to Restore Cedar Island Lighthouse's 1902 Brick Oil House

The Chapter has received approval of the plan to restore the Cedar Island lighthouse's 1902 brick oil house from the Suffolk County Parks Department, which owns the lighthouse. The oil house, badly beaten by the elements and vandals, is in danger of losing its historic integrity unless restored this year. Respected preservation contractor Walter DeGroot has developed the restoration plan that began to be implemented in the Fall of 2003. $20,000 is needed to restore and protect this only remaining outbuilding at the station.

Public Buildings Service 1800 F Street, NW Washington, DC 20405 Telephone: (202) 219-1088 Cultural Resource Management: Policy and Regulations President Clinton signed into law the National Historic Lighthouse Preservation Act of 2000 (Public Law 106-355; HR 4613 ). The act amends the National Historic Preservation Act for purposes of establishing a national historic lighthouse preservation program. A major component of the Lighthouse Act is the establishment of a new system for transferring historic lighthouses out of Federal ownership. This will make it much easier for non-profit organizations to obtain lighthouses. In the past, transfers to non-profits often had to be facilitated by specific Congressional action. The Lighthouse Act establishes a new program to be administered jointly by the Department of the Interior (DOI) and the General Services Administration (GSA). The program provides for transfer of historic light stations that Federal agencies determine are excess to their needs to other governmental entities, non-profits, educational agencies, or community development organizations for preservation purposes. DOI will review applications, recommend the best steward, monitor site use, and review and approve proposed changes to historic light stations after transfer. GSA will convey the property with protective covenants.

The American Lighthouse Coordinating Committee (ALCC) is a consortium of organizations and individuals dedicated to the preservation, restoration and rehabilitation of American lighthouses. It functions as a national lighthouse preservation movement leadership council and issues forum. The purpose of the ALCC is threefold: to develop a consensus-based and constituent-based position on issues of very broad and far-reaching significance to the lighthouse community; to share our collective and individual research and knowledge and education on a wide range of lighthouse preservation issues with the United States Coast Guard, other lighthouse organizations, and federal, state and local government officials; and to serve as the central communication and coordination point between lighthouse organizations throughout America and around the world and to keep ALCC's constituent member organizations informed of issues of general interest. The ALCC is not intended to replace the functions of its individual constituent organizations, but to serve as an additional and overarching voice of solidarity for the lighthouse preservation movement. Historic research is like working a giant puzzle. You know the answers are out there, but where do you find them? For the last 2 years, our puzzle was Peter Conover Hains. As a Major in the US Army Corps of Engineers he designed and built the foundation for the Morris Island Lighthouse. His decisions in design and construction are, in large part, the reason this lighthouse has been able to withstand multiple hurricanes, the 1886 earthquake and severe erosion. But who was he? How did he get here? What were his accomplishments? These were questions that went unanswered until a Charleston woman approached us with the name and address of the great grandson of Major Hains, Peter Conover Hains, IV. It seems that her deceased husband had served in the army with Peter Conover Hains, III. In speaking with Col. Hains and, later, several other relatives, we began to develop a picture of an extraordinary engineer and army officer.

Lighthouses A Brief Administrative History
Lighthouses transferred to the Federal Government (1789-1820)
Prior to 1789, during the colonial period, each colonial government determined the need for a lighthouse in their colony, financed its construction, and oversaw its operation. Twelve colonial lighthouses remained in the hands of the individual states throughout the period of confederation with additional lighthouses being erected. On August 7, 1789, President George Washington signed the ninth act of the United States Congress which provided that the states turn over their lighthouses, including those under construction and those proposed, to the central government. In creating the U.S. Lighthouse Establishment, aids to navigation became the responsibility of the Secretary of the Treasury.
Initially Secretary of the Treasury Alexander Hamilton reviewed contracts and the appointment of keepers before sending these documents to President Washington for his signature. In 1792 Hamilton turned over the administration of aids to navigation to the Commissioner of Revenue until Albert Gallatin became Secretary of the Treasury. Gallatin kept control of lighthouses for nearly all of his two terms in office when this responsibility went back to the Commissioner of Revenue. The commissioner retained this duty until the office was abolished in 1820. At that time, Stephen Pleasonton, Fifth Auditor of the Treasury, was assigned the responsibilities of the commissioner. The administration of lighthouses on the local level was done by the collector of customs.

Worked All States - Lighthouse (WAS-LH) The Worked All States-Lighthouse award is issued for working and confirming lighthouse stations in all states that have light houses (33). Applicants for the WAS-LH award are subject to the General Rules and should see the WAS-LH Award Requirements for more details. The basic award will be issued for 11 states with endorsements by 11 until all 33 are worked. To encourage increased activity and station improvement throughout the bands, all bands, including the WARC bands, are accepted. The 5-Band WAS-LH certificate and plaque, however, are available for working all states on only the 5 main amateur bands (80, 40, 20, 15, 10).
Worked All Continents - Lighthouse (WAC-LH)
The Worked All Continents-Lighthouse award is issued for working and confirming a lighthouse station on all six continents (North America, South America, Oceania, Asia, Europe, and Africa). The first American lighthouse built on Lake Ontario
Within the town of Hounsfield are Galloo and Little Galloo Islands (early on spelled Galloup, more recently spelled Galoo), comprised of 2,216.2 and 48.8 acres respectively. The islands mark the outer edge of a group of islands and shoals that guard the entrance to Sackets Harbor and the St. Lawrence River. The Galloo islands, along with Stony and Calf islands, were patented by the state to Elisha Camp on 15 February 1823, and were thereupon annexed for jurisdictional purposes to the Town of Hounsfield. However, by an act of the legislature, passed 21 April 1818, the jurisdiction of a large portion of Galloo Island was ceded to the United States for the purpose of a lighthouse. The island's first light was established in 1820. The present lighthouse was erected in 1867. The conical stone tower is 55 feet high with an attached 1 1/2 story keeper's dwelling. Both are built of gray limestone quarried on the island. A square, iron oil house and steam fog signal house stand nearby. The light was automated in 1963; it was added to the
