Welcome to the RASC Regina Centre! We are a non-profit, charitable organization which is devoted to the advancement of astronomy and allied sciences. Our members enjoy many areas of astronomy but participate mostly in visual astronomy and astrophotography. RASC Roots In 1868 a small group of amateur astronomers formed the Toronto Astronomy Club. In 1903, King Edward VII gave his permission for "Royal" to be included in the title and the Society became the Royal Astronomical Society of Canada. There are many RASC Centres found in most major Canadian cities. The Regina Centre was formed in 1910 by a group of amateur astronomers in Regina that were interested in Halley's Comet. The Regina Centre was the first RASC Centre west of Toronto. With this long history the centre has been promoting amateur astronomy in Regina and Southern Saskatchewan and encouraging the general public to come out and view the night skies. Over the years many thousands of people from all walks of life have enjoyed and wondered at the views through our telescopes.

The splendor of camping out and star gazing is a threatened pastime, according a survey of light pollution impacts on the U.S. National Park System conducted by the National Parks and Conservation Association. "Protecting dark night skies in our National Parks is as vital as protecting clean air, water, wildlife and the sounds of nature," said Thomas Kiernan, president of the conservation organization. "Star gazing is a connection to humanity's earliest curiosity about our place in the universe. It is practically impossible to see the stars from most cities, but now, clear night vistas in our national parks are an important resource that is literally fading from sight." According to the survey:
  • Nearly two-thirds 64 percent of parks responding to the survey that permit overnight visitation consider light pollution a resource problem.

However, most of us have contemplated similar views during airplane takeoffs or landings. The view is fantastic, thousands of city lights shining like starts on the ground, outlining the roads and neighborhoods. But one has to go a little bit further than that and think. Should you see those lights at all? Is there any use of the light that you see, light that obviously goes up, other than illuminating bird and airplane bellies?
Light stands for Lighting
We all know why we have light outside. Outdoor lighting is used to illuminate roadways, parking lots, yards, sidewalks, public meeting areas, signs, work sites, and buildings. It provides us with better visibility and a sense of security.
People sleep better when their property is properly lighted, when their car outside is clearly visible through the window. However, light alone does not provide security, but a sense of security. Unless your up all night, nothing guards you better than a dog, a fence/door/window security system or police patrols in your neighborhood.
When well designed and properly installed, outdoor lighting can be and is very useful in improving visibility and safety and a sense of security, while at the same time minimizing energy use and operating costs.

YOU HAVE FOUND THEM! TED'S ASTROPIX! You have demonstrated your cleverness, taken the time to click on the secret link, and found my astrophotography pages. I pursue my passion for Astronomy, particularly Astrophotography, on those fairly rare transparent nights in Central Ohio. I took these pictures from various locations; however, one scourge exists: EXTREME LIGHT POLLUTION! The caramel glow of wasteful and inefficient outdoor lighting extends some 40 degrees into the sky in every direction around the horizon as seen from my Columbus backyard. The background on this page roughly approximates the appearance of the nighttime sky from my backyard. The lights shining into my property from my neighbors' houses is also a major nuisance. How would you like it if your neighbor played heavy metal music at 120 decibels and directed it towards your house on a constant basis? Heck, neighbors of the local amphitheater, a concert venue drawing all kinds of acts, who are residents of the City of Westerville, have complained for years about the noise from performances staged at the amphitheater. The lack of concern for their quality of life on the part of the City of Columbus (where the amphitheater is located) and the owners of the venue underscore the frustration of those seeking to contain nuisances. Light pollution is equivalent to being subjected to loud noise on a continual basis.

One can recognize Taurus and the Pleiades in the center of the field, rising Orion at the bottom and Capella at middle left. A planet (Jupiter?) is also present in the field and has moved between the exposures. The exposures have probably been taken two or three months apart. Turning his/her eyes to the sky, the urban dweller can no longer see the stars. Light that escapes mainly from poorly designed streetlights produces an ugly glow over today's cities. This growing glow had killed the stars the older of us had grown up with. Our kids might never see the stars the way we saw them. Or they might not see them at all. Soon enough, there will be no place to go for professional astronomers either. Urban development threatens all major observing sites in US. And not everybody can get time for HST or Gemini telescopes. The other facet of the problem is that the people who pay for all the wasted going upward light is us, the taxpayers. The megawatts and billions of dollars spent to light the skies come from our pockets and go to the sky through the utility companies pockets. It's not only astronomers problem. They loose the most, the sky and the money. But we all loose the money.

