Role of the Federal Government
There is no national education framework law or series of laws in the United States. National law does not control things like the establishment of institutions, the recognition of degrees and qualifications, recognition of professions, prescribed curricula or academic requirements, institutional governance, or the status of students and faculty. The only direct control exercised by the federal government over educational providers is in the limited case of education and training services operated by federal agencies, such as the armed services academies, other government training institutions, and public schools operated at U.S. overseas facilities to provide primary and secondary education to the children of personnel stationed there.

Importance Of Understanding the Legislative Process
How our Laws are Made by the House is readily available. This is a detailed guide to the legislative process with many definitions and explanations. It is not easy reading. House bills are HR1- and Senate bills are S1-. Many bills begin as similar proposals in both houses. Each bill must have a member to sponsor it. You should be familiar with it.
A Few Print Resources
The Law
William Burnham's Introduction of the Law and Legal system of the United States [3d ed.] is a standard as is Alan Morrison's Fundamentals of American Law . For a historical overview, consult Lawrence Friedman's A History of American Law and American Law in the 20th Century.
Reference Works
The CQ Almanac is, as CQ claims, a comprehensive analysis of Congressional action in the year named. Objective and comprehensive. Should be on your ready reference shelf.
