle. There's just one problem with this rosy picture of mad cow disease in North America: it has little or no basis in fact. The steps that the United States and Canada must take to prevent the spread of mad cow disease have not been taken. Instead, lip service and deception have fooled the media and the public, while dangerous animal feeding practices remain routine; hundreds of millions of pounds of slaughterhouse waste are still fed to North American cattle.

That's when Mike Johanns, the United States Secretary of Agriculture held a news conference . He announced that a beef cow suspected last November to be positive with mad cow disease, and finally properly tested, was indeed positive. Even now the USDA is keeping secret which state the cow was from, but Texas has long been mentioned in media articles. The initially-botched finding of a second mad cow in the United States emphasizes the failure of the United States Department of Agriculture and the Food and Drug Administration to protect Americans from the deadly dementia called mad cow disease, the subject of my 1997 book with Sheldon Rampton, Mad Cow USA The so-called 'firewall feed ban' to prevent cattle from contracting the disease in the United States is a joke, and more like pouring gasoline on a fire. Hundreds of millions of pounds of cattle blood, cattle fat, and the meat, blood, fat and bone meal from pigs and chickens are legally fed to cattle each year on US farms and ranches and feedlots. American cattle are also being fed a million tons a year of chicken litter and feces contaminated with cattle meat and bone meal. These are practices that can spread mad cow disease and are banned in countries like England and Japan where there is a real firewall feed ban.
