If permanence of policy-making personnel is an indication of policy continuity, Lithuania's defense policy in the early 1990s has been even more consistent than its foreign policy. Audrius Butkevicius, a young physician, was appointed minister of defense in Prunskiene's government in 1990 and served several years under five prime ministers. Lithuania's struggle for independence was a peaceful revolution in which violence was not used. Thus, Lithuania's government did not inherit guerrilla forces or special troops, only the regular law enforcement agencies that chose to support independence. Following the declaration of independence, however, the Sajudis governments paid attention to the develop-ment of some defensive capability, and budgetary appropriations increased until 1993 when they stabilized at 1 percent of the budget, or at least 1 percent less than appropriations for education and culture and 3 percent less than those for medical care and other health services. Lithuania's main defense accomplishments so far have been the withdrawal of Russian military forces, the establishment of an army, and association with NATO. An agreement signed with Russia in September 1992 committed Russia to removing its troops by August 31, 1993. Withdrawal was completed on time. The Lithuanian army slowly began taking shape in the fall of 1991 but was not formally established until November 19, 1992.

Lithuania: State Nuclear Safety Inspectorate (VATESI) Creation. When Lithuania gained independence in 1991, it assumed full responsibility for the two 1350 MWe units at Ignalina Nuclear Power Plant. However, without a nuclear regulatory agency, Lithuania was unprepared to handle safety issues related to the plant.[1] Therefore, on 18 October 1991 the Lithuanian Parliament (Seimas) established the Lithuanian State Nuclear Safety Inspectorate (VATESI). The Lithuanian government approved its status as a regulatory and inspection agency under the Ministry of Energy on 21 October 1992.[2] On 12 December 1996 the Ministry of the Economy assumed responsibility for VATESI.[5] Responsibilities:

    Lithuania On the same day that Lithuania declared independence on March 11, 1990, its parliament adopted a provisional constitution, called the "provisional basic law," which established a framework for the new state's government. The constitution comprehensively listed guarantees of democratic rights and rules of democratic process, but basic elements of the Soviet-style government were maintained. Thus, legislative and executive functions were combined under the leadership of parliament, and the court system was kept totally dependent on legislative definitions and appointments. The legislature's nameSupreme Sovietalso was maintained. Its presidium became the foremost leadership body, and the chairman of the presidium became the chief of parliament, of state, and, in effect, of the executive.     Lithuanian Government Tries to Avoid Ceding Control of Important Oil Sector Decisions to YUKOS
    Lithuanian President Valdas Adamkus yesterday announced that Lithuania must formulate a clear strategy for talks with the Russian oil company YUKOS . According to the President's press service, he made this announcement during a meeting with Prime Minister Algirdas Brazauskas, Finance Minister Dalia Grybauskaite and Economic Minister Petras Cesna.
    On Tuesday YUKOS officially informed the Lithuanian government of its intention to acquire 26.85% of shares in Mazeikiu nafta , Lithuania's largest oil refining and transportation concern. The shares currently belong to the American company Williams YUKOS already owns an identical amount of shares in Mazeikiu nafta , and if the purchase of the shares from Williams goes ahead, it will gain control of the Lithuanian company.
    In the meeting with ministers, the Lithuanian President discussed the question of the concern's management after the possible transfer of a controlling share packet to YUKOS . Adamkus suggested trying to find various alternatives relating to the forthcoming change in Mazeikiu nafta's share distribution. In his opinion, the government must do everything possible to maintain control over the decision-making process, which is of strategic importance for the oil sector in Lithuania.

