Plans specified that the lowest tier of artillery be as close as possible to the water level so cannonballs could ricochet across the water's surface to hit enemy ships at the waterline. Workers blasted the 90-foot cliff down to 15 feet above sea level. The structure featured 7-foot thick walls and multi-tiered casemated construction typical of Third System forts. It was suited to defend the maximum amount of harbor area. While there were more than 30 such forts on the East Coast, Fort Point was the only one built on the West Coast. In 1854, Inspector General Joseph F.K. Mansfield declared "this point as the key to the whole Pacific Coast...and it should receive untiring exertions." A crew of 200 labored for eight years on the fort. In 1861, with war looming, the Army mounted the fort's first cannon. Col. Albert Sidney Johnston, commander of the Department of the Pacific, prepared Bay Area defenses and ordered in the first troops to the fort. Kentucky born Johnston then resigned his commission to join the Confederate Army; he was killed at the Battle of Shiloh in 1862. One of the oldest military installations in the United States and now part of the National Park system, the fort was first used during the Revolutionary War when, in 1794, soldiers at Battery Weed held off the British in fine fashion. As tempting as these surrounds were, the board sat down to a full plate of serious business, from the approval of a new director, to proposals for creative advertising. In addition to approving the Phase One architectural design plan, the board ratified the nomination of a new member, Sam Radin of North Truro, Mass. Mr. Radin is an attorney and founder of the National Madison Group, Inc., an insurance services firm providing planning and consulting services to individuals, corporations and charities. Mr. Radin has been cited by the New York Times and Wall Street Journal as an expert in his field, and is know nationally as an expert in the use of life insurance products for sophisticated estate, charitable and financial planning. The board learned of NLM's receipt of $18,000 from the New York City Department of Cultural Affairs DCA) and other monies forthcoming from the state, individual donors, memberships, and pledges from banks. The DCA grant is restricted to education, and will support the production of our newsletter, information pamphlets and lightship activities. Ship captains and ship owners complained continually about the lighthouses being too short, too dim, poorly located, and often out of service altogether. Congress approached the problem by involving military engineers, first as inspectors of lighthouses and then as consultants on their design. In 1847, Congress directed that six proposed lighthouses be designed and built by the military instead of by Pleasonton's contractors. The resulting transition from old-style to classic design can be seen clearly at Sankaty Head in Massachusetts. Sankaty Head Light was built in 1850 under the direction of Benjamin F. Isherwood, who became the chief engineer of the U.S. Navy during the Civil War.

During the last few centuries BC, Roman coast guard galleys carried at their mastheads open framework baskets in which a fire sometimes was built, serving as a signal light. Manned by an armed crew, such vessels patrolled the Roman coasts to guide and protect incoming vessels by providing a beacon and to deter piracy by showing that a warship was at hand. But, since the prudent Roman sailor tried to avoid nighttime voyages whenever possible, the first lightships never attained the importance of their successors. By the 18th century, however, maritime commerce had become a 24-hour-a-day undertaking, with ships ranging the entire globe. In 1731, Robert Hamblin, an Englishman, obtained permission from King George II to outfit what would become the first modern lightship. His single-masted vessel was given the name Nore and took up its position a year later in England at Nore Sands in the Thames estuary. Resembling a small fishing sloop
