In Massachusetts, a pregnant teenager must have the consent of one parent or go through a court procedure to get a judge's permission in order to have an abortion. Similar laws in most states effectively curtail teenagers' abortion rights through parental consent or parental notification laws. The Massachusetts parental consent law burdens young women by forcing them to go to court, go out of state to seek abortion services, or to carry unwanted pregnancies to term. The anti-abortion forces want to make it even more difficult for teenagers to obtain abortions. They are advocating legislation which would open the confidential court procedure to parents. This would in effect eliminate the judicial consent procedure as an option for teens who feel they cannot tell their parents. Under the guise of enhancing parent-child communication and parental rights, the anti-choice movement is jeopardizing the lives and choices of teens.

IU President Book on teens, religion and the law written by IU criminal justice professor The topic of teenagers, religion and the law is explored in a just-published book by Roger Levesque, professor of criminal justice at Indiana University Bloomington. Not by Faith Alone Religion, Law and Adolescence is the title of the book published by New York University Press. It is intended for an academic audience, especially readers interested in law and social sciences. "The beliefs that teenagers have about religion are important to them," Levesque said, "but these beliefs can sometimes have destructive ramifications for society when linked to racial/ethnic violence or sexual orientation harassment." His book is the first attempt to integrate research on the place of religion in adolescent development and to discuss the relevance of this research for policies and laws that regulate religion in the lives of teenagers, he said. Topics covered in chapters of the book include religion and adolescents in changing times, adolescents' religious development, religiosity's potentially paradoxical influences, shifts in the regulation of religion, and regulating adolescents' religious environments.

According to the American Medical Association, a primary reason for this is teens’ fear that health care providers will disclose confidential information about sensitive issues to their parents or guardians. Recognizing this, in 2000, the ACLU of Ohio published Your Health and the Law: A Guide for Teens (updated 2002). The handbook addresses the confusing details of teen health care law in an understandable format and is also designed to educate parents about their legal rights and the rights of their teen children. To complement the guide, the ACLU has also developed and presented several workshops for targeted audience (i.e. educators, health care professionals, teens) on this issue. While the guide clarifies teens’ rights under Ohio and federal law to ensure they have the legal knowledge they need to make their own medical decisions, it is also designed to aid parents, school counselors, teachers and others who work with teens; who will give informed guidance to teens seeking medical care.

E-Mail This Article Published on Thursday, May 5, 2005 by the Long Island, NY Newsday Helping Pregnant Teens: Federal Crime? by Sheryl McCarthy In February, Thea Textor, a volunteer with the Eastern Massachusetts Abortion Fund, got a phone call from a desperate 16-year-old girl and her 21-year-old brother. The girl was pregnant and wanted an abortion but needed help paying for it. Her brother wanted to help his sister. Complicating their situation was that Massachusetts has a parental notification law for minors seeking abortions. But the siblings didn't want to tell their parents about the pregnancy, the brother said, "because her dad would kill her if he knew." So, like many other Massachusetts girls who don't want to tell their parents or get a waiver from a judge, the siblings crossed the state line into New Hampshire, where the girl had her abortion. "I was impressed that someone would take on that responsibility," Textor said of the brother. "He seemed like he really cared about his sister." But a federal law that's making its way through Congress would turn the brother's actions into a crime. The Child Interstate Abortion Notification Act would make it a criminal offense, subject to a fine and a one-year prison sentence, for an adult who's not a minor's parent to accompany her to another state to avoid her own state's more restrictive abortion laws. It would also penalize doctors who perform abortions without notifying the girl's parents. The law has passed in the House and is expected to pass in the Senate.

(AP) - Rebellious teenagers might soon have another reason to curse the establishment now that a lawmaker wants to add Washington to the list of states that require parental permission before minors can pierce a body part. Some professional piercers have taken advantage of loose regulations in more than a dozen states that let youngsters come home with a tongue stud, navel ring or pierced eyebrow without approval from Mom or Dad. State Sen. Pam Roach wants to make sure it doesn’t happen anymore. A proposed law would make it a misdemeanor to pierce minors unless their parents give permission and are present when the piercing occurs. The latter, Roach said, almost guarantees that teens won’t be getting pierced in inappropriate places. The bill doesn’t apply to ears.

"I had no idea you could go to a judge," Bridget said. "It was like seeing the light at the end of the tunnel. I'm so glad I made that call. I wouldn't be in college now if I hadn't." JDP is fighting on just one front of a growing state-by-state struggle against parental involvement legislation. Pro-choice advocates encourage healthy teen-parent communication.     Governor George E. Pataki today announced he has signed into law two measures prohibiting the sale to minors of herbal cigarettes and the filterless, hand-rolled cigarettes known as bidis. The new laws bring consistency to the sale of retail tobacco products in New York State and clearly define that herbal cigarettes and bidis will be regulated in the same fashion as tobacco products to prevent access to individuals under eighteen years of age. The Governor also announced that he has signed legislation to toughen penalties against individuals who trespass at children's summer camps or day camps, to require the State Division of Criminal Justice Services to make its subdirectory of high-risk sex offenders available on its public website, and to authorize the Commissioner of Health to establish a separate regional emergency services (EMS) council for Westchester County "Preventing New York's children from smoking is one of the State's highest public health priorities," Governor Pataki said. "We must do everything we can to get the message out that teens should not smoke whether it's tobacco, herbal cigarettes or bidis. This legislation will serve as a major deterrent to prevent the sale of bidis and herbal cigarettes to our children. "

    December 19, 2000 GOVERNOR PATAKI SIGNS LAW TO HELP PARENTS OF TROUBLED TEENS Landmark Law Raises Age for PINS Petitions to 18
    Governor George E. Pataki today signed into law legislation that will provide critical support to parents and guardians of troubled teenagers by raising the age a youth can be deemed a "person in need of supervision" (PINS) up to the age of 18. "Anyone who has raised or is raising a child knows the daily challenges parenting can present," Governor Pataki said. "Sometimes it can be very difficult to convince a youth, especially a troubled teenager, that he or she needs to make positive changes in his or her life. "This legislation gives caring parents or guardians the power of State law to help them guide their child away from a life of delinquency and diminished hopes, and toward a life of achievement and happiness." Raising the PINS age by two years will enable parents to petition Family Court to have their unruly or troubled 16- and 17- year-olds determined a PINS, and receive help from the Family Court in resolving the situation. The new legislation also raises by two years, up until 18, the age of a youth who can be deemed a "runaway" and returned to a parent or guardian. Senator Mary Lou Rath said, "I commend Governor Pataki, Assemblyman Kaufman, and all the PINS advocates for their efforts in making this long-awaited day possible. This law gives desperately needed help to a parent whose 16-year-old has run away from home to pursue life on the street. Right now an entire age group of children exists in a legal twilight zone in which no agency of the State can assist a parent in dealing with an incorrigible until that incorrigible finally breaks the law. This legislation will help reverse this intolerable situation."

    SEATTLE POST-INTELLIGENCER REPORTER It was a crime, Lake Washington School District parents said: a high school counselor having sex with a student. Except, as it turned out, it wasn't a crime at least not at the time because the student was 17, above the age of consent in Washington. Professional codes of conduct bar sexual contact between school employees and all students. But, if the students were 16 or older, such contact wasn't always considered illegal until a new bill addressing the topic passed the Legislature last month. Error processing SSI file
    "We had some cases (involving students who were 16 or older) we had to decline here for prosecution that were pretty egregious conduct ... " said Dan Satterburg, chief of staff for the King County Prosecutor's Office.
