As a teenager, Jimmie Hagberg often refused to get treatment for his mental illness, a decision he now regrets. Lake Fong, Post-Gazette
Jimmie Hagberg, 24, who has bipolar disorder and borderline personality disorder, was difficult to handle as a teenager, and his mother, Sandra Hause, in the background, was powerless to compel him to get treatment.

"I was pretty much out of control," said Hagberg, 24, recalling times when he bullied family members and became suicidal. His mother, Sandra Hause, of New Castle in Lawrence County, felt powerless to intervene until he slashed his wrists or overdosed on medicine. Under state law, her son had sole authority to consent to inpatient mental health treatment until he became dangerous to himself or others. That changed Jan. 22, when a new law took effect that gives parents more authority to direct their teenage children into inpatient mental health care. The law allows parents and legal guardians to consent to inpatient treatment recommended by a doctor for children ages 14 to 17, even if the teenagers disagree.

Five years ago today, violent teens in Pennsylvania began serving "adult time for adult crime." Under the law, youths 15 and older charged with certain serious crimes go to trial in adult criminal court, unless a judge transfers the case to juvenile court. The law is Pennsylvania's rivulet in a national torrent of such legislation. The "get tough" laws were prompted largely by a rapid increase in violent felonies by juveniles, particularly gun crimes, in the late 1980s and early 1990s. Because the Pennsylvania statute stipulated that the teens either had to be repeat offenders or be charged with using a deadly weapon during the crime, the politicians said they'd be sentenced to at least five years in prison if found guilty a year more than the maximum possible juvenile sentence to a reform school.

JavaScript Web Site Menu Switched Off WiredKids Law Protection of Children from Sexual Predators Act of 1998 Protection of Children from Sexual Predators Act of 1998 Title I of the Act, entitled Protection of Children From Predators, amends the federal criminal code to prohibit the knowing transmission of the name, address, telephone number, social security number or e-mail address of any child under 16 with the intent to entice, encourage, offer or solicit any person to engage in illegal sexual activity. The act also increases the penalties for transporting, coercing or enticing anyone under 18 to engage in prostitution or criminal sexual activity (including child pornography). Title IV, Prohibition on Transfer of Obscene Material to Minors, prohibits using the mails or other method of interstate commerce, including the computer, to knowingly transfer or attempt to transfer obscene material to anyone known to be under 16. Title VI includes a provision requiring electronic communication services to report facts involving the apparent violation of the federal child pornography laws to designated law enforcement agencies. The services expressly do not have a duty to monitor users or content, but need only report facts that come to their attention. The statute absolves the services from any civil liability from their good faith compliance with this reporting requirement.

MASCOT Members Urge Teen Tobacco Possession Law back home Efforts to prevent teens from smoking have been relatively unsuccessful. Up to one million teens begin smoking every year nearly 3,000 each day. Sadly, teen smoking rates continue to increase while adult rates decline [ Young people's reason for using tobacco has everything to do with emotion and nothing to do with rational decision making. Although health educators have been effective increasing youth awareness about the dangers of smoking, tobacco is a significant, visible, and readily available way for youth to signal they are in control [ Debbie Rodella (shown at right) wants to reduce this problem. As the state representative from Rio Arriba county, she introduced HB704 to make tobacco possession by underage teens a criminal violation. Convicted young smokers would face fines up to $1,000, as well as a maximum of 30 hours of tobacco cessation and prevention education for the first violation. to support Rep. Rodella Pro-active leaders in Missouri just introduced similar legislation. House members there are questioning the logic of the state's law prohibiting minors from buying tobacco products but allowing them to smoke. Health Care Providers Say Law Imperils Health and Lives of Florida’s Young Women More Info Today on behalf of four women’s health care centers and two individual physicians, the Center for Reproductive Rights and Planned Parenthood Federation of America asked a federal court to strike down a new law that will endanger the health and lives of young women seeking abortions in Florida. The law, set to go into effect by July 1, requires a physician to give notice to a parent at least 48 hours before providing abortion services to a teen. But the act imposes elaborate restrictions on physicians that will prevent them from providing the best and most timely health care to teens facing medical emergencies. "The Florida legislature passed this law — claiming to protect teens — when, in fact, it jeopardizes their health and lives. Instead of expending energy on dangerous and callous legislation, Florida lawmakers should focus on policies that actually prevent teen pregnancy, provide counseling and ensure teens have access to comprehensive sex education," said Janet Crepps, a staff attorney at the Center for Reproductive Rights and lead lawyer in the case. When a young woman faces an unintended pregnancy, it is imperative that she have access to all of her health care options without delay and that doctors are empowered to treat her immediately. As the lawsuit points out, a teen experiencing complications such as preeclampsia could be at risk for serious health problems if not treated in a timely manner. Preeclampsia is a disorder that occurs during pregnancy and can cause a woman’s blood pressure to rise and put her at risk of stroke or impaired kidney or liver function, blood clotting problems, fluid on the lungs, seizures and, in severe forms, death. Under the new law, doctors may be forced to delay treatment of medical emergencies as they attempt to comply with the law’s onerous and confusing requirements.

By Patricia Donovan Studies showing that at least half of babies born to mothers who are minors are fathered by adult men, and that the sexual partners of those women are often men 3-6 years older, prompted some policymakers in recent years to conclude that vigorous prosecution of statutory rape could significantly reduce high rates of adolescent pregnancy and childbearing and lower welfare costs as well. Enthusiasm for this strategy has already begun to wane, however, in the face of evidence that it is not feasible for states to prosecute enough men to have an appreciable effect on teen pregnancy rates and birthrates. Manzullo says his "battle to bring sanity and parental responsibility" to the Title X program began with the failure of a Title X-funded clinic in his district to inform the authorities, as state law requires, or the parents of a 14-year-old girl when a 37-year-old teacher with whom the minor was having an affair brought her to the clinic for contraception. In Manzullo's view, "clinic workers must get more vigilant in protecting our children and reporting instances of statutory rape." Few would disagree that minors, especially very young teenagers, who are in sexual relationships with much older adult men are vulnerable to abuse and exploitation. Nor are many likely to disagree that the teacher in the Illinois case should have been reported, given the age difference between the partners and the fact that he was in a position of authority over the student.
