General Jaruzelski certainly was aware of the sophisticated level of Libya's Soviet-supplied air defenses. But apparently he had not been given the information Soviet Air Force Marshal Koldunov had provided the East German military leadership a few days earlier. Koldunov had indicated that the Libyans had not let a group of Soviet specialists investigate the results of the U.S. strike and the performance of Libyan air defenses, not allowing them to enter their country before April 20. So Koldunov was only able to convey to the East Germans some revealing preliminary reports from Soviet advisers who had been with the Libyan military before, during and after the U.S. air attacks. Quite certainly he was not aware of East Germany's role in triggering them.

WASHINGTON, DC- Today, Senator Gordon Smith (OR-R) was successful in his co-sponsorship of a Senate Resolution that strongly condemns Libya's selection as chair of the United Nations Commission on Human Rights.
"I am glad to be joined by my colleagues today in voicing our resounding disapproval of Libya as chair to this commission," said Smith. "It is reprehensible that a nation with such a notorious history of disregard for Human Rights would warrant consideration to chair such the UN Commission."
Previously, Smith sent a letter to Colin Powell urging him to exercise his leadership and influence to dissuade delegates from electing Libya to chair the commission which is charged with the promotion and protection of human rights and fundamental freedoms.
"Libya, under Muammar al-Qadhafi, has an abysmal human rights record and has been a leading state sponsor of terrorism," said Smith. "Libya's taking the helm of the U.N. Human Rights Commission would make a mockery of that institution and deprive the U.N. of credible leadership on human rights at a critical time."
Libya's history of human rights violations includes the tragic 1988 bombing of Pan American flight 103. The attack, linked to Muammar al-Qadhafi's totalitarian regime, resulted in 270 deaths.

Tripoli formally took responsibility for the incident in 2003. The move, part of a deal to compensate families of the 270 victims, heralded the lifting of UN sanctions. Months later, Libya renounced weapons of mass destruction, paving the way for a further blossoming of relations with the West. OVERVIEW
FACTS
LEADERS MEDIA A former Roman colony, Libya is a mostly desert country which saw invasions by Vandals, Byzantines, Arabs, Turks and more recently Italians before gaining independence in 1951. Oil was discovered in 1959, and with it the country was transformed into a wealthy monarchy. Ten years later, though, the king was overthrown in a coup led by the 27-year-old Muammar Gaddafi, and the country embarked on a radically new chapter in its history. Colonel Gaddafi's revolution has been based largely on distinguishing his country from the world around it. Ideas put forward in his Green Book aim at an alternative to both communism and capitalism, while Islam is adhered to but with a unique slant - Libya has its own calendar based on Muhammad's death, for example.

Accident victim wins case against Libya, Malawi govts

April 2005 Capital: Tripoli Currency : Dinar. 1 euro = 1.6 LD. US$ and euros are the most useful for official and unofficial transactions. Price of fuel: 2 star petrol 0.105LD/litre; Super 0.14D/litre. Diesel 0.12LD/litre. That is about as cheap as it gets in the Sahara. Costs: Visa/invite/entry costs apart, Libya is still cheap. Notes come in 10, 5, 1, half and a quarter with the numbers written in English as well as Arabic. Useful languages: Arabic, English and French. Road signs names are in Arabic but the distance numbers are in Roman ('English') script. Nevertheless it helps to learn the ten cardinal Arabic numerals (read from left to right, unlike Arabic script which is read from right to left). Visas and regs:
Apparenbtly you no longer require the bilingual stamp in your passport for your details to be filled in Arabic. With your invitation a visa is issued for 30 days (and are valid for 45 days from issue (not three months as some may tell you), though extensions may be possible - in Sebha for example. Since April 2005 these visas are available at the Tunisian Ras Adjir border for 35 euros, though it might be considered more of a 'collection' with all your other paperwork, as you need a corresponding letter of invitation

"Libya admitted to nuclear fuel-cycle projects that were intended to support a nuclear weapons program, weapons development, including uranium enrichment," this official said. The acknowledgment of a nuclear program marked the first time Libya has ever done so. The U.S. and British governments said Friday that Libya has agreed to abandon its weapons of mass destruction programs and to allow international weapons inspectors into the country. The Bush official said Libya also showed a team of United Nations and British inspectors "a significant amount of mustard" gas a lethal nerve agent that can cause internal and external bleeding. The gas was produced more than a decade ago, the official said.

VIENNA, Austria (AP) Using technology and know-how acquired through the black market, Libya was able to process uranium into plutonium, the U.N. nuclear watchdog says. Diplomats citing a report from the International Atomic Energy Agency said Friday the country was able to "separate a small amount of plutonium." The report did not specify the amount, but it appeared to be less than the approximately three kilograms (nearly seven pounds) required to make a nuclear bomb. The report was prepared by IAEA Director General Mohamed ElBaradei ahead of a board of governors' meeting of the agency next month. A separate report on Iran is due in the next few days. Revelations in the confidential report that Libya was able to process plutonium, which is used in nuclear warheads, shed new light on how far the country was able to progress in its secret weapons program.

WASHINGTON (CNN) The Bush administration will lift nearly 20-year-old U.S. travel restrictions to Libya to reward Tripoli for ending its weapons of mass destruction programs, an administration official said Monday. "We'll be rolling it out tomorrow," the official said. In November, U.S. Secretary of State Colin Powell extended the travel ban for 90 days rather than the usual one-year extension. The measure comes up for review Tuesday. Tuesday's announcement also could include an easing of other economic restrictions against Libya, the official said.
