Excerts from Hearken Then Judge General massacre committed by the Bolsheviks in the sugar factory of Panevezys on 26th June 1941 "In the night of July 11-12 1940, more than 2,000 Lithuanians were seized unexpectedly by the Soviet NKVD in Lithuania. These people belonged to the elite of the country. They were leaders of political groups and cultural organizations, former members of the government, editors of newspapers, and well-known journalists. "On Oct 1 1941, the Soviet Union and Germany signed a treaty according to which people could be exchanged; persons of German extraction could repatriate to Germany and Lithuanians from Germany could move to Lithuania. Correction: The Soviet-German resettlement agreements were signed on January 10 and 11 of 1941. They dealt with the selection, resettlement and financial reimbursement procedures. After the war began the relationship was disjoined on bad terms. Germans searched Soviet embassies in Paris and Berlin, after which there were no direct contacts between them. LITHUANIA AT THE END OF THE TWENTIETH CENTURY: The Creation of An Open Society and Culture

Contemporary Lithuania aspires to return to the great Occidental civilization, to reintegrate itself into the process of European history and culture from which Lithuania has been isolated for half a century. This aspiration, as well as the related theoretical considerations regarding its possibility, must not be turned into the schematic and naive theoretical and ideological alternatives put forward in the disputes of the nineteenth century Russian Slavophiles and Zapadniks (Westernizers). BALTOCENTRISM In Lithuania, these disputes have been continued by intellectuals who believe in the idea of the West and by the Baltophiles. This alternative could be formulated roughly as follows: does one's historical fate and the road of civilization have to be connected with the foremost region of world history, namely, the West and its civilization, or do we have our own unique historical fate and road? Could this help us to avoid the obvious drawbacks of the Western world: extreme heterogenization of cultural creation, differentiation of activity, pragmatism, the trivialization of culture caused by economic fundamentalism, the spirit of expansion, extensive cultural phenomena ousting intensive creative action, and the evils of mass society? From the normative point of view in cultural modelling and axionormativity it is but one step to declaring that the world can and must adapt itself to a rational theoretical scheme. If the world has its own ontic vector and systems of orientation then the worse for the world. It is hardly necessary to prove to somebody nowadays that every serious theory always tries to speak from the distance of time or of historical perspective, though it is caused directly by present existence. It strives for a long view of research processes and phenomena so as not to be absorbed by them and lose conceptual distance.

GENERAL FACTS
Lithuania is located on the shores of the Baltic Sea. It borders Latvia, Belarus, Poland, and the Russian Federation. Lithuania has the area of 65 301 km², and extends 373 kilometres from East to West and 276 from North to South. This makes Lithuania the biggest of the three Baltic States.
The population of Lithuania is 3.4 million out of which 67 % live in urban areas and 33 % in rural areas. Major cities include Vilnius (the capital has 542 000 inhabitants), Kaunas (378 000) and Klaipeda (193 000). By origin, 83.5% are Lithuanians, 6.7% Poles, and 6.3% Russians. The remaining 3.5% are people of other nationalities (Belorussians, Ukrainians, Latvians, etc.).
The landscape of Lithuania predominantly includes gently rolling plains (55% of the total land area), mainly used as arable land and extensive forests (30.3% of the country). The average height above sea level is 99 meters, with the highest point being Juozapine Hill (293 m) in Southeast Lithuania. There are 758 rivers, and the longest one is the Nemunas at 937 km in length (475 km through Lithuania). The country boasts more than 2800 lakes covering 1.5% of the country's area. Most of them are concentrated in the eastern part of the country.
The geographical centre of Europe (54°51' north and 25°19' east) lies in Lithuania, 20 kilometres north of Vilnius.

HISTORY OF LITHUANIA
Lithuania's past is rich and marked by complexity. In the multitude of events, and their uniqueness and effect on neighboring nations, Lithuania can be compared to any large state. Perhaps, this is the reason why Lithuanians hold their history in great esteem. A Lithuanian engaged in an explanation of the present will often digress into historical comparisons and analogies. The legends, wars, battles and political events are intertwined with songs, have found their way into literary works, and have provided the inspiration for movies, plays and art works. Of course, these popular and artistic representations are sometimes hardly different from mythology. But who is to deny that mythology is a part of life?

From ancient times to World War I
The Baltic tribes established themselves on what is presently known as Lithuanian territory during the 7th-2nd centuries BC. Many centuries passed, however, before the name of Lithuania appeared in records for the first time, in AD 1009, in the Annals of Quedlinburg. During the period 1236-63, Duke Mindaugas (Mindowe) united the Lithuanian ethnic lands and established the state of Lithuania, which was able to offer resistance against the eastward expansion of the Teutonic Knights. In 1253, Mindaugas embraced Christianity for political reasons, and accepted the crown from the Pope of Rome. Thus, he became the first and only king in Lithuanian history.

