History People described as Sotho have lived in Southern Africa since at least the 10th century AD, moving throughout the high veld of the region. By the 16th century, the Sotho people had arrived in the area known now as Lesotho, marrying and intermingling with the Khoisan people, and forming small chiefdoms. Extensive trade links were established between the groups, as well as with outside people. Grain and hides, for example, were traded for iron from the Transvaal area. By the early 19th century white traders were on the scene, exchanging their ever-reliable beads for cattle. In came the Voortrekkers (Boer pioneers), and suddenly the people of the area, now called Basotholand, had to recognise that constant expansion for 300 years was placing extreme pressure on the environment. At the same time, consolidation and expansion of the Zulu state was causing a chain-reaction of violence throughout Southern Africa. Survival by the loosely organised southern Sotho society is attributed to the strong leadership of Moshoeshoe the Great. The Basotho emerged as a people around 1820 when Moshoeshoe the Great gathered the tribes scattered by Zulu raids and established a stronghold at Butha-Buthe, and later on the mountain of Thaba-Bosiu, about 30km (20mi) from what is now Maseru. By 1840 his people numbered about 40,000. Worried by the Boers, Moshoeshoe the Great enlisted British support, but the British were equally worried about Moshoeshoe, and launched an unsuccessful attack on him. When the English left defeated, the Boers pressed their claims to the land, leading to the 1858 Free State-Basotho War (won by Moshoeshoe) and another in 1865 (in which Moshoeshoe lost much of the western lowlands). In 1868, under increasing pressure from the Boers, Moshoeshoe placed the region under the protection of the British government, but as part of the deal, lost even more land to the Boers.

Activities and outputs of the research group will include compilation, publication and updating of a comprehensive bibliography pertaining to research in the mountains, compilation of a database of researchers working in the mountains, and occasional special interest publications. Commissioned by the Economic Commission for Africa (ECA) as an input into the annual PRSP Learning Group meeting, the report essentially seeks to assess developments in relation to five thematic areas: (i) the PRSP process itself; (ii) content of the PRSP; (iii) public finance aspects of the PRSP; (iv) the realignment of donor policies and resources towards the PRSP; and (v) capacity building. The principal findings in relation to each of these issues are outlined below.

A three-day conference was held in King's College, Cambridge 24-26 October 2003, on Energy, Environment and Health A two-day colloquium was held in Pembroke College on 20-21 September 2003, on Commonland in Western Europe . The meeting, organised by Paul Warde and Leigh Shaw-Taylor, involved papers and comparative discussions among scholars from England, Germany, the Netherlands, Belgium and France. It focussed on the relationships between common land, poor relief and social exclusion; the history of the commons in the very long term (from late medieval times until the 19th century); and the systematic analysis of data pertaining to commons management. Papers were presented by Mark Bailey, Stefan Brakensiek, Heather Falvey, David Hall, Martina De Moor, Leigh Shaw-Taylor, Nadine Vivier and Paul Warde. Commonland in Western Europe , organised by Paul Warde and Leigh Shaw-Taylor (Jesus College, Cambridge). This meeting involved comparative discussions and the presentation of papers by scholars from England, Sweden, Germany, the Netherlands, Belgium and France. Papers were presented by Peter Hoppenbrouwers (University of Amsterdam) on The Netherlands, Stefan Brakensiek (University of Bielefeld) on Germany, Kerstin Sundberg (University of Lund) on Sweden, Martina de Moor (University of Gent) on Flanders and Angus Winchester (University of Lancaster) on Northern England. Other participants included Jacques Beauroy (Cambridge Group for the History of Population and Social Structure / CNRS Paris), Heather Falvey (University of Warwick), Erik Thoen (University of Gent), and Nadine Vivier (University of Maine-Le Mans).

    Introduction
    In 1994 a number of positive changes came to southern Africa, affecting practically all the countries covered by the regional delegation. Democratic elections in Mozambique and South Africa were complemented by those in Malawi, where a new government was voted in, putting an end to 30 years of autocratic rule. The 1.5 million Mozambican refugees in the region had almost all returned home by the end of 1994, lifting a major burden from Malawi, South Africa, Swaziland, Tanzania, Zambia and Zimbabwe. In Namibia and Botswana the governments in place were returned in general elections. Only in Lesotho did the situation deteriorate, but the crisis was settled by the end of the year.
    The principal activities of the regional delegation in 1994 included the continuation of detention-related activities in Malawi; the promotion of international humanitarian law, particularly in Lesotho, Malawi, Namibia and Zambia; coordinating and supporting tracing work carried out by National Red Cross Societies; and helping to strengthen the capacity of National Societies in regard to emergency preparedness, information, dissemination and the development of their internal telecommunications systems.
    From 1 January 1995 the Harare delegation will also cover Mozambique, while Lesotho and Swaziland will be covered by the regional delegation in Pretoria.

    In South Africa the year was marked by the withdrawal from political life of the President of the NP,* the resignations of senior members of the main South African political groupings (NP, ANC*, IFP*), the formation in September of a new party, the UDM,* and the appointment of the country's Vice-President as head of the ANC.

    In Lesotho the unrest that had been rocking the country sporadically since 1994 continued in February with a mutiny by several dozen junior police officers who took possession of the police headquarters in Maseru. After having tried in vain for 11 days to negotiate with the mutineers, the Lesotho government called on the armed forces to launch an attack on the premises. The attack was carried out on 16 February and led to the arrest of 127 police, most of whom were released within 48 hours. With the agreement of the country's authorities, the ICRC twice visited the people imprisoned following these events.
    Assessment programme continues in Madagascar prisons
    In February the regional delegation carried out a mission to Mauritius and the Seychelles to monitor the development of cooperation programmes (emergency preparedness, promotion of humanitarian law) conducted jointly by the ICRC and each of the two National Societies concerned.
