This entry gives the basic form of government. Definitions of the major governmental terms are as follows:
Anarchy - a condition of lawlessness or political disorder brought about by the absence of governmental authority.
Commonwealth - a nation, state, or other political entity founded on law and united by a compact of the people for the common good.
Communism - a system of government in which the state plans and controls the economy and a single - often authoritarian - party holds power; state controls are imposed with the elimination of private ownership of property or capital while claiming to make progress toward a higher social order in which all goods are equally shared by the people (i.e., a classless society).
Confederacy (Confederation) - a union by compact or treaty between states, provinces, or territories, that creates a central government with limited powers; the constituent entities retain supreme authority over all matters except those delegated to the central government.
Constitutional - a government by or operating under an authoritative document (constitution) that sets forth the system of fundamental laws and principles that determines the nature, functions, and limits of that government.

    Liberia: Government Calls for a
    Review of Taylor's Exile Deal
    Integrated Regional Information Networks
    July 7, 2005
Liberia's interim government has called for the exile agreement of former president Charles Taylor to be reviewed, after accusing him of repeatedly breaking the terms of his asylum in Nigeria with daily phone calls back home and orders to supporters that could threaten peace in Liberia and beyond. Taylor and his trademark white suit flew into exile in Nigeria under the terms of the August 2003 peace deal that ended Liberia's 14-year civil war. The warlord, accused of fomenting strife across the West African region, is now holed up in a luxury compound in the remote town of Calabar in the Niger Delta. "(The) preponderance of evidence of Mr Taylor's interference in Liberian politics as well as his destabilisation efforts of the sub-region combines to provide compelling legal necessity for a review of that internationally-brokered exit agreement," said a statement from the Liberian Justice Ministry, issued late on Wednesday. "The ex-president's current activities (include) daily phone calls to cronies in Liberia and other parts of the world, through which he issues orders and instructions, much to the detriment of peace and security of Liberia and the sub-region," the statement said. "The ex-president cannot continue to be beneficiary of this agreement in the face of increasing, compelling evidence of his notorious violation of that self-same agreement," it added.

MODEL fighters summarily executed scores of civilians believed to be government sympathizers. MODEL fighters also reportedly kill officials of Taylor's National Patriotic Party (NPP). MODEL fighters were also reported to have killed persons in River Gee County on suspicion of being members of the progovernment River Gee Defense force. Rebels were responsible for numerous killing during the year. For example, Between July 21 and August 11, LURD forces occupying Bushrod Island allegedly killed, in public, several persons they believed were members of government security forces. Witnesses also reported seeing a number of bodies in the streets of Bushrod Island that appeared to have been killed deliberately, as opposed to accidentally during fighting. On August 6, three bodies were seen near Vai Town Hardware ... [ Read More Liberia Government forces were accused of serious human rights abuses against suspected rebels and sympathizers during fighting in Lofa County during the period covered by this report. The Government contends that the insurgents largely are Mandingo Muslims of the ULIMO-K faction that fought against President Taylor's forces during the civil war. The Government has not taken actions openly against Muslims in Lofa County; however, its inaction over reports of abuses in Lofa County contributed to ethnic tension between Muslim and non-Muslim ethnic groups in that area of the country. ... The following is the text of a Liberian government policy statement on Sierra Leone issued on 29 December and first referred to in IRIN-West Africa Update 370 of 30 December. POLICY STATEMENT BY THE GOVERNMENT OF THE REPUBLIC OF LIBERIA ON ALLEGATIONS BY THE GOVERNMENT OF SIERRA LEONE AND THE ECOMOG HIGH COMMAND AT THE EXTRAORDINARY MEETING OF THE COMMITEE OF FIVE ON SIERRA LEONE OF THE INVOLVEMENT OF THE GOVERNMENT OF LIBERIA IN THE CIVIL CRISIS IN THE REPUBLIC OF SIERRA LEONE MONROVIA, LIBERIA, DECEMBER 29, 1998 POLICY STATEMENT The Government of Liberia views with disappointment and indignation suggestions and allegations by the Government of Sierra Leone that Liberia is supporting former Junta/RUF forces in Sierra Leone. The government of Liberia reiterates unequivocally that it is not supporting in any form the forces of the AFRC or RUF in Sierra Leone. It is the policy of the Liberian government to welcome the restoration of constitutional rule in Sierra Leone under the leadership of the democraticlly elected government of President Tejan Kabbah. The government categorically denies and takes exception to these unfounded allegations by the Government of Sierra Leone and the ECOMOG High Command at the current Committee of Five Meeting on Sierra Leone in Abidjan, La Cote d'Ivoire, and demands concrete proof of these allegations.

Overview Liberia is currently under a transitional government that took office in October 2003 and that will serve until January 2006. The transitional government includes a chair and vice chair and a 76-member Legislative Assembly.
On September 19, 2003 the UN Security Council adopted Resolution 1509, which establishes a peacekeeping operation under Chapter VII authority. In keeping with the UN Secretary General’s recommendations, it called for a force of 15,000 peacekeepers, with 250 military observers and 160 staff officers, a robust police component of up to 1,115, and a significant civilian component and support staff. By June 2004, the UN Mission in Liberia (UNMIL) had deployed over 14,000 peacekeepers and 760 police, and had ostensibly disarmed most of the former combatants.
Historically, Liberia has had a bicameral legislature which consists of 64 representatives and 26 senators. The legislature, which was set up on a proportional representation basis after the 1997 special election, was dominated by President Taylor's National Patriotic Party. The executive branch heavily influences the legislature. The judicial system is functional but extensively manipulated by the executive branch of government.
There is a Supreme Court, criminal courts, and appeals court and magistrate courts in the counties. There also are traditional courts and lay courts in the counties. Trial by ordeal is practiced in various parts of Liberia. The basic unit of local government is the town chief. There are clan chiefs, paramount chiefs, and district commissioners. Mayors are elected in principal cities in Liberia. The counties are governed by superintendents appointed by the president. There are 15 counties in Liberia.

Dr. Edwin Gbedy Karmo Zoedua says his foundation, a private organization working in the United States to help rebuild Liberia's infrastructure, is critical of the ruling National Patriotic Party (NPP) government for its failure to provide basic services to the people. Speaking in an exclusive interview with The NEWS on Friday, Dr. Zoedua said the Taylor administration has failed to tackle corruption to the extent that "it is a built and standardized institution in this country."

LIBERIA: Government ready to form new army
MONROVIA, 19 May 2005 (IRIN) - The Liberian government will begin the formation of a new 4,000-strong army at the end of the month after having secured the necessary funding to begin the process, deputy Defence Minister Joe Whylee told IRIN on Thursday.
Last year the US government pledged US $35 million to train a new army but wanted the Liberian government to pay off existing soldiers first.
According to Whylee, the government has now secured US $5 million of a necessary US $16 million required, to clear outstanding retirement and severance benefits to long serving soldiers and those recruited during the height of the Liberian civil war in the 1990s.
"As of the end of May, we will start paying off those soldiers recruited during the civil war and later those who had served in the army up to the outbreak of the civil crisis. This process marks the start of the army restructuring exercise," Whylee said.
