History and Legal Documents On July 26, 1990, President George Bush signed into law the Americans with Disabilities Act (ADA). This significant legislation extends civil rights protections to an estimated 49 million Americans with disabilities in much the same way that individuals are protected on the basis of race, color, sex, national origin, and religion. The ADA makes it illegal to discriminate on the basis of disability in the areas of employment, public service, public accommodation, transportation, and telecommunication. In January 2000, the Metropolitan Government of Nashville and Davidson County voluntarily contacted the United States Department of Justice to discuss its plans for achieving compliance with Title II of the ADA. A formal agreement was reached between the two parties in July of 2000. To date, Metro has made substantial progress in the implementation of this agreement. The following are highlights of what is being completed:

Introduction
The year 2001 marked the centennial of the first graduating class of the University of Washington School of Law . In celebration, the Gallagher Law Library has compiled a list of sources that contain historical information about the Washington legal community and the University of Washington Law School that are available in the Library. Below is an annotated list of those resources. Many of the titles are linked to their corresponding catalog records in MARIAN , the Gallagher Law Library catalog. The catalog records will provide further information about the availability of particular items, and the number of copies held by the Library. The historical collection can be a useful tool for academic and practitioner-focused research as well as a rich set of resources for tracing the careers of family members or colleagues.
Washington State Bench and Bar Collection
Arthur Beardsley was the head law librarian at the University of Washington School of Law from 1922 to1944. Dr. Beardsley was a lawyer, a librarian, and an historian. In 1939, Arthur Beardsley and Judge Donald A. McDonald began collecting newspaper clippings and photographs of Washington State lawyers and judges in an attempt to compile a history of Washington State's legal community. Dr. Beardsley used the detailed research to write a manuscript about Washington's legal history. The result of this meticulous research was a 42-chapter manuscript called

    In comparison to federal legislative history documentation, there are far fewer sources to determine legislative intent for Illinois legislation. One good (but dated) source about Illinois legislative research is Wendt, Illinois Legal Research Manual (St. Paul: Butterworth Legal Publishers, 1988) (R,REF KFI 1275. W4 1988).     Michael Stolleis, The Law under the Swastika: Studies on Legal History in Nazi Germany, Chicago: University of Chicago Press, 1998. Pp. xvi + 263. $29.95 paper (ISBN 0-226-77525-9). Michael Stolleis's "The Law under the Swastika" provides the best overview of Nazi law and legal scholarship available in English. It is of particular interest for legal historians for two reasons. First, Stolleis, professor of public law and early modern legal history at Frankfurt University, approaches his difficult subject with both a sophisticated understanding of a wide range of legal norms and institutions and a tireless commitment to the careful and critical analysis of historical sources.     Legal education has always responded to, perhaps even been driven by, available technologies of information dissemination. At the start of the twenty-first century law teachers find themselves in an unprecedented period of technological change: available means of presenting and distributing information are daily transforming. The "information age" seems, genuinely, to be upon us. The present is difficult to comprehend, the future beyond imagination. Newly developing communication technology (DCT) collapses both time and space. It holds forth the promise of liberating researchers, teachers, and students from the limitations imposed by time and space. There is hope of developing both interinstitutional and intercontinental teaching exchanges and of fostering student community across huge spaces, cultural differences, and, perhaps eventually, languages. Huge resources of pent-up pedagogical creativity might be unleashed when we transcend the constraints of printed page, bricks and mortar. All dreams cast a dark shadow, however, and there is a danger that DCT might not merely fail to attain its potential but might actually subvert both scholarly community and quality, imaginative education. The outlines of a futuristic nightmare can be dimly perceived: the high costs of using technology creatively, the specter of corporate control of the internet (and hence knowledge), the possibility that as teachers we may become caught up in an intense downward spiral of ever-more-time-consuming tasks for ever-diminishing educational returns.     The advantages of such a body, according to the Law Reform Commission, included:
    (ii) enabling a wider range of community viewpoints to be involved in the regulatory system, albeit only in a reviewing and advisory role, than it is possible to achieve merely by adding public members to the governing bodies;
    (iii) providing a forum in which non-lawyers would be likely to be less reluctant to express their views and to indicate their uncertainty or lack of knowledge;
    (iv) providing a valuable source of support, information and views for the public members, especially those chosen by the Council itself.
    In the second reading speech of the Bill the then Attorney General, The Honourable Terence Sheahan commented on Legal Profession Advisory Council as follows:
    The Bill proposed that Legal Profession Advisory Council consist of nine members appointed by the Attorney General. Of the nine members, two shall be practising barristers of whom one should be nominated by the Bar Council; three shall be practising solicitors, of whom two should be nominated by the Law Society Council, four shall be appointed to represent the community.

    Legal History
    Ariadne's Thread is designed to help you work out and defend your own views on the complicated subject of hate speech. The focus is chiefly on racist speech. Some fairly non-controversial history and commentary may serve as an introduction. Even this history, however, will show that what counts as hate speech is unclear, the rationale for protecting it varies, and American courts have been somewhat inconsistent in how they have dealt with the issues over the last 50 years. At the very least, this history can clarify some of the legal issues that must be resolved in order to develop a reasoned position on hate speech. In addition, there are closely related issues in moral and social philosophy that must be considered.
    If we view the question on a broader scale, we discover that many countries besides the United States have considered the problem of hate speech, and some have adopted laws to restrict it. Even some countries that have very few restrictions on speech in general have adopted legal or constitutional restrictions on hate speech. In other words, many countries regard hate speech as having an especially poisonous effect on social life. In the United States, however, we have tended toward another view that emphasizes the value of unrestricted debate.
    The First Amendment
    The Constitution of the United States was drafted in 1787, ratified in 1788, and put into operation in 1789. The 10 amendments constituting the Bill of Rights were adopted in 1791. The first of these restricted the new government's powers with regard to speech and the press:

    J.D., The Ohio State University The fourth Ohio Legal History Seminar of the 2005-06 academic year will be presented by David Gold, attorney at the Ohio Legislative Service Commission. Mr. Gold will speak on "A History of the Ohio General Assembly." As part of Ohio's bicentennial observance the Ohio General Assembly commissioned a legal historian to write a comprehensive history of the Assembly. This book-length project will describes in detail how the Ohio General Assembly matured from a part-time body populated mostly by citizen-amateurs into a full-time, professional one. The book also explores how Ohio politics have evolved over the history of the assembly and what impact political alignments in the state have had on the legislature and its work. Dr. Gold's presentation to the seminar will focus on the modern history of the Assembly.
