BEIRUT Lebanon's prime minister and his entire Cabinet resigned yesterday, satisfying a demand by tens of thousands of protesters, whose ranks swelled in a public push for democracy that is unprecedented in the Arab world.
Waving flags and cheering as the resignation was announced, the demonstrators also demanded that Syria end its occupation by withdrawing its troops and agents, who oversee decisions by Lebanese government officials.
A tent city near the tomb of assassinated former Prime Minister Rafik Hariri continued to expand yesterday, mirroring recent protests that ushered in a democratically elected, pro-Western government in Ukraine.

In the pre-Civil War days, receipts from customs duties accounted for nearly half of total government income. In 1984 customs receipts fell to US$69.4 million, barely one-third their 1983 level. The Ministry of Finance stated that customs receipts should be ten times higher than they were in 1984 to meet its targets for this revenue source. Instead, they fell furtherto US$ 24.3 million in 1985. In 1986 total government spending was estimated at US$413 million against income of barely US$23 million. Of this already paltry sum, customs receipts amounted to just US$9.7 million. In the mid-1980s, the government still had assets to cover its financial obligations. A November 1985 report listed as the nation's principal assets its gold reserves (about US$10 billion in foreign exchange reserves) and holdings in its Intra Investment Company (see Banking and Finance , this ch.). In addition, the report said, there were more than US$440 million in public sector deposits with the Central Bank, about US$200 million in secured debts owed to the state, and about US$86 million in various Central Bank assets. Against this, however, domestic public debt totaled US$2.5 billion, while foreign debt totaled US$200 million. Some of the government's assets were unusual. By virtue of its Intra Investment Company holdings, the government had an important stake in the Casino du Liban, a famed nightclub at Juniyah. The casino also epitomized the way in which government had become dependent on militia deals to secure financing. In 1986 the casino reached an agreement with the Lebanese Forces (LF) militia under which the LF would close all illegal gambling houses under its control in exchange for a monthly income of US$1.2 million. At that time the casino's earnings were about US$2 million a month, of which 40 percent was paid in royalties to the government.

Legislative functions performed by unicameral Chamber of Deputies, elected for four-year terms by universal suffrage. In 1987 no elections had been held since 1972, and only seventy-seven deputies remained out of ninety-nine elected in 1972. Electoral system provided for proportional representation (based on 1932 census) in Chamber of Deputies by religion as well as by region. Chamber of Deputies elects president for six-year term and approves his cabinet appointments. By custom, president a Maronite, prime minister a Sunni Muslim, and speaker of the Chamber of Deputies a Shia Muslim. Judicial system, except for religious courts, based on French model. Politics: 1975 Civil War, foreign intervention, and internal fighting generally have disrupted politics. Before 1975 many nonideological political parties centered on powerful leaders whose followers were usually of same sect. Since 1975 militias have overtaken parties in importance. New president scheduled to be elected by Chamber of Deputies in September 1988. Foreign Relations: In 1987 central government only one of many actors conducting foreign policy. Syria and Israel wielded greatest influence, followed by Iran (especially among some Shias) and Western nations (especially among some Christians).

GOVERNMENT
Lebanon is a parliamentary democracy in which the people constitutionally have the right to change their government. However, from the mid-1970s until the parliamentary elections in 1992, civil war precluded the exercise of political rights. According to the constitution, direct elections must be held for the parliament every 4 years. Parliament, in turn, is tasked to elect a new president every 6 years.A presidential election scheduled for the autumn of 2004 was pre-empted by a parliamentary vote to extend the sitting president's term in office by three years. The president and parliament choose the prime minister. Political parties may be formed. However, what political parties do exist are weak and mostly based on sectarian interests.
Efforts to alter or abolish the confessional system of allocating power have been at the center of Lebanese politics for decades. Those religious groups most favored by the 1943 formula sought to preserve it, while those who saw themselves at a disadvantage sought either to revise it after updating key demographic data or to abolish it entirely. Nonetheless, many of the provisions of the national pact were codified in the 1989 Ta'if Agreement, perpetuating sectarianism as a key element of Lebanese political life.
Although moderated somewhat under Ta'if, constitutionally, the president has a strong and influential position. The president has the authority to promulgate laws passed by the Chamber of Deputies, to issue supplementary regulations to ensure the execution of laws, and to negotiate and ratify treaties.

