The city of Los Angeles, famous for air pollution, may be the largest of a growing number of municipalities that are doing something about light pollution, so it must be something. But what? L.A. has recognized three aspects to light pollution: light trespass, unwanted light shining into a window from outside or into your eyes when you're driving at night; loss of the night sky, another part of nature which we moderns can no longer take for granted; and the energy and money wasted by lights. Our forebears didn't have streetlights. They could tell what part of the year it was from the night sky, whether it was time to plant or to harvest. Nowadays we may know a lot of astronomy but very little about the night sky. The connection has been broken. The group that has noticed the sky disappear are the astronomers - including amateur astronomers. It's hard to stargaze if you can't see the stars for the lights. Amateur astronomy clubs each have a favorite dark-sky site for observations, far from the city and suburbs. Professional astronomers have to build their telescopes in remote locations to escape light pollution. These places are getting harder to find. Los Angeles has decided to reclaim its sky by changing its outdoor light fixtures to Full Cutoff Fixtures. These reflect light down towards the ground. None of it shines sideways into the squinting eyes of nighttime motorists or into bedroom windows.

Light Pollution
Here in Columbus, the level of light pollution is severe. Indeed, it is very difficult to see star below the 3rd magnitude. The dark-adapted naked eye is capable of seeing down to the 6th magnitude in localities far from city lights. In terms of seeing where to point the telescope, light pollution does not substantially affect Optical SETI as long as some form of CCD camera or optically-filtered image intensifier is used.
As far as the ability to count photon bursts (beacon pulses), light pollution has little effect. For detection of monochromatic continuous wave beacons, the effect of light pollution is very significant, and the background radiation from the sky and the star itself must be substantially reduced using a narrow-band optical filter or monochromator. This substantially increases the search time since a guess has to be made of the so-called "magic" optical frequencies.

A Map of Light Pollution
in Southern California
In August 2001 Cizano, Falchi, and Elvidge published "The first world atlas of the artificial night sky brightness". Rather than simply map the source of light pollution, which is what we typically see when we see a light pollution map, their study shows the extend of light pollution due to light scatter from atmospheric conditions. For example, while Catalina Island does not appear on maps that show the source of light pollution, you can see from the map below that skyglow does affect Catalina. Details about the study can be found on their web site, The Night Sky in the World. I took the high-res North American map depicting their findings and overlaid the Southern California portion on a map. The results follow. Their descriptions are in regular type. I have added the descriptions in italics Zone Color Description Black Trace artificial LP Blue Artificial LP is 10% over natural sky brightness (“light polluted sky”). Long exposure astrophotos might show some light pollution gradient, but visual observing is relatively unimpaired.

Palomar Mountain was originally chosen as the site for the Observatory because it was far away from any large cities, so the glare from artificial lights would not drown out the faint signals from faraway stars and galaxies. In the last 50 years, however, the rapid growth of San Diego, Escondido, and other nearby communities have greatly added to this light pollution, and the Observatory is at risk of being unable to continue many key types of research. This animation (Quicktime, 900 Kb) illustrates how the increase of light pollution over time makes the night sky harder and harder to see not only for astronomers working at Palomar, but for everyone all over the Southern California region. Fortunately, there are a few simple precautions which we can all take, which not only help reduce light pollution, but also make more efficient use of our limited energy reserves and result in lower electricity bills:
  • Use the minimum amount of outdoor lighting required for the task.
  • Shield lights to prevent any direct upward illumination.

When I was younger, I had the fervent desire to be a star-gazer. I spent a lot of time looking at what stars that could be seen over the suburnan sky, trying to transform the sparse speckled field into the jewel studded magnificance that guided sailors across the Aegean and could sometimes keep great poets from getting drunk. I did learn to recognize Orion. Then I discovered that it was not a lack in my spirit or flaw in my vision that left me straining to be moved. The true culprit emerged: Light Pollution. Light pollution exerted a strange facination over me. I grew to like dark shadows contrasting with a full moon's light. When I moved to Chapel Hill, the bane of my night time walking were the sweeping landing light of the local micro-airfield and the skyward spotlights of some far off used auto park. The general, diffuse increase in glow was bad enough, but these moving beams constantly caught my attention until I could no longer bear to be outside. Then, for the first time I truly got away from urban areas and saw the Milky Way. Nice.

Saving the Night Theft is occurring nightly before our very eyes. Increasingly, our dark nocturnal canopy is falling victim to the predatory glare of excessive and misdirected lighting, known by the popular term "light pollution." This rape of the sky's quiet majesty is not just a problem of aesthetics, however; wasted light costs us money, contributes to air pollution, compromises safety and security, intrudes onto our property, and invades our privacy. And although the solution is really quite simple, it will take a concerted and cooperative effort by all of us to address the situation properly. The culprit in this luminous larceny is misdirected light, illumination gone astray. Light intentionally directed upward, often seen lighting billboards and public buildings, is the worst offender since much of it simply splashes beyond its intended target. Other instances of misdirected lighting result from poorly shielded fixtures that still allow light to escape upward and horizontally. Such illumination not only destroys the beauty of the starry night but actually hinders the eye's ability to see by creating both glare and deep, dark shadows. In fact, poorly designed lighting installation along thoroughfares may affect a driver's vision in much the same way as do oncoming highbeam headlights. There are other important concerns as well. It has been estimated that 30% of the electricity generated for outdoor illumination is wasted. That comes to over $3-4 billion annually. In the case of taxpayer-funded public lighting, the issue also becomes one of fiscal accountability. Important, too, are the environmental costs of producing the energy to power wasted light. For example, for every kilowatt hour of electricity used, almost two pounds of carbon dioxide and almost two grams of sulphur dioxide (responsible for acid rain) are emitted into the environment. Thus by simply eliminating wasted light, those amounts can be substantially reduced with no adverse effect on necessary lighting and with decidedly positive environmental benefits for the region.

LIGHT POLLUTION CODE WHEREAS the Light Pollution Code is complete and NOW, THEREFORE BE IT ORDAINED by the Mayor and City Council, City of Bisbee, that a Document entitled "Article 7.10. Light Pollution Code" is hereby adopted and attached as Exhibit "A" and replaces the existing Article 7.10. of the Bisbee City Code. BE IT FURTHER ORDAINED that the Light Pollution Code is declared to be a public record and said copy is ordered to remain on file with the City Clerk.
