Historical Note
The United States Light-House Board The collection contains the names of a number of officers who presided on the Light-House Board, one of the most prominent of whom was Charles Walker Raymond (1842-1913). He was a military engineer, born in Hartford, Connecticut, to Robert Raikes and Mary Anna (Pratt) Raymond. In 1861, Charles Raymond graduated from Brooklyn Polytechnic Institute, continuing on to West Point and attending the U.S. Military Academy. After serving in the Union Army, he was graduated from West Point in 1865 and was promoted to First Lieutenant of Engineers. Many promotions were to follow: he was made a captain in 1867, a major in 1883, a lieutenant colonel in 1898, and a colonel in 1904. During that same year he retired, and received a final promotion to the rank of brigadier general. Raymond was married twice; first to Clara Wise in 1866, who died in 1901, and second to Alice D. Krause in 1904, who survived him.

Title 3 - United States Government, Agreements and Relations With CHAPTER 1. CONSENT TO ACQUISITION OF LANDS BY UNITED STATES GENERALLY ARTICLE 1. LANDS NEEDED FOR GENERAL PUBLIC PURPOSES SECTION Jurisdiction ceded. The jurisdiction of the State is hereby ceded to the United States over so much land as is necessary for the public purposes of the United States; provided, that the jurisdiction hereby ceded shall not vest until the United States shall have acquired the title to the lands by grant or deed from the owner thereof and the evidences thereof shall have been recorded in the office where, by law, the title to such land is recorded. The United States is to retain such jurisdiction so long as such lands shall be used for the purposes aforementioned and no longer. SECTION Retention of concurrent jurisdiction for service of civil and criminal process.

THE NATIONAL HISTORIC LIGHTHOUSE PRESERVATION ACT OF 2000

House of Representatives July 13, 2000 The message is one of volunteerism, partnering with Government agencies, and preservation of lighthouses and their artifacts. It is a message we share with all of our colleagues throughout the non-profit lighthouse community. The U.S. Lighthouse Society strongly supports the National Historic Lighthouse Preservation Act of 2000. Our society feels that this Act will provide several value-added accomplishments. First, through Section 308 (a), it adds Congressional and statutory backing to many of the historic lighthouse education activities already underway by the Department of the Interior, namely through the National Maritime Initiative of the National Park Service. The National Maritime Initiative has led the way and worked in partnership with the Coast Guard and with the non-profit lighthouse community on such projects as the 1994 Inventory of Historic Light Stations, and the Historic Lighthouse Preservation Handbook, issued in 1997. These ongoing activities and the focus of Section 308 (a) are consistent with the ever-increasing, nationwide interest in lighthouses. The biggest contribution of this Act is that it will provide a statute-based opportunity for non-profit organizations, educational agencies, or community development organizations to have "excessed" historic light station properties conveyed to them for educational, cultural, or historic preservation purposes. Currently, if a historic light station is deemed to be "excess property" and no Government agency is interested in taking conveyance of it, a non-profit organization that wants to maintain it for historic preservation and educational purposes has to compete for this opportunity in public auctions. Quite often, non-profit organizations cannot effectively compete financially in these public auctions. Furthermore, after the sale, there is no requirement for the new owner to make the historic light station available to the general public.

    Thank you for your interest in preserving America's historic lighthouses. The National Historic Lighthouse Preservation Act of 2000 (NHLPA), 16 U.S.C. 470, authorizes the disposal of historic lighthouses through a competitive merit-based application process, in addition to establishing a national lighthouse preservation program. The program is administered through the combined efforts of the General Services Administration, Department of Interior's National Park Service, and the U.S. Coast Guard. The role of GSA is the outreach to eligible entities and the marketing of these historic properties, as well as the conveyance of the property from federal ownership.
    NHLPA recognizes the cultural, recreational, and educational value associated with these historic resources by allowing lighthouse properties to be transferred at no cost to eligible entities for park, recreational, cultural, historic, and educational uses.
      To be an eligible entity under NHLPA, you must represent:
    a) any department or agency of the Federal Government,
    b) any department of agency of the state in which the historic light station is located, the local community in which the historic light station is located

