Whitworth College However, Americans may underestimate the challenge of going to Liberia. Contrary to what most people including a majority of Liberians believe, establishing order, removing Charles Taylor, offering humanitarian aid, and holding elections will not solve Liberia's deepest problems. Taylor is a symptom, not the cause, of Liberia's malaise. The sources of tragedy in Liberia are multiple and cannot be pinned on an individual tyrant. More treacherous than Charles Taylor is the internal political culture that has long influenced all government policies and actions in Liberia. Because Liberia's political culture (the habits, expectations, hopes and fears that mold political behavior) is shared by the vast majority of the populace, removing a tyrant will bring only temporary and partial improvement to the country. Just as toppling the Taliban and Saddam Hussein did not guarantee peace and democracy to Afghanistan or Iraq, getting rid of Taylor may not fundamentally improve life in Liberia. In 1980, Liberians executed President William Tolbert, and in 1990 they repeated the exercise with Samuel K. Doe. Both leaders were corrupt and ineffective. Yet the aftermath of both removals was a spiral into more trouble. The relief expected with the end of Taylor's regime could prove equally elusive.

The Cultural Section is responsible for suggesting opportunities for suitable U.S. speakers, professionals-in-residence, cultural specialists, and performing/visual artists to the Public Affairs Officer in order to advance Embassy objectives and other public diplomacy activities. This section also assists the Public Affairs Officer in identifying and recruiting qualified candidates for Post's exchange programs (e.g. International Visitors, Hubert H. Humphrey Fellowship and Fulbright programs) by visiting various organizations and institutions to seek appropriate candidates with the leadership potential to influence public policy or opinion.
When suitable candidates are found, their bios are transmitted to the appropriate offices in Washington, D.C. for selection. Welcome and good evening.
It is my pleasure to welcome all of you. I wanted very much to host this reception in order to honor Liberia's new government of National Transition, and its new Chairman, Gyude Bryant.
I know I do not have to explain to anyone here the tremendous suffering Liberians have endured for many years. Most of you lived it. Bloodshed, injustice and poverty became the norm in Liberia, amidst a culture and industry of war and hatred. But now, for the first time in a long time, there is great promise of redemption in Liberia.
In only the last few months:
· A cease-fire, and then a comprehensive peace accord, was forged in Ghana.
· Liberia has had not one, but two peaceful head-of-state transitions of power.
· A National Transitional Government of Liberia (NTGL) was installed.
· A National Transitional Legislative Assembly has been seated.

The first inhabitants of the region which is now known as Liberia may have been Pygmies, or people of small size, referred to in Liberia as ‘Jinna’. No recorded history can prove their existence, but they still play an important role in the oral history and the religious life of some of Liberia’s tribes. When the Golas, who are supposed to be the oldest of the Liberian tribes, travelled from the interior of Central Africa to this West African region they reportedly met these small-sized peoples,who were bushmen and who ‘dwelt in caves and the hollows of large trees, and lived on fruits and roots of wild trees,’ according to Liberian historian Abayomi Karnga. A second group of peoples is reported to have arrived in the region about 6,000 B.C. Though their origin is not very clear they most likely came from the Western Sudan. These newly arrived people defeated the Golas and other tribes such as the Kissi, and established an empire under the leadership of King Kumba, after whom they were called. The Kumbas comprised distinct groups which developed into different tribes after the death of their leader: the Kpelle, the Loma, the Gbande, the Mende, and the Mano, all belonging to the same linguistic group. They were chiefly agriculturalists but also developed arts such as pottery, weaving, and basket making. Their blacksmiths were able to make spears, arrow-heads, hoes, knives, rings and iron rods. These iron rods were used as a medium of exchange.

By the late 1980s Liberia had effectively ceased to exist as a state. For 133 years after independence, the Republic of Liberia was a one-party state ruled by the Americo-Liberian dominated True Whig Party (TWP). The True Whig Party dominated all sectors of Liberia from independence until 1980. In the presidential election of May 1951, women and indigenous property owners voted for the first time, but the few thousand Americo-Liberians living in the coastal region still retained control of the government. The incumbent William V. S. Tubman, candidate of True Whig Party, was reelected without opposition. The government had suppressed the Reformation and United People's parties.

But the dream of an African American political homeland, projected onto the West African coastline in what is today the country of Liberia, was dubious from its inception in the mid-19th century. The first settlers from the United States were ill-prepared for what they found. Many saw their dreams end in economic desperation and premature death; in the long run, the founding vision expired in brutal colonialization. Three recent books explore the disjuncture between West African political realities and African American political aspirations in Liberia. Claude Clegg writes elegant prose based upon painstaking research. His study is set in North Carolina in Guilford County amid a Quaker settlement. Quakers across the Atlantic world wrestled with the great problem of slavery, which they had vowed to give up by the latter half of the 18th century. Unlike their brethren in Pennsylvania, who had adjudicated the problem of slavery through gradual emancipation, North Carolina Quakers lived in the confines of a growing and entrenched slaveholding state. Their forthright declaration that slavery was a moral evil condemned by God clearly constituted a threat to the economic and political order.

Before I proceed any further, permit me to express gratitude to the Press Union of Liberia (PUL) for inviting me, not only to witness but to also participate in activities marking the 37th Anniversary of the Union. I do not know what were the considerations that led to my selection, amongst, so many more important personalities in this country to make a presentation on this memorable day in the life of the PUL. However, there is something unique about this occasion that I must point out before going any further.
2. In 1996, Honorable Blamo Nelson and I were invited to address a special occasion of the Edward Wilmot Blyden Forum. Today, again, we have been invited to address another special edition of the Edward Wilmot Blyden Forum. Perhaps our presence here today is an indication that our first appearance provided reasons for a second appearance. I hope that, today, we will provide reasons for our third appearance. But let me warn you to be cautious about what to expect from us today. You will recall that in 1996, Honorable Nelson and I were both non-government officials and were virtually singing the same chorus. I hope, irrespective of where we are now, the substance of our presentations here today will be for the good of our country as we did five years ago.

Dear Brothers and Sisters in Christ

Although, I am grateful for your prayers, and under normal circumstances, I should be beaming with smile in expression of my joy, I cannot do so because as I speak to you, Hassan Bility, a journalist, Sheikh Sackor, a human rights advocate and many innocent Liberians are languishing in police cells and other government detention centers in Liberia for no legally justifiable reason. The Liberian judiciary which should serve as the avenue for relief from such gross abuse of human rights has been made powerless by the Government of Liberia's continuous failure to obey court orders for the release of these innocent Liberians. I believe that the surest way out of the helpless and hopeless condition in which these innocent persons find themselves is through prayer. I therefore call on you my brothers and sisters in Christ to stand up in one moment of silent prayers for their deliverance, in the same way that your prayers delivered me. Let us also
pray that those who govern Liberia today will change from their wicked ways and begin to respect the rights of the Liberian people to live a normal, useful, happy and prosperous life.