The Sky I hate - and the Sky I love..
Unfortunately, an undisturbed sky is no longer an experience possible for everybody. Amateur Astronomers and Wildlife Associations worldwide regard the increasing light pollution with increasing concern. Electric energy is wasted irrespective of world wide concern on CO2 pollution. Bad street illumination is clearly visible even from space satellites (click for a nightphoto of Europe) , and a new age of sky commercials has started. During the second world war, long range searchlights were applied to detect air-crafts attacking during night time. Today, modern versions of these searchlights are successfully applied by an increasing number of companies for advertising. Companies advertise with long range lasers, able to dominate the sky within a radius of 50 km. In the city of Sonderborg, Denmark, a local high tech company applied a computer controlled long range searchlight beam in short periods, without any public warning. As a result, the local newspaper gave strange eye witness reports: People claimed to have seen a real UFO!

Italian and American scientists have quantified what most urban-dwelling observers have become painfully aware of: that the increasing use of artificial lights has wiped out clear views the night sky for hundreds of millions of people.
The First World Atlas of Artificial Night Sky Brightness, to be published in a future issue of the Monthly Notices of the Royal Astronomical Society, provides the most detailed study to date of the effects of light pollution: artificial lights that drown out the natural light of the night sky. "Large numbers of people in many countries have had their vision of the night sky severely degraded," noted Pierantonio Cinzano of the University of Padua, who co-authored the study with Fabio Falchi of Padua and Chris Elvidge of the US National Oceanic and Atmospheric Administration. Moreover, Cinzano added, "our atlas refers to the situation in 1996-97. It is undoubtedly worse today." According to their study, two-thirds of the world population lives with some form of light pollution. The situation is worse in industrialized nations: 97 percent of people the United States and 96 percent of those living in the European Union live with skies that never get darker than nights with a half Moon under otherwise ideal conditions.

What is it?
Light pollution is basically unwanted light. There are three main types of light pollution:
  • Light Trespass: the intrusion of light into homes e.g. by badly positioned security lighting; Glare: unshielded bright lighting e.g. car park lighting which may be hazardous in a relatively small area; and Sky Glow: the broad orange glow that prevents appreciation of the night sky.
Shared government responsibility for lighting issues
The Office of the Deputy Prime Minister is responsible for lighting within the planning regime, the Department for Transport is responsible for street lighting and Defra is responsible for nuisance from security lighting . DfES is responsible for education on astronomy matters and the Office of Science and Technology has an interest in the effects light pollution might have on professional astronomy.
Defra's progress on security lighting
Defra has already started to look at the nuisance caused by security and decorative lighting in its consultation titled "Living Places - Powers, Rights, Responsibilities". One of the issues the paper addresses is dealing with nuisance lighting, which it notes is a general contributor to light pollution. The paper sought opinions as to whether the Government should introduce new regulations for the positioning of external lighting (other than street lights) and the powers to extend the statutory nuisance regime to include lighting. The consultation period closed on 14 February 2003.

Welcome to the Irish Light Pollution Awareness Campaign website! ILPAC is the Irish Section of the International Dark Sky Association , and was formed at the 2003 Whirlpool Star Party in Birr, Co. Offaly, Ireland. We are promoting awareness of light pollution and working to reduce bad lighting throught the country which as you can see from the image below still has relativly dark skies compared to the rest of Europe.
We have written several articles and submissions to various county councils and government bodies which are available in our Resources Section, but we need more help. We cannot possibly keep an eye on all planning developments in the country so we need people to help us at a local level by watching for any development plans that they think they can influence to use better lighting at an early stage, after all its your skies! ILPAC will keep a set of all documents that have been written here so as to make the job of writing to councils and developers as easy as possible for you. And if you have some questions about lighting procedures, or some jargon that is used in planning, let us know and we will find out the information for you and post it here. Albert White
