PARIS, France (CNN) Libya is expected to sign a new compensation deal Friday with the families of 170 people killed in the 1989 bombing of a French UTA airliner, the chief negotiator for the families said. Guillaume Denoix de Saint Marc would not disclose details of the deal, but said he expects a formal signing ceremony on Friday in Paris. The new deal follows by four months Libya's taking of responsibility for the 1988 bombing of Pan Am Flight 103 over Lockerbie, Scotland, and agreement to pay $2.7 billion to the families of the 270 people killed in the bombing $10 million per family. Denoix de Saint Marc, whose father was killed in the UTA bombing over the West African nation of Niger, told CNN he was pleased with the new agreement, but the "amount is much less than Lockerbie families received."

The UTA jetliner bombing killed 170 people. Story Tools UNITED NATIONS (Reuters) Fifteen years after the bombing of Pan Am 103, the U.N. Security Council Friday lifted sanctions against Libya, triggering the release of up to $2.7 billion to the families of the attack's 270 victims. Here is a short factbox on sanctions on Libya.
What are the sanctions?
U.N. sanctions The U.N. Security Council imposed an air and arms embargo and a ban on some oil equipment on Libya in 1992 and 1993 to pressure Tripoli to hand over two Libyan suspects for trial. Sanctions were suspended when Libya turned them over in April 1999. Intelligence agent Abdel Basset al-Megrahi was convicted. The second suspect was acquitted. To have the U.N. sanctions permanently lifted, Libya must pay compensation to the families of the victims, take responsibility for the attack, renounce terrorism and agree to cooperate in further investigations. Britain drafted a Security Council resolution to end U.N. sanctions on Libya when Tripoli agreed last month to pay $2.7 billion to families of Lockerbie victims.

Libya has had no railroad in operation since , all previous small systems having been dismantled. Current plans are to construct a 1.435-m standard gauge line from the Tunisian frontier to Tripoli and Misratah, then inland to Sabha, center of a mineral -rich area. There has been little progress, however. Other plans made jointly with Egypt would establish a rail line from As Sallum , Egypt, to Tobruk with completion originally set for mid- . Security Council to give it time to study a U.S.-British proposal to try two bombing suspects in The Netherlands before the council renders its decision on the matter. The request came on Wednesday, in a letter from Tripoli, and was the Libyan government's first official reaction on the proposal to try two suspects for the 1988 bombing of Pan Am Flight 103 over Lockerbie, Scotland. The bombing killed 270 people, including 11 on the ground. The letter said Libya's judicial authorities need more time to study the proposal, announced Monday, and asked for international experts "more familiar with the laws of the states" to help them. "Libya is anxious to arrive at a settlement of this dispute and to turn over a new page in its relations with the states concerned," said the August 25 letter from the Libyan deputy ambassador, Ramadan A. Barg.

LONDON, England Newspapers across the Middle East have united in their call for an end to sanctions against Libya. Qatar's Al-Raya newspaper said in a strongly worded editorial that the United Nations had a "duty" to lift international sanctions that were imposed in 1992. The United Arab Emirates' Al-Ittihad, also critical of the sanctions, accused Britain and the U.S. of "blackmail" in their treatment of Libya. Thursday's press reaction came one day after Abdel Baset Ali Al-Megrahi, 48, a former Libyan intelligence officer, was convicted of the 1988 murder of 259 people on board Pan Am flight 103 and 11 others in the Scottish town of Lockerbie. Libya's flag was adopted in 1977, after leaving the Federation of Arab Republics . Green is the national color of Libya as well as a symbol of devotion to Islam. A note to the image in Album des pavillons explains that it could be also in ratio 2:3, and that there are yet unconfirmed reports of what might be naval ensign green with two crossed anchors in the middle. Regarding the flag usage, Whitney Smith's works designate - Albums des pavillons shows only keeping the possibility open for the naval ensign, and having no information for what state owned vessels carry.
