COUNTRY DESCRIPTION: Liberia is a developing West African country which is recovering from seven years of devastating civil war (1989-97). Although a democratically elected government was installed in August 1997, limited progress has been made toward the following goals: resettlement of refugees and displaced persons, reintegration of former combatants, reconstruction of the country?s infrastructure, respect for human rights and the rule of law, a stable environment for economic development, and the elimination of corruption. Tourism facilities are poor or, in many cases, nonexistent.
ENTRY REQUIREMENTS: A passport and visa are required, as is evidence of a yellow fever vaccination. For persons who are traveling from countries that do not have a Liberian embassy or consulate, an airport entry visa may be obtained, but the Bureau of Immigration and Naturalization must authorize the visa in advance of arrival. Further information on entry requirements for Liberia can be obtained from the Embassy of the Republic of Liberia, 5201 16th street, N.W., Washington, D.C. 20011. The telephone numbers are (202) 723-0437 to 723-0440. Overseas inquiries should be made to the nearest Liberian embassy or consulate.

July 25, 2003 Now, as Liberia's civil war spirals further out of control, Taylor is, once again, at the heart of the trouble. American President George Bush has demanded that Taylor leave Liberia before the United States considers sending peacekeepers to stabilize the West African country. The mercurial Taylor says he will only leave once peacekeepers arrive. There is good reason for Taylor to stay. Liberia's on-again, off-again civil war has made him a very wealthy man. Therein lies the problem, experts say. As with many other African conflicts, Liberia's turmoil is caused mainly by the ambition and greed of men like Taylor. August 11, 2003 Shells falling outside the hospital gates. Volunteers shuttling war wounded in wheelbarrows into the emergency ward. Surgeons dodging stray bullets inside the operating room. Being an aid worker in war-shattered Liberia may be the toughest job in the world. They're finding a country in complete ruins. The needs are overwhelming. One million Liberians have been displaced. Malnutrition is soaring. Perhaps worst of all, a cholera epidemic is lurking around the corner. With fighting bound to reignite at any time, delivering the help that Liberians so desperately require will be almost impossible. Tenuous Truce The fighting, which has pitted government militias loyal to President Charles Taylor against a murky rebel group known as Liberians United for Reconciliation and Democracy, is only the latest installment in a civil war that started in 1989 and has claimed at least 80,000 lives. When United Nations personnel returned to Monrovia this weekend for the first time since evacuating in late July, they found UN warehouses, which once held 10,000 tons of wheat, corn meal and other goods, completely looted.