Historic structure deemed a surplus by federal government
By ANGIE BASIOUNY / The News Journal The Marcus Hook Range Rear Light near Bellefonte needs a new owner. The federal government has declared the historic structure on Lighthouse Road a surplus. That means the U.S. General Services Administration wants to unload it. The agency is looking for state or local governments or community nonprofit groups to assume ownership of the light. New Castle County Councilman John Cartier will hold a public meeting tonight for residents to learn more. He's hoping to generate interest for prospective owners. "A lot of people have a lot of nostalgia for this," said Cartier, whose 8th District includes the light. "It's one of the few of its kind in the United States. First lighted in 1918, the range light is a navigational aide that helps vessels in the Delaware River stay in the shipping channel. The 100-foot concrete tower sits on a hill, visible from Interstate 495, and lines up with a front range light situated in the river.

Terms
  • Lighthouse : a structure that, with the optic, has some sort of signal to help and guide ships at sea.
  • Light: short term for lighthouse, also used for a light-emitting device.
  • Lamp: a device for producing light.
  • Illuminant: refers to a lamp or similiar device. Also refers to the substance that is used by the lamp such as whale oil, kerosene or electricity.
  • Optic: any one of the lenses, prisms or mirrors of an optical device.
  • Fresnel lens : together with its lamp and illuminant, an optic that vastly improved lighthouses' beams of lights.
  • Beacon: either an illuminated or unlighted aid to ships
  • Daybeacon: also a daymarker. Lighthouses have individual shapes and colorings so that daytime identification could help navigators pinpoint their location.
    History
    A national Lighthouse Service was established under the Treasury Department on August 7, 1789 when the First United States Congress passed the first public works act. The first lighthouses were: Boston (MA 1716), Brant Point (MA, 1746), Beavertail (RI, 1749), New London Harbor (CT, 1760), Sandy Hook (NJ, 1764), Cape Henlopen (DE, 1765), Morris Island (SC, 1767), Plymouth (ME, 1769), Cape Ann (MA, 1771), Portsmouth Harbor (NH, 1771), Nantucket (MA, 1784), and Newburyport (MA, 1788).
    For the next thirty-one years the management of the Lighthouse Service was bounced around the new country's bureaucracy. In 1820 Congress returned the service to the Secretary of the Treasury, who was told to reestablish it under a new service head. Auditor Stephen Pleasonton was chosen, a miserly bookkeeper without any maritime experience. Although his management was questioned, beseiged with accusations of felonious conduct, and severly criticized in investigation reports, Pleasonton remained in office for 32 years.

    The United States Lighthouse Society is a non-profit historical and educational organization incorporated to educate, inform and entertain those who are interested in America's lighthouses, past and present.
    Modern technology has doomed the classic lighthouse. The Coast Guard, in it's role as custodian, has automated all of the light stations in this country and, in the process, has eliminated the need for operating personnel. Sterile, rotating aero-beacons on monopoles have replaced many of those proud coastline ladies of former years with their sweeping towers of brick and Victorian gingerbread.
    In selected cases, the Coast guard is licensing some formerly manned and now discontinued light stations to qualified groups. Many of the light stations that were considered as no longer functional have been transfer to various states, counties, or to non-profit groups and are now serving as museums, bed-and-breakfast inns or youth hostels.
    Although the almost 300-year era of manned light stations in this country has come to an close, those remaining symbols of our maritime heritage can, and should be, preserved for the enjoyment of future generations. With this in mind, the U.S. Lighthouse Society was founded to assist in the restoration and preservation of America's lighthouses and help qualified local groups in their efforts to return the nation's lighthouses to the public domain.

    • Construction of the station began in 1855. Originally a Fixed fourth order, 55 feet above the base and 60 feet above sea level. Brown brick tower, octagonal. Lens removed and station secured in 1861. On the orders of Confederate General John Bankhead Magruder Confederate forces attempted to blow up the lighthouse in December, 1862. They were apparently not completely successful as there are other attempts the following year. Sometime during 1863 they succeeded in shooting "the circular iron stairway through the lantern, severely damaging the brickwork" after detonating two kegs of black powder. A Federal survey party sent to the site in 1866 noted that the "old lantern has diagonal frames and was much injured by the attempt made by rebels to blow up the tower with gun powder. Much of the brick work of the tower is shattered by the explosions and the cast iron steps almost wholly destroyed."