    I. Politics Secretary C.Powell in his meeting with Lithuanian Foreign Minister A.Valionis praised Lithuania‘s support in the war against international terorrism

    Minister Antanas Valionis and Secretary of State Colin Powell held a meeting on Friday, January 23, in Washington, D.C. Secretary Powell thanked Lithuania for active support and practical participation in the fight against international terrorism. Lithuania alongside with Western allies participates in peace support operations in Iraq, Afghanistan and the Balkans. The meeting took place on the eve of Secretary Powell‘s trip to Tbilisi and Moscow, and therefore the Secretary was particularly interested in Lithuania's experience of its cooperation with Russia, Ukraine, Belarus and South Caucasus. Ministers exchanged their opinions on how Lithuania, which will be joining the EU and NATO this spring, could contribute to increase the efficiency of both organizations. Valionis expressed Lithuania‘s appreciation over the U.S. enduring engagement in the Nordic- Baltic region, and emphasized the importance of the e-PINE (Enhanced Partnership in Northern Europe) initiative in this context. He invited the U.S. State Department to send its senior representative to the e-PINE Political Directors meeting to be held in Vilnius in May.

USACKAS - Man of the Year 2004 Balzekas Museum of Lithuanian Culture in Chicago, IL, awarded ambassador of Lithuania to the U.S. Vygaudas Usackas the Award of the „Man of the Year 2004“ for his dedication and service to Lithuania and work in achieving Lithuania‘s accession to the EU and NATO. The Excellence Award Dinner held at Willowbrook Ballroom, IL, on December 19 featured some 350 people among them- Senator Richard Durbin (IL), Congressman John Shimkus (IL) and others. Ambassador’s entire career has been devoted to the threefold objectives of the foreign policy of Lithuania: membership in the EU and NATO, and cooperative relationships with the neighbors. November 1991-February 1992 Usackas was the first desk officer in Ministry of Foreign Affairs in charge of EU and NATO affairs. In 1992-1996 he was a Counselor of Lithuania’s Mission to the European Union and NATO. While serving in the Ministry as political director and later as vice-minister, V.Usackas was among the architects of Lithuania’s outreach policy to Kaliningrad region in the context of EU Enlargement, as well as Vilnius process which brought together 10 countries of Central Europe with an aspiration to enlarge NATO. These initiatives firmly established Lithuania’s leadership role in the region. From January 2000 until January 2001 V.Usackas was the first Chief negotiator for Lithuania’s accession to the European Union.

    If you would ask with which European nation Lithuanians were seeking for the generalities and affinity for the most part throughout the history, we would answer without hesitation – with Italians. It is not only because the Lithuanian language is similar to the Latin language. The heathenish Lithuanian trust and mores are similar to the ancient Roman religion. Both nations worshiped almost the same gods (god of igneous Vulcan, Jupiter matched the Lithuanian Thunder) and stood on the same religious ceremonies: burned a holy fire, worshiped the grass-snakes. Lithuanians, alike the heathen Romans, had the holy forests, in which the gods lived. Yet before christening in the year 1387, a distinctive Lithuanian culture formed under the influence of Western Europe culture, especially the culture of Hansa cities and Byzantine Russia, however, as from XIV century, the input of Italian artists becomes very substantial. Links with Italy became especially strong in XVI century, at a rule of Jogailaièiai dynasty. However, the monuments of Renaissance culture of this period, especially buildings, for the most part did not survive in Vilnius. Most of them were destroyed during the wars with Moscow in XVII century and after were reconstructed in the periods of Baroque and Classicism. Nevertheless, the evolution of culture of Lithuania’s capital city was affected greatly by Renaissance period, whereas the Italian architects, painters and sculptors used to visit Lithuania and settled here till the end of XVIII century.

    Lithuania in Transition. The View from the Comparative Perspective The View from the Comparative Perspective The programme Lithuania in Transition is oriented towards the international students. Two possible groups of the visiting international students are figured out: (1) students visiting Faculty of Social Sciences in the framework of Socrates/Erasmus exchange programme; (2) individual students that are interested in comparative and interdisciplinary social-political studies. Especially, we encourage applying those who are interested in the transformative processes taking place in the region of Eastern and Central Europe. The main objective of the programme is the analysis of the processes that occur in contemporary Lithuania from the comparative perspective. After the break of the Communist regime the region faces the second transformation, i.e. from post-Communist state to that of European Community. This transition still challenges the reality of Lithuania; therefore, academic discussions on that point are of great and crucial importance.
