Petra Viveros thought her 17-year-old daughter was tucked safely away for the weekend at Northern Kentucky's juvenile detention center after being caught taking the family car. She was wrong. Detention center employees released the girl to a 31-year-old female acquaintance without telling the family. Viveros was outraged, but there was no mistake, and nothing illegal occurred. The case highlights a "gaping hole" in Kentucky's laws governing juveniles, says Pete Roush, the chief juvenile prosecutor for the Kenton County Attorney's Office. The law allows a juvenile arrested for a minor traffic violation to be bailed out - usually for just $35 - by anyone 18 or older. "It is poor legislation at its best," Roush said. "Everyone in this case seemed to have followed the law, but the law is wrong. The law isn't protecting the juveniles anymore." David Richart, who has helped revise Kentucky's juvenile code several times since 1978, said the law should be changed.

Teens have the highest fatality rate in motor vehicle crashes than any other age group. There are many reasons; for instance, while teens are learning the new skills needed for driving, many frequently engage in high-risk behaviors, such as speeding and/or driving after using alcohol or drugs. Studies also have shown that teens may be easily distracted while driving. One key reason for high traffic fatalities among this age group is that they have lower safety belt use rates than adults. Because teens have an increased exposure to potentially fatal traffic crashes, it is imperative that efforts to increase safety belt use among this age group be given the highest priority. In addition, the youth population has increased by more than 12 percent since 1993, and is expected to increase by another seven percent by 2005. As this age group increases as a percentage of the population, the personal and societal costs associated with deaths and injuries from motor vehicle crashes also will rise.

Blagojevich signs laws to protect teenage drivers and their passengers Illinois bans cell phone use by drivers under 18 SPRINGFIELD - On the heels of releasing new statistics showing that Illinois is on pace to witness the lowest number of traffic fatalities in over 80 years, Gov. Rod R. Blagojevich today signed several new laws focused on teenage drivers. One new law bans drivers under the age of 18 from using cell phones. A second law requires drivers under 18 to make sure that their teen passengers are properly buckled up in the front and back seats. Traffic crashes are the leading cause of teenage fatalities – and teenage drivers have a fatality rate that is nearly two times higher than older drivers. Illinois joins a handful of states that restrict teenagers from using cell phones while driving. “We know that cell phones can be distracting. And most of us remember how distracting it can be just to be a teenager. On the roads, that combination can be especially dangerous, which is why it’s important to enact legislation that prohibits teenagers from using their cell phones while driving,” said Gov. Blagojevich.

Of all the abortion-related policy issues facing decision-makers in this country today, parental consent or notification before a minor may obtain an abortion is one of the most difficult. Few would deny that most teenagers, especially younger ones, would benefit from adult guidance when faced with an unwanted pregnancy. Few would deny that such guidance ideally should come from the teenager's parents. Unfortunately, we do not live in an ideal world. For a variety of reasons, including fear of parental maltreatment or abuse, teenagers frequently cannot tell their parents about their pregnancies or planned abortions. et al Currently, anti-choice members of Congress are seeking to make it even more difficult for minors living in states with mandatory parental involvement laws to obtain an abortion with the so-called "Child Custody Protection Act" (CCPA). The bill would make it a federal crime to transport a minor across state lines for an abortion unless the parental involvement requirements of her home state had been met. If the bill were enacted, persons convicted would be subject to imprisonment, fines, and civil suits (H. R. 1755, 2003; S. 851, 2003).
