Healthy Animals = A Healthy Agricultural Economy = A Healthy and Happy Public A primary goal of the Division of Animal and Food Industry Services is providing support to Virginia's animal agriculture industry. By administering laws and regulations that apply to health requirements for livestock and poultry, we strive to prevent and control the spread of disease through commerce - both in and out of state. Our veterinarians and field inspectors also work with local officials in the investigations of animal cruelty cases and provide livestock, poultry and companion animal owners with advice and instructions on the proper care and handling of their animals. Our laboratory system offers clients a wide range of testing services to diagnose livestock and poultry disease and consequently aid in their prevention and control. The Division of Animal and Food Industry Services is composed of the administrative Office of the State Veterinarian and specialized programs in Laboratory Services and Veterinary Services, as well as other regulatory programs for food safety and plant health.

Office of Veterinary Services With offices located strategically throughout the state - in Richmond, Wytheville, Lynchburg and Harrisonburg - the Office of Veterinary Services provides assistance to livestock and poultry producers and animal owners from the Eastern Shore to Cumberland Gap. By administering veterinary medical regulatory programs, we work to protect domestic animals and poultry from contagious and infectious diseases and encourage the proper care of livestock and poultry. Producers and practicing veterinarians look to us as a source of livestock disease information and a data bank of animal disease incidence.       Trading Standards’ Animal Health Inspectors enforce farm animal health legislation. Their duties include:
      • inspecting farms, markets and vehicles issuing licences for livestock movements issuing movement record books enforcing animal feedstuffs legislation and issuing ‘On farm mixers’ licences.
      Keeping livestock
      All keepers of livestock must be registered with the Department for Environment, Food and Rural Affairs (Defra). This applies to all owners, whether they have a whole herd or just one animal. Livestock refers to the following animals:
      • sheep goats cows/cattle pigs.
      You must also conform to legislation about animal identification and tagging tracing. Full details, including information about animal passports and tagging, are published by Defra on their Livestock Identification and Tracing pages.

Foot-and-Mouth Disease Background Information:
Foot-and-Mouth Disease (FMD) is a highly infectious animal disease caused by a virus that affects cloven-hooved animals, such as sheep pigs and cattle. It is not a risk to human health or food safety. Concerns about FMD in the U.S. are economic in nature, since the disease can have a devastating effect on animal herds and production. FMD is not new; it has affected many countries in the world, with the most recent outbreaks in Europe and South America. The last time the United States had animals with FMD was in 1929, thanks in all large part to government and industry vigilance. In the spring of 2001, the government prohibited import of all animals and animal products ands used farm equipment from high-risk countries.

What we do?
Our aim is to ensure that good animal health and welfare standards are established, and more importantly maintained on farms within the borough.
We aim to:
  • Prevent, control and eradicate animal disease To protect the welfare of animals in transit and on farms To safeguard human health from transmitted animal disease To advise and assist the farming community of matters relating to current legislation.
How do we do this?
Through a programme of on farm visits, inspections, advice, random checks, response to complaints and liaison with other authorities. Click here to be re-directed to our advice leaflets

Modern society produces large volumes of waste of many types from green waste and municipal solid waste to animal by-products. Restriction on landfill opportunities has encouraged recycling but different types of waste require different processing systems. Composting is much favoured as a means of returning organic waste to land and ongoing research investigates the long-term effect of such additions at differing levels. ADAS is a leading expert in research into composting and all other types of waste treatment and processing, as well as the monitoring and assessment of odour and micro-organism release using bioaerosols technology. The ADAS composting centre is the largest commercial and research composting facility in the UK.

Animal Health and Welfare
ADAS has research facilities covering all of the UK's main livestock species and is an industry leader in animal health and welfare research. Working projects provide data on issues ranging from animal welfare policy advice, to biosecurity and veterinary residues. We work closely with the industry's vets and governing bodies, such as the Veterinary Laboratories Agency (VLA), on many topics from veterinary residues and disease monitoring and surveillance to animal welfare and the devising of animal health plans. BSE brought animal feed issues to the fore. ADAS specialists work with policy advisors and feed companies to ensure future legislation on livestock nutrition protects against the recurrence of such an outbreak. The production of livestock statistics and data management is another important aspect of our work, with applications for policy makers, licensing authorities and the livestock industry as a whole. ADAS also provides a nationwide livestock valuation service.

The theme of the 4 th NAHWOA Workshop was Breeding and feeding for animal health and welfare in organic livestock systems . According to most organic certification body standards and the current EU legislation, breeding and feeding are the two cornerstones of health and welfare in organic livestock systems. It is apparent form these proceedings that the concept of organic breeds or organic breeding is far from clear and that a lot of work needs to be carried out before 2005, when the current EU derogation allowing sourcing of livestock from conventional breeding systems to organic systems runs out. Similarly, the requirement to feed 100% organic feedstuffs from 2004 onwards makes heavy demands on the development of organic rations for monogastric livestock in particular. These proceedings show that a substantial amount of work is already being carried out to satisfy these requirements, and that some encouraging results are already there.
