GOVERNMENT
According to the Constitution, the government is a collegiate body and consists of the head of government and four governmental councilors. The head of government and ministers are appointed by the Prince, following the proposals of the Parliament.
Amendments to the constitution or new law have to be adopted by parliament, signed by both the Prince and the Head of Government, and published in the Principality's Law Gazette.
Prince Hans Adam II is the Head of State. He in entitled to exercise his right to state leadership in accordance with the provisions of the constitution and of other laws.
He represents the state vis- -vis foreign states. He signs international treaties either in person or delegates this function to a plenipotentiary. Some treaties under international law only become valid when they have been ratified by parliament. The Prince's involvement in legislation includes the right to take initiatives in the form of government bills and the right to veto parliamentary proposals.

    Country List World Factbook Home The World Factbook Liechtenstein Introduction Liechtenstein Background: The Principality of Liechtenstein was established within the Holy Roman Empire in 1719; it became a sovereign state in 1806. Until the end of World War I, it was closely tied to Austria, but the economic devastation caused by that conflict forced Liechtenstein to enter into a customs and monetary union with Switzerland. Since World War II (in which Liechtenstein remained neutral), the country's low taxes have spurred outstanding economic growth. Shortcomings in banking regulatory oversight have resulted in concerns about the use of the financial institutions for money laundering. Liechtenstein has, however, implemented new anti-money-laundering legislation and recently concluded a Mutual Legal Assistance Treaty with the US.     FACTS
    LEADERS MEDIA This status came under the spotlight when two international reports criticised Liechtenstein for lax financial controls. The reports said that the Liechtenstein banking system enabled gangs from Russia, Italy and Colombia to launder money from their criminal activities. Stung by the criticism, Liechtenstein reformed its laws. Customers opening bank accounts may now no longer remain anonymous. The country has been involved in a lengthy political wrangle over the role and power of the hereditary monarchy. After a campaign which was at times bitterly divisive the people voted in March 2003 in a constitutional referendum to give Prince Hans-Adam sweeping new political powers. The outcome was decisive with just over 64% in favour of the changes.

    Calm cows have higher milk yields, say hemp farmers Liechtenstein milk farmers have been stirred up by a government ban on their feeding hemp to their cattle.
    They are the most chilled-out, laid-back, carefree cattle in the world, and happy cows produce better milk. What is it that keeps the cash cows calm? Hemp, which is related to cannabis. And that's why Liechtenstein has banned its use. This has in turn enraged the country's dairy farmers, who say that the hemp relaxes those jangly bovine nerves. Hemp farmers are less then mellow about the new law. "Hemp is good for cows because it is serves as a very small tranquiliser," says hemp farmer Jean-Pierre Egger. "Many of the cows are stressed nowadays. If they eat hemp, they calm down. Now, a milk cow which is calm produces better milk. That is a fact." No high In neighbouring Switzerland, hemp is grown legally for industrial purposes but farmers are also banned from feeding it to cattle.

Liechtenstein’s application requested the Court to declare that Germany has incurred international legal responsibility and must make appropriate reparation to Liechtenstein for the damage suffered.     General Information
    In 1919, at the request of the government of Liechtenstein, Switzerland agreed to look after the interests of Liechtenstein and of Liechtenstein citizens abroad. This means that in all countries where Liechtenstein does not have a mission, citizens of Liechtenstein can use the services of the local Swiss mission in consular matters.
    The Principality of Liechtenstein is a constitutional hereditary monarchy based on democratic and parliamentary principles. The head of state is H. S. H. Prince Hans-Adam II. von und zu Liechtenstein. On 15 August 2004, he invested sovereign rights in his son, H.S.H. Alois von und zu Liechtenstein.
    Liechtenstein, which covers only 160 square kilometers is situated between Switzerland and Austria. About 34,000 people live in Liechtenstein. 34% are foreigners, mainly Swiss, Austrians and Germans. The official language is High German, however, the population speaks an Alemannic dialect.
    The capital of Liechtenstein is Vaduz with more than 5000 inhabitants. Vaduz is also the residence of the sovereign, site of the Diet, the Liechtenstein Parliament, site of the government and site of most of the authorities. Two daily newspapers and a private radio station report domestic news and news from abroad.

    The Constitution provides for freedom of religion, and the Government generally respects this right in practice The Roman Catholic Church is the official state church. There was no change in the status of respect for religious freedom during the period covered by this report, and government policy continued to contribute to the generally free practice of religion. The generally amicable relationship among religions in society contributed to religious freedom. The U.S. Government discusses religious freedom issues with the Government in the context of its overall dialog and policy of promoting human rights. Section I. Religious Demography The country has a total land area of 61.7 square miles (160 square kilometers) and a total population of 32,883 (as of June 30, 2002, according to the Office of the National Economy). There are 25,676 Roman Catholics, 2,348 Protestants, 1,347 Muslims, 254 Eastern Orthodox, 70 Buddhists, 32 members of Jehovah's Witnesses, 13 Anglicans, 17 Jews, 14 Baha'is, 8 New Apostolics, 8 members of other religions, and 3,569 persons who were undecided. There are no significant foreign missionary groups in the country.
