Challenges in digital culture
Kim H. Veltman Maastricht McLuhan Institute Culture is about how individuals, groups, peoples and nations 1) express themselves, their history and their relation to universal themes in particular, unique ways; 2) how they conserve these expressions and 3) how they communicate these expressions. The medium chosen affects all three aspects of culture. Most discussions of the shift from analogue to digital communication focus uniquely on the third aspect. We shall outline the first two aspects and then focus on this third aspect of new access; explore some of the changes that are occurring, assess the present state and point to a number of possibilities, challenges and dangers. The lecture accompanying this paper will focus on examples of technological developments to illustrate these possibilities. http://www.sumscorp.com/perspectiveindex.htm

CONTINUING EDUCATION FOR LIS SPECIALISTS
The advent of new technologies has brought with it both rewards and challenges for library and information specialists and educators. To provide and to acquire skills and competencies needed to respond to rapidly growing demands for electronic information, to provide effective services to users, to help and educate the users is a challenging task that involves librarians in an ongoing professional development and continuing education.
Inadequate professional development is one of the main barriers moving to the modern library and information services for the constantly changing need of the information society. Skills are inadequate as a result of old-fashioned education or the lack of continuing education and training opportunities. As Professor Darlene Weingand has put it in IFLA'99 in Bangkok, "the shelf life of a degree is approximately three years and declining. Maintaining competence and learning new skills must be at the top of every professional's "TO DO" list. […] Continuing professional education is no longer an option; it is a requirement of professional practice"
SWOT analysis of continuing education for LIS professionals in Lithuania:
STRENGTHS
  • Three key players
  • Intellectual resources
  • Educational infrastructure WEAKNESSES
  • Lack of coordination
  • Lack of clear strategy
  • Inadequate funding
  • Lack of modern training equipment
  • Not all types of libraries covered OPPORTUNITIES
  • To create modern CE curriculum

European Heritage Days The idea to organize heritage days was born in France back in 1984 and was initiated by the then French minister of culture Jack Lang. In several years this event spread across a number of states in Western Europe to become so popular, that in 1991 the European Council initiated, and the European Union supported introduction of Europe-wide European Heritage Days. The program aims to present cultural heritage to the wide public by featuring some of its parts, which are normally not available for public access and highlight one or another aspect of cultural heritage. Above all, the program is expected to attract school pupils and encourage them to learn more of culture and history of their own country and gain knowledge of cultural heritage of other European countries. To support this idea, the European Council in partnership with Catalonian (Spain) heritage specialists organize children photography competition International Monuments Photographic Experience This year European Heritage Days in Lithuania are scheduled for September 20-29 with a subject of fortifications. This area is of paramount importance in the country which has a history century long wars, occupations, periods of armed resistance and uprisings. It is the widest area of Lithuanian cultural heritage spanning the period from the ancient times till the events of 1991. It has to be underscored firstly because of its immediate relation to the history of the nation and statehood, a public image of which was intentionally distorted by the soviet authorities for many years. The manner of constructing defensive fortifications had immediate impact on the history of the country, and directly echoed its choice to defend its freedom and create or work subjected to the will of others. Napoleon Bonaparte captured this difficult dilemma by warning, that “those who do not maintain their own army, will end up feeding a foreign one”.
