Madame President,
Excellencies,
Ladies and Gentlemen,
First and foremost, I wish to express my gratitude to the organizers of this Conference, the Government of South Africa and, in particular, the city and the people of Durban, who have been putting up with all of us with such generous hospitality and friendliness, efficiency and professionalism. Thank you.
We have come here from all corners of the globe, because basic principles of humanity are at stake: human rights and fundamental freedoms for all without distinction of race, colour, descent, national or ethnic origin.
Despite the great efforts the international community and many states have put into combating racism, we still suffer from racist practices and their effects all over the world. In order to eliminate such discrimination and its consequences in the future, we also have to recognize the failures in the past. It is our duty, here and now, to show flag and to develop action. Colonialism, slavery and slave-trade are dark chapters in the book of mankind's history and have left their traces until today. These humiliating practices gave rise to a concept of superiority and inferiority among human beings, leading to the violation of human rights. Along with this, the one-sided exploitation of land and resources contributed to poverty, social injustice and to economic underdevelopment of entire regions. We deeply regret these historical wrongs. We are committed to combat all their negative consequences in the present and in the future. And we support all common efforts undertaken by the international community in this regard.

Her Excellency Claudia Fritsche
Ambassador Claudia Fritsche assumed her duties as the first resident ambassador of Liechtenstein in Washington at the beginning of October 2002, after leaving her post in New York, where she had served as the permanent representative of the Principality of Liechtenstein to the United Nations from 1990 to 2002. Ambassador Fritsche served as vice president and member of the General Committee of the United Nations General Assembly during its 48th Session. From June 1999 to September 2002, she served as president of the International Association of Permanent Representatives to the United Nations. Since December 2000, Ambassador Fritsche was also accredited as non-resident ambassador to the United States.
Before assuming her post as permanent representative of the Principality of Liechtenstein to the United Nations, Ambassador Fritsche was assigned to the Liechtenstein Embassy in Berne/Switzerland in July 1987 as first secretary and chargée d'affaires. And from September 1989, she served simultaneously as first secretary and chargée d'affaires at the Liechtenstein Embassy in Vienna. Between June 1989 and May 1990, Ambassador Fritsche also represented her government in the EFTA/EC Working Group on "Flanking Policies."
Ambassador Fritsche joined the Office for Foreign Affairs of the Principality of Liechtenstein in June 1978 and served in a variety of diplomatic functions, inter alia secretary to the Liechtenstein parliamentary delegations to the Council of Europe and to the European Free Trade Association.

Yet none of that phases the tiny principality of Liechtenstein, which recently set up a new embassy in Washington and relocated its U.S. ambassador, Claudia Fritsche, from the Liechtenstein U.N. Mission in New York.
The move marked a major step for Liechtenstein, a picturesque, landlocked nation sandwiched between Austria and Switzerland, whose approximately 33,000 inhabitants enjoy a high quality of life thanks to a thriving industrialized economy and a booming financial services sector.
With a sleek new office at 13th and I Streets, NW, the ambassador and her two-person staff are ready to break into that exclusive world of power lunches and power brokering that Washington is so well known for and become a bona fide player on the D.C. diplomatic circuit. And the ambassador knows that one of the main issues she will need to tackle during her term is simply spreading the word out about Liechtenstein and dispelling some of the misconceptions people may have about her small nation. In fact, with an unemployment rate that hovers around 1.4 percent and a ready pool of highly skilled workers, the Liechtenstein economy rivals that of most developed nations. This tremendous economic growth has been spurred by very low business taxes and liberal economic laws for foreign companies, which, in particular, has attracted a flood of banking and other financial services companies to Liechtenstein, making the tiny nation a major hub of fiscal activity.

Mr. Roland Marxer Ambassador, Permanent Representative to the WTO at Geneva On behalf of Ms. Andrea Willi, the Foreign Minister of the Principality of Liechtenstein, who apologises for not being in a position to attend this historic first Ministerial Conference, I would like to extend my warmest thanks to the Prime Minister of Singapore, H.E. Mr. Goh Chok Tong, for hosting the Conference and for the warm welcome we have all been given in this beautiful city. I would also like to express the appreciation of the Liechtenstein delegation for the excellent work the Director-General, Mr. Renato Ruggiero and the Members of the Secretariat have done during the last two years. The World Trade Organization has been existing for two years now and we are pleased to see that all Agreements are operational and the dispute settlement system is functioning well. The implementation of the Uruguay results is taking place in a reasonably efficient manner, but we should not forget that some implementation work still has to be done, so as to ensure that the results of the Uruguay Round are implemented faithfully and in their entirety and in accordance with the established timetable and modalities. As to future developments we should assure that the time-frames established in the Agreements will be respected in each case. However, an acceleration of steps to further liberalize trade should be handled most carefully, in order to give all Members the possibility to fulfil their commitments and thus to back the credibility of the World Trade Organization for the medium and long term.
