The idea that the meaning of a message is not fully contained in its words or manner of presentation, but rather evolves from these in the relationship between the message's emitter and receiver, is not an uncommon one. The

recognize this reality in a focus statement for its "Communication Strand", where, in the 3rd paragraph, the foundational theory for the "modes of communication" is the notion that "meaning lies within the listener, viewer, or reader, and that within dialogue (whether oral or written) meaning is constantly being negotiated." The statement continues "This concept of negotiating meaning is especially important when dealing with persons of another culture or who speak another language."
We all know that negotiating from a position of weakness is the fool's strategy. Our strength in deriving relevant meaning in our own native language brings into play a multitude of learned behaviors and skills, often performed unconsciously: our general and field-specific knowledge, a battery of similar experiences, semantic parsing, querying, our notions of non-verbal language, our previous exposure to and recognition of discrete components in the specific communication act, our daring, our patience and tolerance for information gaps and inference, creating effacing and replacing horizons of expectation, to name a few in this devilishly complex node of communication assistants.

Listening comprehension refers to understanding the spoken language. Testing for listening comprehension must be grade-level appropriate.
Listening Comprehension Can Be Described In Levels
  • Lower levels of listening comprehension would include understanding only the facts explicitly stated in a spoken passage that has very simple syntax and uncomplicated vocabulary. Advanced levels of listening comprehension would include implicit understanding and drawing inferences from spoken passages that feature more complicated syntax and more advanced vocabulary.
Students with reading dyslexia often have normal listening comprehension, so listening comprehension is not an indicator of the presence or lack of reading disabilities.

Listening Comprehension Task - Testing Listening Comprehension
The listening comprehension assessment tests the extent to which someone can comprehend information that is listened to. Our listening comprehension task is age and grade appropriate and is directly comparable to our reading comprehension assessment.
The comparison between listening and reading comprehension is an important component of a reading diagnostic process. Our computer-based listening comprehension tests are administered by having the student listen to a recorded passage and then respond to a series of verbally presented test sentences that are designed to measure how well the student has understood the passage. After completing the listening part of the assessment, the student completes a reading test that is parallel in difficulty with the listening test. The relationship between reading and listening performance is of particular interest in our assessments. For instance, children with a Specific Reading Disability often comprehends a text much better if they listen to it than they do if they read the text. In contrast, children with Attentional Disorders (ADD-sometimes accompanied by hyperactivity) sometimes have much higher reading performance than listening performance. The reason for this difference is that some ADD students seem unable to maintain focus on an oral message that they have a single opportunity to grasp. This contrasts to reading where they have the opportunity to re-read information that was not initially comprehended.

LISTENING COMPREHENSION
This part of the test has different forms for the paper and pencil TOEFL test and the computer-based TOEFL test. On the paper and pencil TOEFL test, no picture is seen as the conversation is played. On the computer-based TOEFL test, the student sees a picture, listens to the conversation, sees the answers choices, and answers the question. Below, we have included a photograph with each of the first two conversations only. Typically, the photograph that appears before each conversation has little connection to the conversation itself. Therefore, the first two short conversations are meant to resemble the format of the computer-based TOEFL test, and the remainder of the questions are meant to resemble the paper and pencil TOEFL test. Computer-based TOEFL test listening example 1:

Introduction
I have always been impressed with how much more native speakers hear in their own language than I do. The participants in a conversation, with nodding heads and animated faces, seem to process everything with ease. The outsider, even with advanced language training, struggles to keep up. For members of the culture, much is taken for granted and important communications take place without explicit linguistic reference. To the novice, the flow of speech seems continuous, with no clear indication of even the boundaries of meaningful elements. It seems there is not enough time to process the current input before the next utterance is presented to the ear. Part of the problem, in my opinion, is that materials for listening comprehension are often designed as if hearing were solely an acoustic phenomenon. With this understanding of the issue, producers of pedagogical materials take care to adhere to studio recording conditions. Their objective is to eliminate background noise and emphasize ideal pronunciation to reduce what is considered undesirable variation in input. In real life, of course, people talk at the same time, ambient noise masks speech sounds, and people do not pronounce words as consistently as the written language would lead us to believe. Missing acoustic signals are more than compensated for by situational and contextual elements in the speech event. Although acoustically enhanced recordings are extremely useful for establishing norms, they do not provide practice in dealing with the redundant signals of everyday, situational, listening comprehension.