    Alone among the former Soviet republics, the Baltic Sea region states of Estonia, Latvia, and Lithuania were quick to adopt market economies and to implement democratic reforms. As a result, they largely have avoided the economic and political crises that have beset other regions in transition from a centrally planned economy, including the Balkan region and southeastern Europe . Privatization in the Baltics is nearly complete, and in 2003, despite the slowdown in the global economy, the three countries posted an average 6.6% increase in their real gross domestic product (GDP).     Lithuania is a multi-party, parliamentary democracy.The president, who is elected directly for 5 years,is head of state and commander in chief overseeing foreign and security policy. The president nominates the prime minister and his cabinet and a number of other top civil servants.
    The parliament (Seimas) has 141 members that are elected for a 4-year term. About half of the members are elected in single constituencies (71), and the other half (70) are elected in the nationwide vote by party lists. A party must receive at least 5% of the national vote to be represented in the Seimas. The last parliamentary elections took place in October 2000.
    In January 2003, former Prime Minister and Liberal Union Party leader Rolandas Paksas defeated incumbent president Valdas Adamkus in a runoff presidential election. In December 2003, an ad hoc parliamentary commission found that President Paksas' vulnerability to influence constituted a threat to national security.On April 7, 2004, parliament removed President Paksas from office.Parliamentary Speaker Arturas Paulauskas became acting President. Valdas Adamkus won the second round of presidential elections in June 2004 and was sworn in as President on July 12, 2004. The first round of parliamentary elections was held October 10, 2004 and a second round was held October 24, 2004. A new government, led by Prime Minister Algirdas Brazauskas, took office on December 14, 2004.

    LITHUANIA (TIER 1) [Extracted from U.S. State Dept Trafficking in Persons Report, June 2005]
    Lithuania is a source, transit, and destination country for women and children primarily trafficked to large cities in Europe for the purpose of sexual exploitation. Victims are trafficked to and through Lithuania from countries such as Ukraine, Russia (Kaliningrad), and Belarus. Traffickers continued to target Lithuanian boarding schools, which also serve as orphanages, to recruit victims.
    The Government of Lithuania fully complies with the minimum standards for the elimination of trafficking. During the reporting period, the government increased trafficking-related convictions, augmented funds for anti-trafficking programs, and assisted more victims. Still, overall trafficking convictions and sentences remained low, and some NGOs called for greater government funding of victim protection programs. To further strengthen anti-trafficking efforts, the government should consider establishing a specialized anti-trafficking law enforcement unit, formalize screening and referral mechanisms, and increase sensitivity training for police. The Lithuanian Government should consider expanding its prevention program to include domestic demand-reduction programs.

    The government and local NGOs organized a series of educational events for more than 200 boarding school students who are particularly at risk for trafficking. An NGO that received approximately half of its annual budget from government funding distributed over 82,000 anti-trafficking brochures and posters throughout Lithuania, and implemented over ten trafficking prevention programs in 2004. Schools continued to use the anti-trafficking curricula on a voluntary basis. Lithuania's first National Strategy to combat trafficking ended in 2004; an interagency group drafted a National Strategy for 2005 to 2008 that is expected to receive official approval in spring 2005.

    MEMBERSHIP ACTION PLAN To allow applicant countries to better prepare for assuming the responsibilities of membership and to assist the applicants in preparations for eventual accession, NATO has provided a solid mechanism - the Membership Action Plan (MAP). Lithuania expects that the MAP, together with an enhanced PfP programme, will constitute a very practical and membership-tailored element of NATO's "open door" policy. There is an unwavering determination to proceed along this path and make the MAP a real success for Lithuania, for the Alliance, and for our common goal of European security. GOVERNMENTAL CO-ORDINATION COMMISSION FOR INTEGRATION OF LITHUANIA INTO THE NORTH ATLANTIC TREATY ORGANISATION On April 29, 1999 Lithuania established a Co-ordination Commission for the Integration into NATO and approved the regulations on its activities. It is meant to enhance Lithuania’s administrative capacity and institutionalise internal co-ordination among the government ministries to improve the preparations for the accession negotiations with NATO. The Commission was tasked to prepare a National NATO Integration Programme (NNIP). In the Commission, headed by the ministers of foreign affairs and national defence, 13 governmental institutions are represented at a vice-ministerial level. It has held two meetings and established six working groups: on Political and Economic, Defence/Military, Resources, Security, and Legal and Public Awareness issues.
