If you understand how to access these services, you'll be a better advocate for what your child needs. Following the passage of the Individuals with Disabilities Education Act (IDEA 97), parents of children with special needs have become even more important members of their child's education team, working with educators to develop a plan that will help their child succeed in school. This individualized education plan (IEP) describes the goals the team has set for the child for the school year, as well as any special supports that are needed to help achieve those goals. Who Needs an IEP?
A child who has difficulty learning and functioning and has been identified as a special needs student is the perfect candidate for an IEP. Children who are struggling in school may qualify for support services, allowing them to be taught in a special way, for a variety of reasons: Other children who have advanced skills, either overall or in one specific area of learning such as math or reading, may need an enriched education curriculum so they don't become bored.

The public expects schools to socialize children as well as to educate them.1 In fact, socialization, rather than academics, is why many parents choose public education over private or home school. However, public criticism of schools' performance in both roles has increased in recent years. The public wants schools to be responsible not only for improving achievement but also for curbing disruptive, violent, and antisocial behavior. As a result, support is growing for "zero tolerance" discipline policies and alternative school placement for disruptive students. Discussions about discipline have especially focused on special education students. Some teachers and parents are against the inclusion of potentially disruptive students in regular education classrooms and schools. They want to change laws and policies that discourage exclusion, suspension, and expulsion of such students. However, for children suffering from disabilities and other risk factors like poverty, crime, and abuse, traditional discipline methods and policies may exacerbate rather than remedy problem behavior.2

Special Education Services: A Manual of Policies, Procedures and Guidelines Special Considerations for Individual Planning Students with Learning Disabilities (This page was revised August, 2002) Definition In May, 2002, the Ministry of Education adopted the following definition of learning disabilities, adapted from the definition developed by the Canadian Learning Disabilities Association (January 2002). Learning disabilities refers to a number of disorders that may affect the acquisition, organization, retention, understanding or use of verbal or nonverbal information. These disorders affect learning in individuals who otherwise demonstrate at least average abilities essential for thinking and/or reasoning. As such, learning disabilities are distinct from global intellectual disabilities. Learning disabilities result from impairments in one or more processes related to perceiving, thinking, remembering or learning. These include, but are not limited to: language processing, phonological processing, visual spatial processing, processing speed, memory and attention, and executive functions (e.g. planning and decision-making). Learning disabilities range in severity and may interfere with the acquisition and use of one or more of the following:

Nature of the Work About this section Back to Top Special education teachers work with children and youths who have a variety of disabilities. A small number of special education teachers work with students with mental retardation or autism, primarily teaching them life skills and basic literacy. However, the majority of special education teachers work with children with mild to moderate disabilities, using the general education curriculum, or modifying it, to meet the child’s individual needs. Most special education teachers instruct students at the elementary, middle, and secondary school level, although some teachers work with infants and toddlers. The various types of disabilities that qualify individuals for special education programs include specific learning disabilities, speech or language impairments, mental retardation, emotional disturbance, multiple disabilities, hearing impairments, orthopedic impairments, visual impairments, autism, combined deafness and blindness, traumatic brain injury, and other health impairments. Students are classified under one of the categories, and special education teachers are prepared to work with specific groups. Early identification of a child with special needs is an important part of a special education teacher’s job. Early intervention is essential in educating children with disabilities.

    • Without special education, children with disabilities typically experience early academic failure. As they mature, frustration sets in, their skills are left undeveloped and they become alienated from their peers, teachers, and families.
      When learning disabilities are unaddressed, behavioral problems begin to mask the initial disability and in many cases the unacceptable behavior escalates into a criminal problem. 50-78% of young people who are incarcerated have one or more learning disabilities.
      Students with unaddressed learning disabilities often self-medicate with alcohol and drugs. 60% of people recovering from addictions have some form of learning disability.
