Pat Shenberger An exceptional child is one that is different in some way from the "normal" or "average" child. The term "exceptional child" includes those with special problems related to physical disabilities, sensory impairments, emotional disturbances, learning disabilities, and mental retardation. Most exceptional children require a lot of understanding and patience as well as special education and related services if they are to reach their full potential of development. It is estimated that one out of every ten children in the United States is an exceptional child, representing a total of nearly eight million children. However, it is difficult to determine the number of exceptional children in a given category for many reasons. The definitions of handicapping conditions are often ambiguous. Diagnosis of a condition may overlap with another condition or the diagnoses may change over time. Many exceptional children remain undetected and often parents resist having their children identified as exceptional because of the stigma attached with labeling. Families with children who have special needs are just like other families in many ways. These "ordinary" families can take many forms: traditional; single-parent; multi-cultural; and blended. They are also of various socioeconomic and ethnic backgrounds.

Introduction
Most people know, or are taught, at an early age, how to process information and develop an organized plan or strategy when confronted with a problem, whether that problem is social, academic, or job related. Others find such cognitive processes quite difficult. Learning disabilities have only recently been recognized as disabilities. This neurological disorder causes difficulty in organizing information received, remembering them, and expressing information and therefore affects a person's basic function such as reading, writing, comprehension, and reasoning. However, these students with learning disabilities can be taught effective learning strategies that will help them approach tasks more effectively.     Q: What are learning disabilities?
    A: For school purposes, the Individuals with Disabilities Education Act (IDEA) defines learning disability in these ways: (i) General .     ... References Abstract Many people have difficulty comprehending that a child can be gifted and also have learning disabilities. As a result, children with special needs that result from both their high abilities and their learning problems are rarely identified and are often poorly served. This article explores the current policies and practices with regard to defining, identifying, and educating this population. Recommendations are included that would help ensure that students who are gifted and have learning disabilities receive the intervention needed to help them achieve their full potential. When educators first began describing children who showed evidence of having a learning disability (LD) yet also appeared to be gifted, many viewed this as contradictory. The stereotype that had prevailed since Terman's (1925) time was that gifted children score uniformly high on intelligence tests and perform well in school. How could a child be considered gifted who has serious enough learning problems to be characterized as having a learning disability?

    I think my child may have a learning disability. How can I find out? Talk to your pediatrician, consider having a Learning Disability Assessment and an Individual Education Plan (IEP) done. You can have IEPs done by your school district or by your local children's hospital or city/state hospital. If your child is diagnosed with a learning disability, learn ALL you can about that disability. Some times schools that are pressed for money refuse to have an IEP done for children. LD instruction sometimes can cost more money.