The 1989 National Reconciliation Charter (commonly known as the Ta’if Agreement) brought an end to most of the fighting and required amendments to the Lebanese constitution, which were passed in 1990. The constitutional amendments preserved certain confessional allotments but gave Muslims increased power, for example, by dividing parliament’s seats equally between Christians and Muslims. The new constitution also made the Shia speaker a member of a troika (executive threesome) with the Maronite president and Sunni prime minister. Voting lists (a form of political grouping in which a slate of candidates runs for office) are organized mainly along confessional lines, and each list is usually headed by a traditional zaim (semifeudal leader). Women aged 21 and older may vote if they have an elementary education, and all men at least aged 21 may vote. The Lebanese government was unable to function in most respects during the civil war. Since the war, it has lacked real sovereignty because of several conflicting forces: Israel and Syria have used Lebanon as a buffer state and battleground; stateless Palestinians are active in Lebanon; Hezbollah guerrillas, who advocate creation of an Islamic state, operate in the south; and Syria maintains a decisive influence in Lebanese affairs, thanks to the tens of thousands of troops it keeps in the country. deeper links

Lebanon AS THE LEBANESE state fragmented, so too did the national economy. Many observers have argued that because of this fragmentation, there was not one economy in the late 1980s, but several. Areas held by some militia groups, most notably the Maronite Christian heartland controlled by the Lebanese Forces, appeared well on their way to becoming de facto ministates. These militias were successfully usurping basic functions of government such as taxation and defense. Despite the fragmentation, there were still some shreds of the official economy. In late 1987 the main port of Beirut and Beirut International Airport were subject to intermittent government regulation. The Central Bank (also cited as Bank of Lebanon or Banque du Liban) maintained sizable financial reserves, although these declined sharply in the mid-1980s. There were spiraling budget deficits as the government attempted to reestablish the credibility of its security forces and maintain at least some social services. By 1987 Lebanon had entered an era where reliable statistics on the state of the economy were usually absent. Lebanese economists were sometimes able to compile a few indicators, but the numbers were often based on incomplete data. But even without complete statistics, the downward trend of the national economy was obvious.

March 1, 2005 BEIRUT The Syrian-backed government of Lebanon stepped down yesterday, collapsing under a groundswell of street protests, candlelight vigils, and international pressure to end Damascus's domination of its neighbor. ADVERTISEMENT As 25,000 demonstrators thronged in the streets outside, Prime Minister Omar Karami, an ally of Syria, stood before Parliament and announced that he would quit his job and dismantle his Cabinet. The decision was apparently spontaneous. Pro-Syrian lawmakers appeared stunned and members of the opposition rose to their feet in a standing ovation. The resignation was a triumph for a swelling Lebanese opposition, which has been calling for Syria to withdraw its soldiers and disentangle its intelligence services from Lebanon's institutions. Tensions had been mounting since the Feb. 14 assassination of former Lebanese Prime Minister Rafik Hariri, which many blamed on Syria. The fall of the government marked a rare flexing of public will in the Arab world, where similar protests have been brutally suppressed.

Mon, 28 Feb 2005, 19:04 UCT I've previously recounted that when Lebanese politician Rafik Hariri was assassinated, it led to a surge in anti-Syrian feeling in that country. There were widespread public demonstrations, and the Lebanese government was sufficiently worried that it decided to ban them Lebanese opposition supporters have held a rally in Beirut demanding the resignation of the government, in defiance of a ban on demonstrations. About 10,000 protesters - many of whom waved Lebanese flags - also called on Syria to withdraw from Lebanon. Many demonstrators blame Syria for the recent killing of former Lebanese Prime Minister Rafik Hariri. But Lebanese ignored the ban, and continued to demonstrate. Now the government has resigned Lebanon's Prime Minister Omar Karami has announced he and his government are resigning, two weeks after the murder of former PM Rafik Hariri. The move came as crowds protested in Beirut, calling for Syrian troops to leave the country. The Lebanese parliament was also debating an opposition-sponsored motion of no-confidence in the government.

I'm stunned. The entire Lebanese Syrian puppet government has resigned as the entire Lebanese population has risen up against the Syrian occupiers. (Betcha that's an occupation that no one on the Left has bothered to protest over the last few decades.) Syria invaded and became an occupying force in 1977. There were Marines killed in Beirut (which was declared the Most Dangerous City in the World). The sudden appearance of a rather large American force on the border Syria had once deemed safe has caused it to start realizing just exactly what kind of a rock/hard place in which it has found itself. Syria is suddenly in a very vulnerable spot. Its international neighbors are:
  • Turkey - an American ally in the War on Terror (WoT) and EU member
  • Iraq - newly democratic and current location of more than 100,000 of the deadliest fighting forces on the planet
  • Jordan - a WoT ally led by a King whose stepmother is still an American citizen
  • Israel - an American ally who has kicked the shit out of (much larger) Syria repeatedly over the last half century, and who stands ready to do so again, on a moment's notice
  • Lebanon - who is fighting to kick Syria the hell out after the 28-year occupation

Edward Yeranian reports from Beirut that the vote came after five days of discussion and a stinging debate over Syria's military presence in Lebanon. TEXT: Few seemed surprised that Mr. Hariri won the confidence vote, but many were caught off guard by the virulence of criticism leveled against Syria by members of parliament. A heretofore unheard of call in parliament for Syria to withdraw its troops from Lebanon was made by 92 year-old veteran Christian house member Albert Moukheiber, before being adopted as a battle cry by others.
