LESOTHO This high-lying mountain kingdom with it's forbidding terrain and massive walls of the Drakensberg and Maluti mountains lies entirely within South Africa's borders. It is a different destination: poor, undeveloped and sparsely populated with extreme weather conditions, but what it has makes it a worthwile visit. It has spectacular rugged mountain scenery, generous and friendly local Basotho people, wide open spaces, solitude and a different cultural experience. Hiking and pony trekking are unquestionably the best way to see Lesotho. You can hike just about anywhere in Lesotho as there are no organised hiking trails and no fences- just footpaths used by the locals over the years.

Donovan Russell worked in Southern Africa for fourteen years. Based on this experience he has written a book which is described in the following note from the book jacket. The story is written for the general public with a special hope of appealing to youth and young adults; introducing important international issues and encouraging them to be more open to the world. While written as fiction, the book is based on actual events. Lessons in the story are told through personal dealings across cultures.
It is clear from the story that the author believes the struggle against ignorance, illiteracy, poor health, poverty and discrimination is a significant part of the war against chaos and terrorism. The story is of special relevance to the professional and personal dilemmas that development workers have but also to the cross cultural challenges that the develping world and the west as a whole face. The story demonstrates the critical value of deep person to person relationships across cultures. Questions of values and ethics in development work come through the story.

The Basotho are a group of people from a cluster of tribes united under King Moshoeshoe I (Moo shway shway) during the early 1800’s. Moving south from the Transvaal region of South Africa, they settled in the Orange Free State and on into the mountainous area now known as The Kingdom of Lesotho. Lesotho, with an area of 11,720 square miles, is completely surrounded by the Republic of South Africa. Rugged, beautiful Lesotho ranges from five thousand feet in the western lowlands to more than eleven thousand feet in the majestic Maluti Mountains, which cover the majority of the country.
Lesotho Map It is often called “the roof of Africa.” With few good roads, many areas are accessible only by horseback or light plane. Today, approximately 2.3 million Basotho live in the mountain kingdom of Lesotho while another 3 million live in the Republic of South Africa. Lesotho itself is severely overpopulated in the lowlands. Life expectancy is approximately 52 years of age but with the onslaught of AIDS this is reducing. The majority of the Basotho in South Africa reside in the Orange Free State Province which borders Lesotho; however, there is also a large population in the city of Johannesburg.

INTRODUCTION
The Declaration and Treaty establishing the Southern African Development Community (SADC), which has replaced the Co-ordination Conference was signed at the Summit of Heads of State Government on 17 July 1992, in Windhoek, Namibia. The Southern African Development Community (SADC) is promising to create a 130 million-person southern African common market by 2000. This economic community is dedicated to the ideals of free trade, free movement of people, a single currency, democracy, and respect for human rights. Member states are Angola, Botswana, Lesotho, Malawi, Mauritius, Mozambique, Namibia, South Africa, Swaziland, Tanzania, Zambia, and Zimbabwe.
HISTORY
The S outhern A frican D evelopment C ommunity (SADC), formerly known as the Southern African Development Coordination Conference (SADCC), was born out of the positive experiences of closer cooperation among the governments and peoples of southern Africa. In May 1979, the Foreign Ministers of the Frontline States met in Gabarone, Botswana, to discuss economic cooperation. At this time they aggred to convene an international conference in Arusha, Tanzania. This meeting led to the Arusha Conference in July 1979, which brought together government and international agency representatives from all over the world, to discuss cooperation in the southern part of Africa. If one wishes to witness the thriving of African popular culture, one needs to do no more than open one's eyes and ears when traveling through any region on the continent. This became obvious to me when I was traveling from the beachfront through town and then out onto the freeway in Durban, South Africa. On the columns of bridges, along concrete walls, and in taxi ranks, there is an explosion of brightly colored African paintings and mosaics that are difficult to miss. They give the impression of being the work of a teenage street artist who managed to trade in his spray cans for professional paint, but at the same time are professional and "deep" enough to be sold at a high price in an art gallery. The flaming pythons, African totem poles, Ndebele prints, and blazing suns that appear in the depictions are good local examples of what Karin Barber refers to in the introduction to Readings in African Popular Culture
