Housing: HOPE VI: The Right Paradigm for Affordable Housing Development? Topic: At the close of the 1990s, about one in eight American families were spending over 50 percent of their incomes on housing, while three in ten households were devoting at least 30 percent of their incomes to housing. At today's fair market rental prices, two-worker households earning the minimum wage cannot afford a typical two-bedroom apartment. Federal housing assistance still falls far short of relieving the severe cost burdens of the poorest households. The HOPE VI program represents a significant attempt by the federal government to integrate market, government, and social forces in response to America's housing crisis. In recent years, the program has become the chief instrument of an effort to improve the physical quality of public housing and to reduce the concentration and isolation of low-income families, encouraging Public Housing Agencies to retain experienced private developers to produce developments that attract middle income families to former public housing sites. In evaluating the success of this paradigm, panelists will envision the most promising responses to America's housing crisis. How well has HOPE VI been working? Do we care that Bush's 2004 budget is eliminating HOPE VI? Does improved provision of housing for poor Americans require a lesser or greater role for market forces than they play within the HOPE VI paradigm? Should the government have a lesser or greater role? Is the availability of social services for poor families really at the heart of success in housing development, whoever the provider?

Welcome to the Legal Services Commission
We look after legal aid in England and Wales. We're also responsible for ensuring that people get the information, advice and legal help they need to deal with a wide range of everyday problems. Through the Community Legal Service (CLS) we help people who are eligible for legal aid to protect their rights. We fund a network of Quality Marked solicitors, Citizens Advice Bureaux and other advice providers to help people who need advice about relationship breakdown or problems with debt, housing, domestic violence and benefits. Help is also available about asylum and immigration, education, employment, mental health and community care issues. This type of help varies from information leaflets and directing people to other services, to specialist advice and taking cases to court where necessary. The Criminal Defence Service (CDS) helps people who are under investigation or facing criminal charges. By ensuring that people accused of crimes have access to legal advice and representation, the CDS also helps the police and courts operate fairly and efficiently. The Legal Services Commission is an executive non-departmental public body. We are sponsored by the Department for Constitutional Affairs (DCA) and our work is overseen by a board of independent Commissioners.
