Introduction
Greenwich Time and the Longitude (National Maritime Museum / Philip Wilson Publishers, 1997). While I believe that Summer Time should be done away with, the study of how politicians have managed to fiddle with such a simple matter (simple legally, not technically) as how to define the time of day has turned out to be fascinating, showing how governments can make such a mess of a simple matter, with over seventy relevant pieces of legislation in a little over a century, along with the oddities of the incompleteness of preservation of the record of published twentieth century secondary legislation. Below, I attempt to present the details of every piece of legislation, primary, secondary and European, relating to Summer Time and legal time in the UK; along with such details as I have been able to uncover of the relevant legislation for the Crown Dependencies (the Channel Islands and the Isle of Man). The Republic of Ireland after independence is not covered, though it is thought to have followed mostly the same times except during World War 2, and the details for the Crown Dependencies have gaps. Texts of legislation may eventually be provided here and be linked to below. Much of this is based on the work of Peter Ilieve for the public-domain UNIX timezone database distributed from elsie.nci.nih.gov (commonly referred to as the Olson or tz database). In 1998 I tracked down various of the more elusive orders and filled in many of the gaps in this information; since then I have, as time permits, sought further details from the files in the

English Legal History: Course Objectives The sole objective of this course is the analysis of the ways in which law changes, examined through the historical base of English legal history from the twelfth to the eighteenth century. It is crucially important at the very beginning of the course to recognize that analyzing the ways in which law changes is different from merely recounting the actual changes. Analysis requires moving the consideration up at least one level from an understanding and accurate retailing of the changes themselves into a consideration of the precise kind of process taking place. The substantive issues in regard to legal change For Milsom, then, large-scale and interesting legal change occurs in a non-purposive manner. The individual act, of course, has a purpose, but the results of the act exceed by far the intended result. The law thus develops without "legislative" shaping. This can be the case even when a justice acts purposely to change the existing law, because the usage of the law will have changed to the point at which such a change becomes necessary, the intent the justice will have will probably be very narrow, and the consequences of the change will far exceed what he could imagine. 2. by Lenny Flank (c) 2004 In 1957, the Soviet Union launched its Sputnik satellite, shocking the United States out of its intellectual complacency and dramatically illustrating the inadequacy of science education in the US. In response to the new "space race", Congress passed a number of laws like the National Defense Foreign Languages Act and the National Defense Education Act, instituting a crash program to bring American science education up to par. One of these new programs was the Biological Sciences Curriculum Study, begun in 1959, to produce new up-to-date biology textbooks. Written by professional scientists in their fields, the BSCS texts prominently featured evolutionary theory as the foundation of all the biological sciences. Within a few years, nearly half the high schools in the country were using BSCS biology textbooks, despite the fact that anti-evolution laws were still on the books in a number of states. In 1961, the Tennessee state legislature attempted to repeal the Butler Act, but failed after an acrimonious debate, during which one legislator equated evolutionists with communists: "Any persons or any groups who assist in any way to undermine faith in the teachings of the Bible are working in harmony with communism." (W. Dykeman and J. Stokely, "Scopes and EvolutionThe Jury is Still Out", New York Times Magazine, March 12, 1971, p. 72) In 1967, teacher Gary Scott of Jacksboro, Tennessee was fired for violating the Butler Act. He fought his firing in court and won, and the Butler Act was finally ruled unconstitutional by the Federal courts.

College establishes Center for Comparative Legal History
First center at University to be located within the College The College has established the first center in the United States to combine interdisciplinary research with an undergraduate curriculum in comparative legal studies. The Center for Comparative Legal History, co-directed by Julius Kirshner, Professor in History, and William Novak, Assistant Professor in History, will pioneer the integration of legal-history studies into general liberal-arts education. "In addition to being the first of its kind in the nation, this is also the first center at the University to be located directly within the College," said John Boyer, Dean of the College. "We've united the Social Sciences and Humanities Collegiate Divisions, the New Collegiate Division and the Law School in a project designed to enhance the education of our undergraduates. We're grateful to Dennis Hutchinson, Master of the New Collegiate Division, Richard Saller, Dean of the Social Sciences Division, and Geoffrey Stone, Provost and former Dean of the Law School, for their help in accomplishing this goal." The idea for the center evolved from Kirshner's and Novak's frustration with the isolation of the study of law within professional schools. "We feel that law has been overlooked as a course of study for undergraduates," said Kirshner. "This is not to say we want to create a history-of-law department or a pre-law program, but rather that we're interested in orienting our students to the values found in legal texts as they have helped shape society.

South Africa, like Australia and New Zealand, is faced with the difficulties associated with teaching a student body characterized by cultural and economic diversity, that could potentially alienate students from, inter alia , their study material, teacher and educational institution. The challenges posed by cultural diversity are exacerbated by the fact that sections of the student body come from an educationally disadvantaged background. Such students are often under-prepared for tertiary education.
  • Education will not be truly accessible to all South Africans until a means is found to support the educationally under-prepared student to achieve his or her full potential.

Both as a basic subject in law schools and as part of general history, legal history functions as a long-term memory of legal culture. By elucidating the normative structures of previous societies, legal history plays an essential role in invigorating this memory as well as in the formation of sophisticated theory in jurisprudence.
The Max Planck Institute of European Legal History was established in 1964 and is dedicated to the research of common law (ius commune) in the periods ranging from the Roman era and the Middle Ages to the nineteenth century. This work has resulted in the nine-volume Handbook of Sources and Literature on the History of European Private Law. The research priorities of the institute have expanded in their geographic and temporal scope. These have included research on Byzantine and eastern European legal history, history of criminal and international law, and the history of public law. Three large projects are concerned with contemporary legal history.

The medallions that encircle Lewis Hall memorialize the names of legal heroes of the past. Above are several medallions on the 34th Street side, the most prominent face of the building. Included are famous nineteenth-century lawyers, judges (John Marshall and Joseph Story of the United States Supreme Court and litigators (Horace Binney, known for his successful representation of Philadelphia in the Girard Will case, where he opposed Daniel Webster). The most important, most visible connection of the new Law School with an ancient and venerable legal tradition is the collection of medallions that circle the building. The very concept of a university-based Law School reflected a profound change in legal education; the medallions anchored the change in the accomplishments of the legal past.
When Lewis Hall (now Silverman Hall, then known simply as the "Law School Building") opened in February of 1900, the Law School had grown exponentially 246 students from many states were registered, half of whom intended to practice law outside of Philadelphia, and many of whom had earned bachelor's degrees before admittance. Although the School still allowed admission from non-college graduates with degrees from "advanced" public high schools or upon a rigorous examination, the catalogue warned applicants that "A large number of those who study law are college graduates; and those who are not cannot hope, except in rare instances, to compete successfully with the college man."
