Law Reviews On-Line oday's on-line legal databases originated as a technological response to mid-twentieth century complaints about the unregulated proliferation of legal literature. Such complaints already had a long history in the American legal community, but from the 1940s through the early 1960s their intensity increased dramatically as American lawyers found themselves confronting a collection of postwar statutes, precedents and professional periodicals (including, of course, law reviews) that was growing at an unprecedentedly-rapid pace. The legal literature was multiplying so fast that it threatened not only to bankrupt many attorneys but to overwhelm the indexing systems that had traditionally corralled and contained it - even presuming that the standard legal indexes could conceptually and physically keep up with the rush of new materials (a problematic presumption at best ), they were themselves becoming so large and awkward that they almost defeated their own purposes.

Courts around the globe are being asked to apply traditional defamation laws to the novel legal issues presented by the new media and technology of the information age. Cyberspace is widely regarded as potentially fertile ground for defamation suits. Electronic bulletin boards, for example, now enable individuals to publish worldwide, without the benefit of any editorial checks, to potential audiences of thousands. Such messages can remain on the computers of subscribers for weeks, be printed, downloaded, and republished in e-mail. Electronic messages tend to be written in a less formal style than other communications and frequently address controversial issues. How Valid Is the Often-repeated Accusation That There Are Too Many Legal Articles and Too Many Law Reviews? by Howard Denemark Introduction Professor Bernard J. Hibbitts's article, Last Writes? Re-assessing the Law Review in the Age of Cyberspace, documents numerous complaints of the lack of need for much of legal scholarship and the flaws inherent in student editingeven to the point of suggesting that any law reviews at all, as they exist currently, are too many. The core of Professor Hibbitts's plan is that legal scholars will no longer submit manuscripts to student editors, but will self-publish them on a home page on the Internet without pre-publication editorial controls. Electronic dissemination of legal scholarship the availability of law review articles to anyone with a computer and modem is a reality today. In law and a few other disciplines, some traditional journals are already available on-line. Indeed, some journals now exist solely in electronic versions. It may give pause to readers who are seeing these words on paper that they are available on-line for free, together with the rest of the Akron Law Review issues beginning in the Fall of 1995. As radical as these changes are, they do not include self-publication, but rather follow the traditional pattern of submitting manuscripts to an editorial board that decides whether or not to disseminate the submitted article under its imprimatur. The launch was held in conjunction with a Professional Affairs Committee lunchtime talk by Mr Kwa Chong Guan entitled 1819-1824: The Beginnings of Our Legal System Mr Kwa is the Head of External Programmes of the Institute of Defence and Strategic Studies at the Nanyang Technological University, and an Adjunct Associate Professor at the Department of History, National University of Singapore, among other appointments. He reviewed Sir Stamford Raffles' efforts to put in place legal procedures and rules to maintain a semblance of law and order in the new settlement of Singapore. Following the illuminating talk, the book Essays in Singapore Legal History , which was conceptualised by the Academy's Legal Heritage Committee and jointly published by the Singapore Academy of Law and Marshall Cavendish Academic, was officially launched by the Honourable the Chief Justice Yong Pung How, President of the Academy.
