Introduction
Since the late nineteenth century, public health officials have recommended and enforced vaccines for a small number of highly infectious and communicable diseases. Today, however, there are more than 200 new vaccines in the research pipeline, including one for HIV.
Government's Expanding Role
Why the trend toward new mandatory vaccines? For one thing, Congress placed price controls on routine childhood vaccines in 1993. But the price controls did not apply to new vaccines. Thus, manufacturers have had an incentive to develop and enforce new vaccines for children, since the new products are exempt from price controls.

Vaccine manufacturers, health-care providers, and public health officials are correct to point out that since the introduction of the measles vaccine, the rate of disease has declined. But they neglect to mention that the number of deaths caused by measles was declining long before the vaccine was mandated. Given this lack of historical information, parents and state legislators rarely question whether or not a new vaccine should be mandatory.

Legal Policy Seminar Clinic Whittier Law School is committed to providing a wide variety of clinical education opportunities to its students. In addition to the clinics discussed below, the Law School offers an extensive externship program and numerous skills simulation courses and student activities.

Under the supervision of the Director of Clinics and numerous clinical professors, students enrolled in a clinic participate in all aspects of client representation, including interviewing clients, negotiating with interested parties, conducting research and drafting court documents, and appearing on behalf of clients when permitted. The 2,000 square foot clinics facility includes numerous interview rooms, attorney offices, and student workspaces. With the assistance of volunteer attorneys from the Los Angeles and Orange County communities and clinical professors, students work on projects designed to meet the special legal needs of children and to increase the number of advocates available to serve this most vulnerable of client groups. Although participation in each of the clinics is open to all students, the majority of slots during the school year are reserved for CCR Fellows.

3.1 Health, Education, Legal Protection (HELP)
ASK, Bangladesh The DICE learning centre known as Jokhon Tokhon School's "Any Where, Any time" allows flexibility to accommodate the child's working schedule, and to suit her/his physical and emotional capacity. A number of acts have been promulgated for the welfare and protection of children. These range from prohibition of forced labour to the welfare of the child. The most relevant of these for our purposes are as follows: 1. The Children (Pleading of Labour) Act 1933 2. The Employment of Children Act 1938 3. The Minimum Wages Ordinance 1961 4. The Shops and Establishment Act 1065 5. The Factories Act 1965 The Employment of Children Rules (1955) (ILO) is also applicable in Bangladesh. But these laws do not cover the informal sector, of which domestic work is a part. In it's involvement with working children, ASK has found that legal help is not enough to support a child victim. So ASK initiated a programme to provide health, education and legal protection (HELP) for working children. HELP provides access to health, education in cooperation with employers and guardians. Health care is provided through community clinics and local hospitals, while legal aid is provided through the ASK Legal Aid Unit. The nature of the children's work (seasonal, long hours, negative attitudes of the employers or guardian, off-beat places) and the nature of formal education (specific school hours, didactic approach of the teachers, inflexible and irrelevant pedagogical approaches) do not allow the working children to attend schools at all or regularly. Therefore the DICE or learning centre known as Jokhon Tokhon Schools ("Any where, Any time") allows flexibility to accommodate the child's working schedule, and to suit her/his physical and emotional capacity.

Dissolution of Marriage (Divorce)
Family law has many dimensions and is influenced by legal as well as social and economic factors. Laws affecting relationships may change as traditions and attitudes evolve. Because these laws are complex and subject to change, this pamphlet is intended to provide general information only; it is not a substitute for legal advice. Ending a marriage may be a particularly upsetting event, involving many uncertainties and emotions. If divorce or separation is unavoidable or in your best interest, a lawyer can guide you in protecting your rights. This pamphlet discusses areas of concern and attempts to answer frequently asked questions. Ending a Marriage Various procedures may be used to end a marriage that breaks down, including annulment, separation and dissolution. Annulment is a court-ordered dissolution of an invalid marriage. Technically called a "Decree of Invalidity," it nullifies a marriage from its inception and is granted in situations where no valid marriage exists because of some legal defect. A separation may be formalized with a legal contract, or a "Decree of Legal Separation," or both. A legal separation may be preferred to a dissolution for religious, economic or other reasons. A couple may decide to live apart while attempting to save a faltering relationship, or the separation may be an interim step toward termination of the marriage. There is no legal requirement for actual separation before dissolving a marriage.

Marriage in Washington State
If you are newly wed or plan to marry soon, you have probably thought about the many ways this new relationship will affect your life. But changing needs and lifestyles are altering traditional concepts of marriage, and you may not be aware of all the obligations created by a marital agreement. Along with many personal decisions and responsibilities, marriage involves important legal considerations, many of which are explained in this pamphlet. When you sign a marriage certificate, for example, you are signing a legal and binding contract. Specific conditions must be met and, like other contracts, a marriage creates certain rights and duties for each partner. Because the state is a party to the contract, court approval is required to change or end a marriage.
Requirements
To be legally married in Washington, you must conform to certain eligibility and application requirements and have a valid marriage license. The legal age for both male and female applicants is 18 years. If younger than 18, permission of one's father, mother or guardian is required; applicants under the age of 17 must also have the consent of the Superior Court.
